The following items are applicable to this modification:
AMENDMENT 0003
1. The purpose of this amendment is to:
a. Provide the Government’s response to the solicitation questions received.
b. Incorporate revisions to the solicitation as a result of the Government’s response to the solicitation questions received. This amendment addresses those sections, paragraphs of the solicitation that have been modified as a result of the questions received.
2. The questions received to Request for Proposal (RFP), W911SR-17-R-0003, and the answers are hereby provided:
Question 1: Section L.1.4.2 paragraph 2 includes the instruction “The offeror shall provide a minimum of third-level WBS” in the context of the price proposal. Please clarify the government’s expectation for the level of detail required in the cost/price volume by defining the basis for “third-level WBS” through an example that relates to the PWS paragraphs or other scope description.
Response to Question 1: See Section J, attachment 2, the Template for Cost Data.
Question 2: Section L.1.3 states: “The offeror shall provide information regarding past performance, as contained in the Government-provided formats. Form 1: Listing of Relevant Contract Past Performance;
Form 2: Contract References; Form 3: Compliance Record”. Can the government please provide these forms that were not included with the Solicitation?
Response to Question 2: The Government will not provide specific forms, this is clarified in the amendment.
Question 3: Section J lists Attachment 1, QASP, but it was not included with the Solicitation. Can the government please provide the QASP?
Response to Question 3: The QASP has been deleted from Section J and the Performance Requirements Summary (PRS) has been added in Section C, the basic PWS as paragraph 11.0 and Task Order 0001 as paragraph 11.0.
Question 4: The formatting of the CDRLs forms included in the PWS sometimes obscure the contents of the individual cells. Please provide re-formatted versions of the CDRLs to present all content for review.
Response to Question 4: The CDRLS have been deleted from Section C and added as attachment in Section J.
Question 5: The written synopsis for this opportunity that is posted on the FBO website includes several references to scope and level of effort instructions that are inconsistent with (or not included in) the published solicitation. Please clarify the applicability of the synopsis details, especially with regard to 1.e., 2.c., 2.g., 3, and 4.
Response to Question 5: The solicitation overrides the synopsis.
Question 6: The answer to question 3 on the draft solicitation states “There is no public affairs element.
This will be removed in the final Solicitation.” While this language has been removed from the proposal requirements in section L of the solicitation, the following language remains in section M.6.2: “The Government will evaluate the offeror’s approach for supporting the CMA Public Affairs Officer and developing information products. The Government will evaluate the offeror’s approach for monitoring and evaluating CMA social media applications and websites. The Government will evaluate the offeror’s approach for developing recommendations for archiving photos and videos. The Government will evaluate the offeror’s approach for participating in public outreach meetings and providing event logistics support.”
Can the government please confirm that this language should also be removed from the final solicitation and that there is no public affairs support required under this solicitation?
Response to Question 6: Public Affairs Office support will not be a part of this contract.
Question 7: PWS paragraph L.1.5 does not provide a page limit for the Small Business Utilization (Volume IV). We assume that there is no page limit for this volume. Is this assumption correct?
Response to Question 7: Yes.
Question 8: Section I – Contract Clauses includes 52.215-17 Waiver of Facilities Capital Cost of Money whereas Section L includes 52.215-16 Facilities Capital Cost of Money. Is FCCM an allowable cost under the contemplated contract?
Response to Question 8: Yes, provided that offeror meets the criteria for allowability in FAR 31.205- 10(b).
Question 9: The answer to question 7 on the draft solicitation states “The title page, table of contents, uncosted labor matrices, and resumes will not be included in the 75- page count. The Government will clarify this in the final Solicitation.” The final solicitation clearly states that the uncosted labor matrix, table of contents and tabs are not included in the page count for Volume I. Can the government please confirm that the title page and resumes are also not included in the page count for Volume I?
Response to Question 9: The title page and resumes are not included in the page count.
Question 10: PWS paragraph 3.4.6 states, “For proposal purposes, the contractor shall assume $100,000 in miscellaneous operational support labor, transportation, materials and vendor services support through the end of this task order’s period of performance...” Since this Emergency Support fund supports a variety of cost elements, could the Government clarify how offerors should capture this in our cost/price proposal?
Response to Question 10: Task Order 0001 PWS paragraph 3.4.6, CMA-RCMD Emergency Operational Support, first sentence the words “$100,000 in“ have been deleted
Question 11: In the final RFP, resumes of key personnel are to be included within the Volume I:
Technical/Management volume. Section L.1.2 states that the Technical/Management is limited to 75 pages.
Can the government confirm whether resumes are included in the page count for Volume I?
Response to Question 11: Resumes are not included in the page count.
Question 12: In section L.1.1.4 on page 268 of the final RFP, it is requested that for the submission of information other than cost and pricing data, the format and supporting data shall be consistent with the requirements in FAR 15.408 -- Solicitation Provisions and Contract Clauses Table 15-2 -- Instructions for Submitting Cost/Price Proposals When Certified Cost or Pricing Data Are Required. Will the government provide a template for cost data?
Response to Question 12: Yes. Template for Cost Data is provided as attachment 2 in Section J.
Question 13: On page 271 of the final RFP, offerors are requested to provide information regarding past performance using Government-provided Forms 1, 2, and 3; will the government provide referenced forms?
Response to Question 13: The Government will not provide specific forms, this is clarified in the amendment.
Question 14: Page 273, Section L, states Cost/Price Volume pricing shall be provided using the schedule and milestones in the PWS. Will the government provide referenced schedule?
Response to Question 14: See Section C, paragraph 3.4.1.1, Table 1, Burial Site Integration Support Products, and paragraph 4.0, Summary of Deliverable, of Task Order 0001 PWS.
Question 15: Per question #3 in government Q&A published 12 September 2016, the government indicated support to the Public Affairs Office would be removed in the final RFP. Language still appears on page 284 in the final RFP. Can the government clarify its intent for support to the Public Affairs Office?
Response to Question 15: Public Affairs Office support will not be a part of this contract.
Question 16: In the Instructions to Contractor, under Part L.1.4.2, it references FAR 15.408, Table 15-2, which is 'Instructions for Submitting Cost/Price Proposals When Certified Cost or Pricing Data Are Required'. Per FAR 15.403-1, Prohibition on Obtaining Certified Cost or Pricing data, paragraph (c) (1) grants exception from certified cost or pricing data when there is adequate price competition. Can you please provide confirmation that a certificate of cost or pricing data is not required since there is adequate competition?
Response to Question 16: The Government is expecting adequate competition, therefore, a Certificate of Cost or Pricing Data is not required. In the event that there is only one (1) proposal received, the Contracting Officer may determine that Certified Cost or Pricing Data is needed, then the Certificate of Cost or Pricing Data would be required.
Question 17: In Section L specifically L.1.1.2, the instructions state "if applicable, a subcontracting plan, to be submitted as a standalone document." It goes on to say that "failure to submit the above [including a subcontracting plan] will deem the proposal to be considered unacceptable." Can you please clarify if a Subcontracting Plan is in fact required? It is not clear whether it is a requirement, or if it may be required at some point in the future (but not with our proposal submission).
Response to Question 17: See FAR clause 52.219-9 Alt II Small Business Subcontracting Plan and 11.a of this amendment.
Question 18: Is it ok to use smaller than font 12 for the tables in the past performance volume.
The solicitation states electronic submittal but references the inclusion of tabs for each of the sub-factors.
Specifically section L.1.2. We assume these are cover sheets in the electronic document. Please clarify.
Response to Question 18: Yes, you may use smaller than font 12 for the tables in the past performance volume. Yes, in Section L.1.2 the references to the inclusion of tabs for each of the sub-factors are cover sheets in the electronic document.
Question 19: What is the largest file size the Government's server can receive/accept (it was not notated in the solicitation)?
Response to Question 19: Size limit on attachments in 20MB.
