About this file
This document is a Request for Information (RFI) issued by the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND), Joint Project Lead Chemical, Biological, Radiological and Nuclear Defense Enabling Biotechnologies (JPL CBRND EB) for the development of a full body mannequin to support a live agent CBRN ensemble test fixture. The RFI seeks solutions outlining approaches for a mannequin system that can mimic the movements of a soldier and support the evaluation of individual protective equipment, including suits, boots, gloves, respirators, and auxiliary equipment against live chemical agents. Respondents are requested to provide a white paper with details on the mannequin design, capabilities, development schedule, cost estimates, and any associated intellectual property. Responses are due by 1200 on July 30, 2024, and the government may pursue an Other Transaction Agreement (OTA) through the Medical CBRN Defense Consortium (MCDC) or the Chemical, Biological, Radiological and Nuclear Defense (CBRND) Broad Agency Announcement (BAA) 22-01 if a solicitation is subsequently released.

Development of a Full Ensemble Mannequin for Test Fixture
W911SR-24-S-MANN
REQUEST FOR INFORMATION
DEVELOPMENT OF A FULL ENSEMBLE MANNEQUIN FOR TEST FIXTURE
Objective:
This is a Request for Information (RFI) for planning purposes only. It is not to be construed as a commitment by the United States Government (hereafter referred to as “Government”) nor will the Government pay for the information solicited. No solicitation document exists or is guaranteed to be issued as a result of this RFI.
The Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO- CBRND), Joint Project Lead Chemical, Biological, Radiological and Nuclear Defense Enabling Biotechnologies (JPL CBRND EB) is seeking solutions outlining approaches for a full body mannequin to support a live agent CBRN ensemble test fixture. This specific effort is aimed at developing a full system of systems chemical ensemble test fixture for the Department of Defense.
All parties submitting documentation are requested to submit a white paper that includes pictures or videos of the system in use. Responses should include the respondents most up-to-date research and designs. This is a new RFI posting. Past responses and/or participation in any industry day related to the requirement should be updated and resubmitted.
Background:
The JPEO-CBRND is considering investing in a test infrastructure to support the evaluation of individual protective equipment. This infrastructure includes chambers, test fixtures, and analytical equipment. This RFI is focused on the test fixture and will allow the DOD to evaluate full ensembles to include suits, boots, gloves, respirators, accessories, and auxiliary equipment against live chemical agents. To do so, the DOD is interested in procuring a mannequin that can best mimic the movements of a soldier (e.g., walking, running, marching, sitting, head movements, arm movements, waist bends and turns, etc.). The DOD is interested in the availability of such a mannequin and supporting equipment that will enable system of systems full CBRN ensemble, chemical agent testing.
Requirements:
DoD JPEO-CBRND, JPL CBRN EB is seeking responses from private or public entities (academic, non-profit, and commercial) outlining how they would approach a rapid acquisition plan with planned milestones to develop and deliver mannequin system to support chemical agent test fixtures for CBRN protective ensembles. The full system should include the human form mannequin, structures and mechanical subsystems for mannequin movement, software to control mannequin movement or other interfaces, and mechanisms for maintenance and sustainment of the system.
Desired Capabilities:
1) The system will represent a user wearing full PPE ensembles.
a) Male representation
2) The system will have the ability to simulate anatomically correct Warfighter movements.
a) Run
b) Sit
c) Walk
d) March
e) Stand
f) Kneel
3) The system will have the ability to simulate breathing.
4) The system will have the ability to articulate joints.
a) Bend knees
b) ability to move arm at the shoulder joint. i.e. ball and socket type movement
c) Bend hips
d) Bend Elbow
e) Move head
5) The system will have the ability to support Ancillary Equipment
a) Support wearable chemical agent vapor sensors
b) Support armor
6) The system will have the ability to integrate with chemical agent vapor sensors imbedded in the mannequin.
a) Inside the ensemble near real time monitoring. Note: selecting the chemical agent vapor sensor is not part of this RFI.
b) Inside the ensemble cumulative massive monitoring
c) Ocular exposure
7) The system will have the ability to be decontaminated without damage after interactions with chemical agents.
8) The system will have the ability to be stored at ambient temperatures.
9) Tethering the mannequin though the lower neck and hands to external support structure is acceptable.
RFI Response:
Respondents should include the following in their response to this RFI. Responses should not exceed a maximum of seven (7) pages.
1) Company Description, Background and Data Rights (2 page maximum).
a) Provide a brief description of company history, alliances, and funding, emphasizing experience in design and testing.
b) Discuss any data rights assertions anticipated for the development (Freedom to operate, patent application status, issued or licensed intellectual property).
2) Mannequin Description (5 page maximum). Please provide the following information for ALL configuration options presented.
a) A description of components, materials, and software.
b) Description and discussion of any or all the capabilities described in the Performance
Objectives section. Innovative approaches that address the overarching program goals that do not precisely match the above Performance Objectives can be included:
i) Provide a description of the design framework and design methods to be used in this effort.
ii) Discussion of the maturity of the proposed approaches, including previous demonstrated use, and any relevant chemical agent exposure.
iii) Provide a high-level development schedule.
iv) Provide a Rough Order of Magnitude cost for mannequin purchase (+/- $250K).
v) Provide approach to Cost of Goods analysis.
vi) Any associated intellectual property rights or patent coverage.
Administration:
The Government will retain comments and information received in response to this RFI. Proprietary information should be identified as Company Proprietary. Do not use Government security classification markings. All written responses must be received by 1200 on 30 July 2024. Responses should be ONLY sent by e-mail to the below listed email addresses:
usarmy.detrick.dod-jpeo-cbrnd.mbx.baa@army.mil
Richard.w.totten2.civ@army.mil
Bianca.g.batista.civ@army.mil
Responses should be delivered with a Subject Line of Responding Organization and RFI Title (XXX Inc.
W911SR24SMANN). Material that is advertisement only in nature is not desired. If a solicitation is subsequently released based on the responses to this RFI the first choice for an acquisition vehicle, if appropriate, will be an Other Transaction Agreement (OTA) issued either under the Medical CBRN Defense Consortium (MCDC) or the Chemical, Biological, Radiological and Nuclear Defense (CBRND) Broad Agency Announcement (BAA) 22-01, available in SAM.gov under the title CBRND BAA 22-01.
