About this file
This is a Request for Information (RFI) issued by the U.S. Army Combat Capabilities Development Command Chemical Biological Center (DEVCOM CBC) through Army Contracting Command Aberdeen Proving Ground (ACC-APG) to assess the market for commercial procurement of custom-synthesized aptamers. The RFI is classified under NAICS code 541715 (Research and Development in Physical, Engineering, and Life Sciences) and has a response deadline of 31 July 2026. This RFI is for information and planning purposes only and does not constitute a commitment to award a contract; however, a solicitation may be released separately through the System for Award Management (SAM.gov). All responses are voluntary, and the government will not compensate respondents for information provided.
DEVCOM CBC seeks qualified vendors—including commercial industry, non-profits, and academic institutions—capable of supplying custom biological reagents, specifically aptamers (DNA, RNA, or peptide sequences with or without chemical modifications) to support unclassified research and diagnostic assay development. Respondents must demonstrate capabilities to synthesize and deliver aptamers in quantities from 10 nmol to 1,000 nmol per sequence, maintain internal quality control through HPLC or mass spectrometry verification with accompanying Certificates of Analysis, package and ship lyophilized products at ambient temperatures to maintain stability, and possess quality management certifications (e.g., ISO 9001:2015). All work will be performed 100% off-site by the contractor, with delivery to 8567 Ricketts Pt Rd Building E3549, Bay 4, Gunpowder, MD 21010. The RFI requires submission of company profile information, technical approach, relevant government and commercial experience from the past five years, quality management credentials, and prime contractor intent. Small business respondents must estimate the maximum percentage of work performable in-house under FAR 52.219-14(c). Written questions must be submitted by 31 July 2026 to the listed Contract Specialist and Contracting Officer; telephone inquiries will not be accepted.

BACKGROUND:
The Department of War (DoW) requires a stable, rapid, and scalable supply chain for specific biological reagents to support unclassified research, diagnostic assay development, and mission-support platforms. Specifically, this requirement targets aptamers that are custom synthesized to meet DoD application specifications. This RFI seeks to identify qualified vendors capable of providing all necessary labor, materials, and equipment for the synthesis, quality control, packaging, and delivery of custom aptamers.
PLACE OF PERFORMANCE:
· % On-Site Government: 0%
· % Off-Site Contractor: 100% The primary delivery location will be: 8567 Ricketts Pt Rd Bldg E3549, Bay 4, Gunpowder, MD 21010.
