About this file

This document is a Request for Pre-Proposals (RFP) issued by the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND) for an Assault Respirator (AR) requirement. The RFP is being handled through the Broad Other Transaction Authority Announcement (BOTAA) process.

The JPEO-CBRND is seeking innovative solutions for an AR that must be compatible with existing protective equipment such as ballistic helmets, communications headsets, and night vision goggles. The AR must provide respiratory and ocular protection factors specified in the RFP. Proposed solutions must have a minimum Technology Readiness Level of 6. Key requirements include the ability to produce the AR and associated consumables, estimated cost per unit, scalability, and any intellectual property considerations. Interested parties are encouraged to submit pre-proposals through the BOTAA process by May 31, 2024. The government intends to award a fixed-price FAR Part 12 contract or other transaction agreement in FY24, subject to availability of funds.

1. Background and Scope:

The JPEO-CBRND is committed to identifying innovative[footnoteRef:2] commercial products and services for delivering the best Chemical, Biological, Radiological, and Nuclear (CBRN) defense capabilities to the warfighter in the shortest amount of time. More information on the mission and programs of the JPEO-CBRND can be found at https://www.jpeocbrnd.osd.mil/. [2: “Innovative" means any technology, process, or method, including research and development that is new as of the date of submission of a proposal, or any application that is new as of the date of submission of a proposal of a technology, process, or method existing as of such date.]

The Joint Project Manager for Chemical, Biological, Radiological, and Nuclear Special Operations Forces (JPM CBRN SOF) on behalf of the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND) is responsible for developing solutions applicable to USSOCOM Special Operations Forces (SOF) Peculiar (SO-p) CBRN needs. The JPEO CBRND’s JPM CBRN SOF is dedicated to realizing technological improvements that maximize CBRN defense capabilities most effectively for the warfighter, enabling them to conduct their missions regardless of CBRN hazards. This involves fresh thinking, smart partnering, and capitalizing on emerging technological options.

Along with responses to the questions required below in Section 4, each product submission should include the following: (1) Proposed Capability Description; (2) Current technology readiness level, (3) and how existing protective equipment identified in Section 2.1 and 2.2 will be integrated into the new AR initiative. Please also provide any supporting technical data, product sheets, or website links if available and (4) Comments relating to section 4: Additional Information Requested (below).

2. Objectives:

JPM CBRN SOF is seeking a range of innovative pre-proposals for Assault Respirator (AR) applications. JPEO-CBRND leadership is looking for diverse proposals. The best pre-proposals will articulate how the approach will meet the performance needs in succinct but understandable, clearly described ways.

This AR initiative is focused on (1) compatibility/interoperability with existing protective equipment and (2) protection factors. The following areas of interest are offered as the intent applicable to this BOTAA:

2.1 Integration with Existing Protective Equipment

The Assault Respirator (AR) must be able to be donned without the need to remove mission essential equipment such as:

· Ballistic Helmet: The AR shall be compatible with GENTEX® Ops-Core® helmets.

· Comms/Hearing Protection: AR shall be compatible with 3M™ PELTOR™ over-the-ear headsets. The AR shall have an integrated comms connector for microphone.

· Vision: Ocular protection shall be compatible with Night Vision Goggles (NVG). The lenses shall have minimum distortion of vision and provide a wide range of unobstructed vision. Lenses shall not produce fogging or other visual impairments which may impair mission related tasks.

2.2 Protection Factors

· Respiratory Protection: The AR shall provide oronasal protection factor (PF) of 250 [T], 1000 {O} through all size masks to the user population. The AR shall provide these PFs against CS (chlorobenzylidenemalononitrile), CN (chloroacetophenone), and OC (oleoresin capsicum) gas (aerosol concentration between 20 and 40 mg/m3 with a Mass Median Aerodynamic Diameter of 0.4-0.6 microns) for a duration of 2 hours [T], 1 hour {O}.

· Ocular Protection: The AR shall provide protection equivalent or exceeding American National Standards Institute (ANSI) Z87.1 or MIL-PRF-31013.

3. Constraints:

a. The Technology Readiness Level (TRL) of technologies proposed to this Area of Interest (AoI) must be TRL 6 or greater (https://acqnotes.com/acqnote/tasks/technology-readiness-level). Projects using technologies at the TRL1, TRL2, and TRL3 levels will not be considered for award. Projects at TRL4 and TRL5 will be considered if respondents provide a detailed roadmap to a higher TRL within a defined timeframe.

b. Offeror(s) selected for award will be required to be registered in the System for Award Maintenance (SAM.gov, https://www.sam.gov/). Companies will be ineligible for an award if not registered in SAM at the time your proposal is submitted. Additionally, verify that you are registered to receive contracts (not just grants) and that your address matches your proposal and SAM.

c. When registering in SAM.gov, be sure to select ‘YES’ to the question ‘Do you wish to bid on contracts?’ to be able to compete for this BOTAA. If you are only registered to compete for grants, you may be ineligible for award.

d. The government reserves the right to request clarifying information or not to request clarifying information after receipt and evaluation of proposals.

e. The government reserves the right to enter into discussions or not to enter into discussions.

f. The government intends to issue a Fixed Price FAR Part 12 type contract(s) and/or Other Transaction Authority agreement(s) under 10 USC §4022. However, the government may elect to negotiate any type of instrument permitted by the BOTAA solicitation.

g. The government intends to award this in FY24, subject to availability of funds.

4. Additional Information Requested:

If so, can such items satisfy the Government’s requirements "as is" or only after modification? Please provide any photographs, product information, plans for modifications and other test data that is available for consideration.

3. Partners and/or subcontractors (to include small businesses) that may be utilized to complete an effort of this degree, including a brief explanation of the capabilities they bring to your team. If small businesses are included, please indicate the percentage of the work that will be performed by small business.

4. A brief but clear explanation of your capabilities relating to the production of this requirement, specifically addressing the physical and performance characteristics listed above along with supporting data, images, and diagrams.

5. If you currently produce this product, who is your customer base, and what are average number of units currently produced?

6. Address and describe any consumable items, if any, that will be required to utilize the assault respirator. Address any storage requirements and shelf-life issues.
