1Will offers be accepted for syringes/needles manufactured in China or India?Yes, the Government will consider needles/syringes manufactured outside the United States. All offerors shall specify the Country of Origin as prescribed in Attachment 2. The Government will be following evaluation of foreign products under DFARS 225. The Government will seek Buy American and Trade Agreement exeptions as applicable. The 510(k) Approval Letter specified in section 4.1.2 of the Statement of Work applies regardless of origin.
2Can the due date for responses be extended to June 12th?The Government will extend the deadline for Proposals to Monday 8 June 2020 at 4:30PM Eastern Time.
3Can the agency clarify the origin requirement?See above answer to Question 1. To clarify, the origin is where the manufactured end item (needles/syringes) are produced.
4Due to the high quantity volume, is there any availability for upfront payments?No. The Government will not provide any contract financing for this action.
5Will we be allowed to ask for partial payments for partial shipments?The Government will allow partial payments for partial deliveries following acceptance of the items by the Government.
6Are the payment terms Net 30?The Government anticipates Net 30 on any resultant awards. The Government may discuss alternate terms if a potential award is made to a Small Business. UPDATE: See revised response to this question in question 17 below.
7Are we able to provide a standard needle?No. Only safety needles will be acceptable as described in section 4.2 of the Statement of Work and Attachment 2.
8Does Buy American or the Trade Agreement apply? What about Commercial Off the Shelf (COTS) items - does that negate the matter of country of origin?Yes, Buy American and Trade Agreement applies (See above answer to Question 1) however, the Government will seek Buy American and Trade Agreement exeptions as applicable. COTS items do not negate the requirement to provide country of origin in the proposal.
9Please advise how do we get notified when an award is made, or, if applicable, a portion of the bid?Any contract award notifications will be posted on Beta SAM.
10Will the Government extend the Q&A period to 6/2/2020?The Government will extend the deadline for Questions to Tuesday 2 June 2020 at 4:30PM Eastern Time.
11Will the Government extend the submission date to 6/9/2020?See above answer to Question 2. The Government will extend the deadline for Proposals to Monday 8 June 2020 at 4:30PM Eastern Time.

12Will samples need to be sent for evaluation? If so, where do they need to be sent and by what date?The Government is not requesting samples for evaluation for this acquisistion. The Government is using the required FDA 510(k) letter as well as the responses on Attachment 2 to determine technical acceptibility of the syringes and needles.
13Will the government utilize any Prime Vendor Distributors or will the product be shipped directly from the manufacturer/supplier to the government locations?It is the responsibility of the contractor to determine how to ship the product to the Government locations by the stated delivery date. The cities and states of the potential shipping locations are listed on the Pricing Attachment and the Solicitation (for pricing purposes). The Government will provide the actual address(es) at the Post-Award meeting if an award is made.
14Will the government be interested in bulk product or does it need to be packaged in specific quantities per box?The product does not need to be packaged in specific quantities per box, however, per the Statement of Work (SOW) section 4.3.2 "No Partial Case or Package quantities will be accepted unless approved by the Contracting Officer prior to shipping." and per section 4.3.3 "The Contractor shall NOT Mixed Lot #'s per Case or per Packages. The Contractor shall only provide full case quantities only, unless approved by the Designated Government Representative in advance via email." NOTE: Per the SOW Section 4.2.3.1.8 and 4.2.4.1.4 All individual syringes, individual needles, and combo syringe/needles shall be individually wrapped in sterile packaging.
15After the initial shipment in December, what is the anticipated demand in 2021?The purpose of this acquisition is to acquire 500M (or as close to that number as possible) needles and syringes by 31 December 2020. If industry cannot provide 500M by 31 December 2020, any additional quantities proposed shall be delivered no later than twelve (12) months after contract award date.
16For the syringes - Luer lock is specified in the statement of work - Luer slip is more common in the industry and less expensive - will Luer slip be accepted?Per the SOW 4.2.3.1.6, the syringes shall have Luer lock to accept luer hub applicator (e.g. needle). Luer slip will NOT be technically acceptable.
17As the government may discuss alternate payment terms if a potential award is made to a small business - will the government consider Net 10 or Net 15?All offerors shall propose pricing based on Net 30 terms regardless of business size. However, the Government will try to provide accelarated payments to small businesses in accordance with DFARS Class Deviation CD 2014-O0015. NOTE: This answer replaces the original answer to question 6 above.
18Once an award is made, will the government offer any guarantee that the purchased quantity will not be cancelled for convenience? Will there be any minimum purchase commitment made in the award?If the Government needs to terminate for convenience we will follow the procedures in FAR 52.212-4. There is no minimum purchase commitment as this is not an indefinite delivery/indefinite quantity (IDIQ) contract.
19Can items be proposed that do not yet have an approved FDA 510(k)?No. Per the solicitation: "Failure to submit the required 510(k) Approval Letters for all components of the syringe and Needles Sets will deem the proposal Technically Unacceptable.
20Can items be proposed that have been approved to European Standard and have European Certificates?No. Per the solicitation: "Failure to submit the required 510(k) Approval Letters for all components of the syringe and Needles Sets will deem the proposal Technically Unacceptable.
21Can items be proposed that are currently submitted and pending FDA approval (510(k) Letter)?No. Per the solicitation: "Failure to submit the required 510(k) Approval Letters for all components of the syringe and Needles Sets will deem the proposal Technically Unacceptable.
