About this file
This is a Questions and Answers document from the Portfolio Acquisition Executive (PAE) Layered Protection and Chemical Biological Radiological and Nuclear Defense (CBRND) Industry Day held at Fort Irwin's National Training Center on March 9, 2026. The document captures government responses to industry inquiries regarding acquisition strategy, capability prioritization, and information sharing processes. Key points include: PAE's intent to expedite acquisition processes through reform initiatives (potentially using multi-increment approaches similar to Special Operations Forces models), prioritization of capabilities rather than specific programs with intentions to make priorities publicly known, and plans to focus industry engagement on desired capability characteristics rather than specific system attributes. The government emphasized the importance of understanding future operational concepts and capability mission threads to predict multi-generational needs, particularly regarding CBRN decontamination for personnel and equipment. Additionally, the government acknowledged exploring multiple platform integration (UAS/UGVs and others) for modular payloads while working to establish transparent, cross-cutting communication channels with industry.
The government is actively seeking industry white paper submissions to support capability gap analysis and future force development planning. White papers should be submitted via https://forms.osi.apps.mil/r/HbdiXC9vDY with a deadline of April 18, 2026. The government expressed interest in enhanced intelligence sharing and technical dialogue above unclassified levels, recognizing that industry possesses critical information regarding threat assessment and red force planning factors. The Formation Based Layered Protection Dashboard was presented as a tool to assist industry understanding of government capability needs, with emphasis on iterative dialogue to improve information sharing processes going forward.

Portfolio Acquisition Executive (PAE) Layered Protection (LP) and CBRND Industry Day Ft. Irwin, National Training Center – 9 MAR 2026 Questions and Answers INDUSTRY QUESTION: Asked for an overview of other PAE’s – similar mindset in terms of overall strategy to closing Gaps?
GOV RESPONSE: Yes – some more focused on the M (materiel) given the arena they work in. Approaches may differ; desired end state is the same – fill Gaps.
INDUSTRY QUESTION: Will PAE’s change the acquisition process?
GOV RESPONSE: Yes and no – differs by service (Army, Navy, Air Force, etc.). Acquisition reform is required to expedite the process (one intent of standing up PAE’s). Used SOF as an example on speed – perhaps increment 1 in a multi-tiered process where each increment closes in on the desired full capability OR catches up with the speed of technology development). PAE’s currently working to align processes with other services.
Note that the Formation Based Layered Protection Dashboard was then displayed by its creator, Ms. Sarah Williams of the FBLP Future Capability Directorate
INDUSTRY QUESTION: We see quantity of capabilities (listed in the DASHBOARD), does it show the priority on programs listed?
GOV RESPONSE: No – we prioritize capabilities, not programs. We intend to make those priorities known.
INDUSTRY QUESTION: Revisited iterative progression (SOF example from earlier). Any way to predict 3rd 4th generation needs?
GOV RESPONSE: CBRN decontamination requirement discussed – if we can understand how we’re going to fight the capability in the future, that will help us make those predictions (i.e. future decontamination processes for people/equipment). Understand capability mission threads will also help.
INDUSTRY QUESTION: As we move through the post-JCIDS process(es), how do we (GOV) better share our needs with industry?
GOV RESPONSE: Starting with refining and sharing capability Characteristics of Need’s (CoN’s). Focus needs to be on desired characteristics, not specific system attributes. Do better involving tech providers for things like down-selection processes (or let them in on the process).
INDUSTRY QUESTION: We understand your (PAE LP and CBRND) focus is more on modular payloads. Are you looking at multiple platform integration (UAS/UGVs/other)?
GOV RESPONSE: We are still learning. Things don’t always work out the way they were initially envisioned and/or missions change as does the way we have to fight. In those instances, yes. Certain systems make sense on multiple platforms.
INDUSTRY QUESTION: Future communications format predictions (GOV to Industry)? How does Industry communicate with us (GOV)? As we (GOV) conceptualize our GAPS, ensuring those in Industry that historically work in those lanes can have that dialogue is critical.
GOV RESPONSE: Still working that with the new structures/processes. Certainly desire to be transparent and cross-cutting such that there is clear understanding and information sharing.
INDUSTRY QUESTION: Intelligence sharing would be beneficial (having discussions above unclass). We’re not sharing the real information they (Industry) need to provide relevant capabilities. It seems Industry sometimes know things we (Gov) don’t (red force planning factors, for example).
GOV RESPONSE: The Dashboard (or the info listed) can help with that. Remaining Gap focused is the key. We also want to provide the ‘what’ that gets into the future fight (meaning that we would like Industry and the S&T community to understand how we see and are planning for the future fight). Working towards iterative dialogue to improve the information sharing process(es).
