Combined Synopsis/Solicitation Edgewood Chemical Biological Center (ECBC)

CBRN Sensor Wireless Platform 17 October 2017

THIS COMBINED SYNOPSIS/SOLICITATION IS

NOT AN AUTHORIZATION TO START WORK

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Reference Number W911SR-18-R-WLSS. This solicitation utilizes the policies contained in the Federal Acquisition Regulation (FAR) Part 12 in conjunction with the policies and procedures for solicitation evaluation and award prescribed in FAR Part 13, Simplified Acquisition Procedures, as appropriate for this acquisition.

The Government plans to award up to three FIRM FIXED PRICE contracts resulting from this solicitation to the responsible contractor(s) whose quote(s) conform to the solicitation and is the most advantageous to the Government.

This solicitation is a 100% Total Small Business Set-Aside. The associated NAICS codes is 334220. The small business size standard is 1,250 employees.

This combined solicitation/synopsis is for the purchase of the following commercial item:

Product or Service Code: D318 - IT & Telecommunications – Integrated hardware/software/services solutions

Item Description: The Edgewood Chemical Biological Center (ECBC) is seeking a wireless solution for CBRN detectors. This office is researching Commercial off-the-shelf (COTS) wireless communication platform options that can be embedded in or added on to a Chemical, Biological, Radiological and/or Nuclear (CBRN) detector. This office is researching options from both government and industry that will result in a solution to enable chemical, biological, radiological and nuclear (CBRN) detectors to be networked wirelessly and to connect to wireless alarms.

ECBC is issuing this RFI as part of a market survey to identify businesses with existing Commercial off the Shelf (COTS) or Government off the Shelf (GOTS) solutions to meet the needs of this requirement. The objective requirement is to network the CBRN detectors to the appropriate US Military Command and Control (C2) systems.

Each submission received must meet the criteria Wireless Communications Platform Functional and Physical Requirements (listed below):

1. The wireless solution must be capable of transmitting CBRN sensor data 1000 meters.

2. The wireless solution must operate on battery for a minimum of 24 hours with an expected message every 30 seconds.

3. The wireless solution will transmit unclassified data only and must be capable of being left unattended.

4. The wireless solution must be a separate device that plugs into the sensor (Ethernet and USB connections at a minimum) for communication purposes.

5. The wireless solution must have established radio wave forms, frequencies and cybersecurity requirements compatible with tactical environments worldwide.

6. The wireless solution should be able to operate at two distinct frequencies; one of these frequencies supported should be WiFi.

7. The wireless solution must not have additional hardware between receiving and connecting devices. For example, the detector and receiving device does not require an additional antenna, gateway or similar hardware devices in between the two.

8. The wireless solution will not use “the cloud” or “cloud” technology to transmit data.

The solution will be capable of transmitting data on a closed network.

9. The wireless solution will not require any integration or understanding of a priori sensor data; the wireless solution will packetize any data presented to the Ethernet and/or USB port and transmit that data to the receiving device.

10. The wireless solution will support encryption for the transmission of CBRN sensor data.

11. The wireless solution to include the battery must be no larger than 6” x 6” x 6”.

12. The wireless solution including battery must weigh no more than 5 pounds.

13. The wireless solution will incorporate techniques to minimize and reduce deliberate jamming and spoofing in the two supported frequency bands.

14. The wireless solution will include a simple method of upgrading firmware (as needed)

15. The wireless solution must consist of a remote (sensor-side) hardware and host-side hardware:

a. The sensor side hardware must:

i. Include Ethernet and USB connections at a minimum. Other connection types can be present, but not the main transport mechanism.

ii. Communicate using WiFi (802.11, 2.4 GHz and/or 5 GHz) as well as at least one other frequency. When using WiFi, the distance requirement will be waived.

iii. Must include an enclosure (this enclosure will be for developmental field testing and does not need to meet MIL-STD requirements).

b. The host side hardware must:

i. Include Ethernet and USB connections at a minimum.

ii. Communicate using WiFi (802.11, 2.4 GHz and/or 5 GHz) as well as at least one other frequency. When using WiFi, the distance requirement will be waived.

iii. Include an enclosure (this enclosure will be for developmental field testing and does not need to meet MIL-STD requirements).

iv. Have native computing capacity to host add on applications (including Java 7 and 8)

v. Include a touch sensitive screen.

vi. Include computing capability (Windows 10 or Linux).

16. The wireless solution must include a “one-to-many” architecture (see figure above).

In this figure, the items in blue (i.e. CBRN Data Receiver App and CBRN Sensor) will not be required for the vendor to provide. The host-side solution will be required to host the CBRN Data Receiver App.

Required delivery within 90 days after award. Place of Delivery is Edgewood Chemical Biological Center, RT, PSD, NBCBIB, Bldg E5951 Ivy Road (Attn: NARAYANAN), Gunpowder, MD 21010. Delivery shall be FOB Destination.
