Executive Summary for SOM (FedBizOpps)

The Army Contracting Command Aberdeen Proving Ground (ACC-APG) Contracting Center, Edgewood Contracting Division, APG, MD, APG-EA, in support of the Joint Project Manager, Nuclear Biological Chemical Contamination Avoidance (NBC CA) is issuing a Draft Request For Proposal (DRFP), seeking entities with the capability to design, develop, fabricate, install, test and produce Screening Obscuration Modules (SOMs).

The Army needs a generated, visual obscuration screening capability which can be employed in both a mounted – configuration (combat vehicles) and a dismounted configuration (ground emplaced) to provide a medium-area visual to near infrared screening capability. The SOM will replace traditional smoke pots that have safety and performance limitations. The safety limitations associated with smoke pots include the following: flame hazard due to pyrotechnic technology and the inability to start and stop obscurant dissemination on demand. The performance limitations associated with smoke pots include the inability to achieve desired obscurant cloud dimensions, to mount safely on combat vehicles, and to reuse for more than one mission.

This generated obscuration system, i.e., the SOM, shall have the capability to generate and sustain obscuration, creating an obscuration screen to degrade observation and detection during ground and aerial reconnaissance and attack.

Contract requirements are for the continued Technical Maturation and Risk Reduction (TMRR) phase as well as five

(5) options to produce a total of one hundred thirty-six (136) SOM systems over the five year option period.

This Draft Request for Proposal (DRFP) is not a solicitation but is issued as an acquisition planning tool and as a means of soliciting industry comments for use in developing a future formal solicitation. No proposal is required, and no contract will be awarded as a result of this draft solicitation.

It is anticipated this requirement will be offered as non-commercial full and open competition solicitation under FAR 15. The NAICS code for this effort is 541712, with a size standard of 500 employees. Prospective Offerors are invited to:

1. Comment on all aspects of the draft solicitation, including requirements, schedules, proposal instructions, and evaluation approaches;

2. Identify unnecessary or inefficient requirements;

3. Identify voluntary consensus standards that meet the Governments requirements as alternatives to

Government unique standards cited as requirements, in accordance with FAR 11.101, except where inconsistent with law or otherwise impractical.

A summary of the disposition of DRFP comments/questions will be included with the FBO publication of the final RFP. Any proprietary information submitted should be identified as Company Proprietary. Do not use Government Security Classification markings. Any information provided to the U.S. Government in response to this DRFP is for planning purposes only and will not be used as a selection consideration in any U.S. Government contract competition. Should the U.S. Government elect to pursue the subject requirement, an official Request for Proposal will be released at a later date in accordance with FAR Part 15.

PERFORMANCE WORK STATEMENT

TITLE: SCREENING OBSCURATION MODULE (SOM)

C.1.0 SCOPE. This Performance Work Statement (PWS) contains the requirements for (1) the continuation of the Screening Obscuration Module (SOM) Technology Maturation Risk Reduction (TMRR) phase and (2) for the production of SOM systems. The SOM shall consist of the obscuration generator (includes wireless remote controller, fog oil reservoir, and fuel/energy reservoir), and the following accessories: universal mounting provisions, ballistic protection provisions, and cold weather kit.

C.1.1 Background. The Army needs a generated, visual obscuration capability which can be employed in both a mounted -configuration and a dismounted configuration to provide medium-area visual screening traditionally provided by smoke pots. This generated obscuration system, i.e., the SOM, shall have the capability to generate and sustain ground obscuration, creating an obscuration screen at ground level to degrade observation and detection during ground and aerial reconnaissance and attack.

C.1.2 Objective. The continued TMRR phase will be to design, develop, fabricate, install, and test production-representative SOMs that meet the SOM Performance Specification, PRF EA-O-10024 (Appendix A) and the requirements stated herein. This contract contains five (5) options to deliver production SOMs.

C.2.0 APPLICABLE DOCUMENTS. For the purposes of this PWS, “Required”, as it applies to this paragraph, means that the requirements contained in the directly cited document are contractually applicable to the extent specified. C.3.0 REQUIREMENTS. The contractor, as an independent contractor and not as an agent of the Government, shall furnish the necessary resources (except those specifically designated as Government-furnished) to perform the following work.

C.3.1 TMRR Requirements. The contractor shall design, develop, fabricate, install, test, package, and document the production-representative SOM in accordance with (IAW) this PWS and PRF EA-O-10024 (Appendix A).

C.3.1.1 Program Management.

C.3.1.1.1 Planning and Scheduling. The contractor shall incorporate the functional areas of: Program Management (PM); Systems Engineering (SE); Configuration Management (CM); Production-Representative Fabrication; Test and Evaluation (T&E); and Integrated Product Support (IPS) into a single Integrated Master Schedule (IMS) encompassing the plans and schedules for program management. The contractor shall maintain, update, and execute their program IAW ELIN XXXX.

C. 3.1.1.2 Contractor Work Breakdown Structure (CWBS). The contractor shall maintain and update a CWBS IAW ELIN XXXX. At the Start of Work Meeting, the contractor shall host a CWBS review. At this review, the contractor and the Government will review the CWBS reflected in the contractor’s proposal. The contractor shall ensure that the CWBS and IMS align.

C.3.1.1.3 Reviews, Meetings, and Conferences. The contractor shall plan and conduct the following reviews, meetings, and conferences at either the Edgewood Area of Aberdeen Proving Ground (APG) or the contractor's facility. The contractor shall notify the Government a minimum of fourteen (14) calendar days prior to the scheduled or rescheduled dates. Where possible, the contractor shall consolidate reviews.

C.3.1.1.3.1 Start of Work Meeting. The contractor shall conduct a Start of Work Meeting at the contractor's facility within thirty (30) calendar days after award of the contract. The contractor shall conduct a Provisioning Guidance Conference (PGC) in conjunction with the Start of Work Meeting (see C.3.1.6.5.1). For estimating purposes, assume three (3) days in duration.

C.3.1.1.3.2 Preliminary Design Review (PDR). The contractor shall hold a PDR at the contractor’s facility to review the contractor’s preliminary design(s). The contractor shall provide drawings and models showing the SOM layout and interfaces; address engineering analyses, logistics analyses, and human factors analyses; provide a list of configuration items, and describe the design verification approach and risk assessment. The PDR shall address future material availability, estimated production costs, and estimated failure rates for system-level and major subcomponents. The review shall be prior to any further development activity beyond achieving a favorable PDR to include actual Technical Feasibility Test 2–Contractor (TFT2–C) hardware fabrication. For component TFT2-C evaluation, the contractor shall propose any long-lead items required to maintain schedule or components that need to be purchased, fabricated, and/or tested prior to the PDR for risk reduction efforts and material down-select. The Government will provide notification via contract letter upon achieving a favorable PDR, at which time the contractor can make two (2) prototypes for TFT2-C testing. The contractor shall develop a report capturing the results of the PDR IAW ELIN XXXX. For estimating purposes, assume one (1) day in duration for the PDR.

C.3.1.1.3.3 Critical Design Review (CDR). The contractor shall hold a CDR at the contractor’s facility prior to fabricating twenty-two (22) production-representative prototypes. Contractor test data on the two (2) prototypes will be evaluated at the CDR. Upon achieving a positive CDR, the contractor shall fabricate production-representative prototypes for the Government testing. The CDR shall demonstrate to the Government that the item under review meets the stated performance requirements, meets or beats production cost targets, is supportable, and has acceptable support costs. The SOM detailed design as presented by the contractor shall be evaluated by the Government to determine whether it correctly and completely implements all SOM requirements and whether the traceability of SOM requirements to final system detail design is maintained. The CDR shall include an estimate of all logistical impacts, addressing all elements of Integrated Product Support (IPS), Reliability, Availability, and Maintainability (RAM), Human Systems Integration (HSI), and Environment, Safety, and Occupational Health (ESOH). The completed CDR shall provide at a minimum: an updated SOM product baseline, an updated risk assessment for SOM development, demonstration, and integration based upon the SOM product baseline. The contractor shall develop a report capturing the results of the CDR IAW ELIN XXXX. For estimating purposes, assume two (2) days in duration for the CDR.

C.3.1.1.3.4 Quarterly Reviews. The contractor shall conduct a quarterly review at the contractor's facility for a duration of two (2) days each quarter. The contractor shall discuss progress towards meeting the requirements of the contract for all ongoing SOM efforts. The contractor shall conduct working level discussions between Government and contractor personnel in each functional area (PM, SE, CM, Fabrication, T&E, IPS) during the program review meetings. The contractor may combine the PDR and CDR with the quarterly review when mutually agreeable with the Government. The contractor shall prepare and submit the briefing and meeting minutes for each review IAW

ELIN XXXX.

C.3.1.1.3.5 Test Planning Meetings. The contractor shall call in to four (4) Government-conducted test meetings per year. Each meeting shall require the contractor’s program manager and one (1) test engineer for one (1) business day to participate in test planning.

C.3.1.1.3.6 Technical Test Readiness Review (TRR). The contractor shall hold a TRR at the contractor’s facility after contractor test items are fabricated and all applicable test plans are approved prior to conducting TFT2-G testing. The contractor shall initiate the testing once the Government approves the test hardware, the test plans, redlined operator procedures to all applicable TMs, and test facilities and personnel are available. For estimating purposes, assume one (1) day in duration for the TRR.

C.3.1.1.3.7 Operational Test Readiness Reviews (OTRR). The contractor shall telephonically support one (1) Government TRR and three (3) Government OTRRs, assume one (1) day in duration for each.

C.3.1.1.3.8 Working Group Teleconferences. The contractor shall hold biweekly telephone conferences with the Government to discuss programmatic and technical issues. The contractor shall prepare and e-mail the conference agenda to the Government’s program lead at least twenty-four (24) hours prior to the teleconference IAW ELIN XXXX. The contractor shall also prepare meeting minutes IAW ELIN XXXX. For estimating purposes, assume each teleconference will take two (2) hours.

C.3.1.1.3.9 Unscheduled Meetings. The contractor shall participate in two (2) meetings per year for one (1) day each, exclusive of travel time. For estimating purposes, assume the meetings will be at the Edgewood Area of APG, MD.

C.3.1.1.4 Shared Data Environment (SDE). The contractor shall obtain an Army Knowledge Online (AKO) userid and then apply for access to the Government SharePoint data site. Upon receiving access, the contractor shall create and develop the webpages, hyperlinks, file structures and permissions; presentation of information; simplicity and ease of user-friendly interface; and overall SDE virtual working environment that facilitates the organization, storage, retrieval, and exchange of SOM program information. The contractor shall deliver all unclassified Contract Data Requirements List (CDRL) data in digital form to users via the Government designated SDE. SDE is defined as a collaborative, user-friendly, and organized working environment that provides simultaneous, controlled, electronic, secure, Internet-based access for a specified number of IPT members for contractually required and other documents, information, data and applications using mutually agreed upon commercial standards as part of normal business practices. The contractor shall maintain availability and accessibility of all data developed under this contract via SDE throughout the contract period of performance. The contractor shall comply with DOD Directive 5230.24.

C.3.1.1.4.1 SDE Information. To enable Government insight and execution of the program, the types of information to be included in, but not limited to this common SDE shall consist of:

C.3.1.1.4.1.1 Programmatic Library information such as, Performance and Cost Monthly Reports, Bimonthly Reports, and Scheduling.

C.3.1.1.4.1.2 Technical Library information such as Drawings; Specifications; Packaging Instructions; Quality Management documentation; Test Reports and Test Data; ESOH data and documentation; HSI data and documentation; Parts Lists; Spares Lists; Provisioning Data; Training documentation; TMs; Product Support Analysis (PSA) documentation, including Level of Repair Analysis (LORA) modeling runs with input files and output files; and Logistics Product Data (LPD).

C.3.1.1.4.2 SDE Demonstration. The contractor shall ensure availability of and provide a demonstration of the system established for the SOM SDE to a minimum of five (5) Government personnel within thirty (30) calendar days after contract award.

C.3.1.1.5 Administration.

C.3.1.1.5.1 Monthly Performance and Cost Report (PCR). The contractor shall provide a monthly PCR in accordance with (IAW) ELIN XXXX. The contractor shall also include in the report the following data: estimate to complete (ETC) and estimate at completion (EAC).

C.3.1.1.5.2 Bimonthly Status Reports. The contractor shall prepare and submit Bimonthly Status Reports IAW ELIN XXXX. The contractor’s Bimonthly Status Report shall discuss all contractor activities required to execute the requirements of this contract. The Bimonthly Status Reports will capture issues or problems that materialize within the reporting period even if they have been resolved within the same reporting period.

C.3.1.1.5.3 Final Report. The contractor shall prepare a final comprehensive report IAW ELIN XXXX.

C.3.1.2 Systems Engineering. The contractor shall use a systems engineering approach, considering manufacturing and production; quality assurance; integrated product support to include logistic supportability and sustainability;

open system design; software engineering; reliability, availability and maintainability (RAM); environmental, safety, and occupational health (ESOH); human systems integration (HSI); vehicle mounting; and interoperability to perform the following:

C.3.1.2.1 Component and System Design. The contractor shall design the SOM to meet the requirements of PRF EA-O-10024 and this PWS. The SOM shall consist of an obscuration generator (includes wireless remote controller, fog oil reservoir, and fuel/energy reservoir), and the following accessories: universal mounting provisions, ballistic protection provisions, and cold weather kit.

C.3.1.2.2 System Mounted Design. The contractor shall design a universal mounting provisions to enable the SOM to interoperably mount on platforms listed in PRF EA-O-10024. To the maximum extent possible, the contractor shall select standard military or commercial off-the-shelf (COTS) consumables, parts, sub-assemblies, and modules for the design, while maximizing cost effective commonality and interchangeability among platform configurations.

Design for control of the SOM when mounted on a UGV will be coordinated through the Robotic Systems Joint Program Office, once a UGV has been selected.

C.3.1.2.3 System Test and Redesign. The contractor, upon an approved PDR, will produce and test two (2) prototype systems to show compliance with the requirements of the PRF EA-O-10024. Upon Government approval, design failures will be redesigned and retested to prove readiness for CDR review and approval.

C.3.1.2.4 Quality Assurance. The contractor shall implement and maintain the Government-approved quality system throughout contract performance IAW ELIN XXXX. ISO 9001 may be used as guidance in implementing the quality system.

C.3.1.2.5 Environment, Safety, and Occupational Health (ESOH).

C.3.1.2.5.1 Hazardous Materials Management Plan. The contractor shall plan and implement a program to eliminate or minimize the use of toxic and hazardous materials in processes and products (DODI 5000.02 Enclosure 12, 6.a). The contractor shall propose acceptable alternative methods and materials when available. The contractor shall not use Ozone Depleting Substances. (Refer to FAR subparts 23.8 through 23.10, http://www.epa.gov/spdpublc/ods.html and http://www.epa.gov/tri/chemical/index.htm.) Where the use of hazardous materials cannot be avoided, the contractor shall develop and implement plans and procedures for tracking, storing, handling, packaging, transporting and disposing of such materials. (Reference: DODI 5000.02 Enclosure 12, 6.a)

C.3.1.2.5.1.1 Hazardous Materials Management Program (HMMP) Report. The contractor shall document the evaluation plan implemented in C.3.1.2.5.1 and results of all efforts to minimize, eliminate, and control hazardous/toxic materials in the SOM and related operational and support processes IAW ELIN XXXX. Guidance is available in National Aerospace Standard (NAS) 411, sections 4.2, 4.4, and 5.3.

C.3.1.2.5.1.2 Material Safety Data Sheets (MSDS). The contractor shall provide MSDS (OSHA Form 20) for known hazardous materials. (Reference: FAR subpart 23.3) IAW ELIN XXXX.

C.3.1.2.5.1.3 Environmental Laws and Regulation Compliance. The contractor shall ensure that the system design can be manufactured, tested, operated, maintained, repaired, and disposed of in compliance with all applicable federal, state and local environmental and public health protection laws and regulations (e.g., Section 4321 et seq. of title 42, United States Code, “National Environmental Policy Act”).

C.3.1.2.5.1.4 Contracting for Recoverable Materials and/or Environmentally Preferable and Energy Efficient Products and Services. The contractor shall use environmentally preferable, recycled, or recovered materials that exceed or meet the operational and maintenance requirements as well as reduce life cycle cost to the maximum extent possible. (Reference FAR Subpart 23.7 – Contracting for Environmentally Preferable Products and Services;

Subpart 23.4—Use of Recovered Materials and Bio-based Products)

C.3.1.2.5.2 Safety and Health Hazards. The contractor shall conduct a System Safety program IAW MIL-STD- 882E and perform safety analysis to identify and mitigate safety risks. The safety program shall address personnel and equipment concerns relative to the design, development, testing, use, maintenance, life cycle support and disposal of the system.

C.3.1.2.5.2.1 The contractor shall prepare a Safety Assessment Report (SAR) IAW ELIN XXXX to document identification of the system’s safety features and procedures and system-related hazards that may be present in the SOM. The contractor shall identify and list the specific procedural controls and precautions that eliminate or minimize the identified hazards. Prior to each test phase or test-related event, the contractor shall assert that the SOM is safe to enter into that test phase or test-related event.

C.3.1.2.5.2.2 The contractor shall prepare a System Safety Program Plan (SSPP) IAW ELIN XXXX. The SSPP shall document the activities of system safety management and system safety engineering required to identify, evaluate, and eliminate or control hazards throughout the changes from the baseline configuration.

C.3.1.2.5.2.3 Health Hazard Assessment (HHA). The contractor shall provide all technical data that the Government will need in order to staff the initial HHA IAW AR 40-10. The contractor shall provide the physical and chemical analyses of disseminated obscurant material(s) to include the particle size and geometry, and the measured mass mean aerodynamic diameter. Upon receipt of the results of the initial HHA, the contractor shall provide all SOM hardware required by the Government to conduct toxicological, chemical, and physical evaluations to complete the final HHA.

C.3.1.2.5.2.4 Corrosion Prevention. The contractor shall design the SOM to resist corrosion when tested against the requirements of MIL-STD-810G. MIL-HDBK-1568 may be used as guidance when selecting materials.

C.3.1.2.6 Human Systems Integration (HSI). The contractor shall coordinate and integrate the following HIS domains: manpower, personnel, training, human factors engineering, and ESOH, for the purpose of identifying actual and potential design and performance issues. The contractor shall develop, present for Government concurrence, and implement solutions for all HSI issues, and maintain a log and record as to their open or resolved status. The resolution status and on-going tracking of HSI issues shall be accessible to the Government through the on-line SDE.

C.3.1.2.6.1 Manpower. The total number of required operators, maintainers, and supporters shall not exceed the requirements set forth in the system performance specification, PRF EA-O-10024.

C.3.1.2.6.2 Personnel. The SOM shall be operable by any Military Occupational Specialty (MOS) and maintainable by unit level maintainers, IAW the system performance specification, PRF EA-O-10024. All depot level maintenance, if any required, will be performed by civilian labor.

C.3.1.2.6.3 Training. See Section C.3.1.6.7.

C.3.1.2.6.4 Human Factors Engineering (HFE). The SOM design shall be operable, maintainable, and sustainable within human performance strengths and limits to meet system functional requirements and fulfill the mission goal with the least possible demand on manpower, personnel performance, and training resources, IAW the SOM system performance specification, PRF EA-O-10024. The contractor shall ensure that the SOM is fully integrated and compatible with the vehicle platforms. Guidance is available in MIL-STD-1472G.

C.3.1.2.6.5 ESOH. See Section C.3.1.2.5

C.3.1.3 Configuration Management (CM).

The contractor shall establish a Configuration Management process that allows technical insight into all levels of the system design and is the principal methodology for establishing and maintaining consistency of a system’s functional, performance, and physical attributes with its requirements, design, and operational information throughout the system’s life cycle. The following baselines are critical to executing Configuration Management:

Functional Baseline, Allocated Baseline, and Product Baseline.

C.3.1.3.1 The contractor shall establish, submit, implement, and maintain a Government-approved Configuration Management process and procedures for the control of all configuration documentation for the period of the performance of the contract.

C. 3.1.3.1.1 The contractor shall designate a CM representative to serve as a primary point of contact to the Government for all CM matters. The contractor shall be responsible for all subcontractor CM efforts.

C.3.1.3.1.2 Government CM Role. The contractor shall describe the role of the Government in their CM process as well as the timeframe for notifying the Government of an impending Engineering Change Proposal (ECP) action, the ECP distribution process, the timeframe for Government review, comment and approval and the notification process for formal ECP meetings.

C.3.1.3.2 Configuration Identification. The contractor shall use design and technical documentation, supplemented by contractor and vendor design data, such as drawings and specifications, to document the Product Configuration Identification.

C.3.1.3.2.1 Production Performance Specifications.

C.3.1.3.2.1.1 System Level Specification. The contractor shall prepare a production performance specification for the SOM. For each performance specification requirement, the contractor shall include validation procedures that shall certify the performance of production units. The performance specification shall be IAW with MIL-STD-961E and be provided IAW ELIN XXXX.

C.3.1.3.2.1.2 Spare and Repair Parts Specifications. The contractor shall provide a production performance specification including interface requirements for each of the spare and repair parts requiring an Item Unique Identification (IUID) label. For each performance specification requirement, the contractor shall include validation procedures that shall certify the performance of production units. The spare and repair parts specifications shall be prepared IAW with MIL-STD-961E and be provided IAW ELIN XXXX. The performance requirements for other parts shall be included in the drawing format for the part.

C.3.1.3.2.2 Configuration Audit.

C.3.1.3.2.2.1 Functional Configuration Audit (FCA). The FCA shall be performed to verify the SOM Configuration Items (CIs) are accurate, complete, and compatible, and that each CI has achieved the performance and functional characteristics delineated in its Performance Specification. The Government and the contractor shall conduct the FCA jointly.

C.3.1.3.2.2.1.1 The contractor shall participate with the Government in the development of the FCA, using the guidelines contained in MIL-HDBK-61A, section 8. The contractor shall provide the system to be audited, and the facilities, personnel, documentation (including drawings), and administrative support. The contractor shall develop a configuration audit summary report after each audit IAW ELIN XXXX. The contractor shall correct all audit discrepancies as documented in the configuration audit summary reports. The allocated baseline will be validated upon completion of the FCA and resolution of audit discrepancies.

C.3.1.3.2.2.2 Physical Configuration Audit (PCA). The PCA shall be performed to verify the SOM CIs are accurate, complete, and compatible, and that each CI meet the physical characteristics delineated in its technical data package. The Government and the contractor shall conduct the PCA jointly.

C.3.1.3.2.2.2.1 The contractor shall participate with the Government in the development of the PCA, using the guidelines contained in MIL-HDBK-61A, section 8. The contractor shall provide the system to be audited, and the facilities, personnel, documentation (including drawings), and administrative support. The contractor shall develop a configuration audit summary report after each audit IAW ELIN XXXX. The contractor shall correct all audit discrepancies as documented in the configuration audit summary reports. Product baseline will be validated upon completion of the PCA and resolution of audit discrepancies.

C.3.1.3.3 Technical Data Package (TDP).

C.3.1.3.3.1 The contractor shall transfer to Government control a complete TDP consisting as a minimum, of all documentation required to manufacture, package, procure, and sustain a SOM system. The contractor shall meet the requirements of MIL-STD-31000A, MIL-STD-31000A TDP Option Selection Worksheet (Section J Attachment 2), ASME Y14.100 with Appendices B through E, and ELIN XXXX when developing the TDP.

C.3.1.3.3.2 The contractor shall deliver drawings, models, and lists for the SOM product baseline IAW ELIN XXXX. All data developed using Computer-Aided Design and Manufacturing and Engineering (CAD/CAM/CAE) software packages shall contain library parts files, assembly files, 3D solid models, drawings, printed wiring board files, text files, circuit board layout files, test files and test procedures for performing the full range of modeling and simulation functions. The TDP shall consist of, but not be limited to:

a. Drawings

b. Parts Lists

c. Product Specifications/Standards

d. ECPs/NORs

e. Manufacturing Process Procedures

f. Unique Quality Assurance Procedures or Test Instructions

g. Special Packaging Instructions

h. Lists of Suppliers, Manufacturers, and Subcontractors

i. Software Documentation

j. TMs

C.3.1.3.3.3 The transferred TDP shall have all ECPs incorporated into the master documents. The document revision log shall reflect all changes.

C.3.1.3.3.4 The contractor shall submit a drawing and model test CD verifying compatibility with ECBC, RDCB- DEE, AutoCAD 2012 or Solidworks 2012 SP01 format, IAW ELIN XXXX.

C.3.1.3.3.5 The contractor shall prepare and submit an initial quantity of preliminary product drawings and associated lists for the end item and its major components which provide the functions specified herein. This initial submission shall be a ten (10) percent sampling of the projected total number of drawings that will comprise the end item and consist of a cross section of the types of drawings required IAW ASME Y14.24. The submission shall be prints or full size Adobe PDF files.

C.3.1.3.3.6 The contractor shall incorporate all Government comments and continue to prepare and submit preliminary product drawings and associated lists for the end item and its major components which provide the functions specified herein. The contractor shall submit prints or full size Adobe PDF files thirty (30) calendar days after completion of each major subassembly which include all associated drawings.

C.3.1.3.3.7 The contractor shall incorporate all Government comments and submit prints or full size Adobe PDF files thirty (30) calendar days after completion of each major subassembly and ancillary drawings.

C.3.1.3.3.8 The contractor shall submit a final drawing and model CD meeting fifteen (15) calendar days after final product drawings are signed.

C.3.1.3.4 Acquisition of Technical Data.

C.3.1.3.4.1 Data Rights. Data rights for all TDP required elements as specified in C.3.1.4.3 developed under this contract shall be IAW DFARS 252.227-7013, 252.227-7014, and 252.227-7015. All data uploaded by the contractor to the Government’s shared data environment SDE shall implicitly confer upon the Government’s minimum rights specified in the aforementioned clauses. At the completion of this contract, the contractor shall deliver to the Government, at no additional cost, all contractor-controlled documentation (whether proprietary or not proprietary), to include, but not limited to, drawings and specifications for the entire SOM system, its components, and piece parts. This includes all documentation for items, including all subcontractor documentation, which are SOM-unique and are not commercially produced for uses or purposes other than SOM. The Government will have unlimited rights in all documents and technical data delivered under this contract. The contractor shall be responsible for removing all restrictive rights legends and modifying the documents as necessary to assure the Government has unlimited rights in the data.

C.3.1.3.4.2 Contractor Proprietary Technical Data. The contractor shall not use any non-commercial-off-the-shelf (non-COTS) proprietary technical data in meeting the requirements of this contract. The contractor may present non-COTS proprietary data to the Government that would enable the SOM to exceed the performance specified in PRF EA-O-10024. The Government has sole discretion on any application of non-COTS proprietary data in the development and/or production of the SOM.

C.3.1.3.4.3 Computer Resources. Throughout the life of the contract, the contractor shall maintain and update all software related items, products, and deliverables referred to under this paragraph as necessary.

C.3.1.3.4.3.1 Software Data Rights. The Government will have unlimited rights to the application and support software (modifications or total revisions) for the SOM. The Government will approve any proposed change to Government-owned software. The contractor shall maintain and update all software to ensure that the SOM meets the requirements of PRF EA-O-10024.

C.3.1.3.4.3.2 The contractor shall store all software development files and source code on the SDE.

C.3.1.4 Production-Representative Systems. The contractor shall fabricate production-representative systems to support Government testing. The contractor shall deliver the prototypes IAW Section F.

C.3.1.4.1 TFT2-G System Fabrication. The contractor shall provide twenty (22) production-representative SOM systems fabricated IAW PRF EA-O-10024.

C.3.1.4.2 Refurbishment of Systems. Following completion of all Government tests, the contractor shall inspect and repair all twenty-two (22) production-representative SOM systems prior to final delivery to the Government.

C.3.1.4.3 System Spare and Repair Parts. The contractor shall deliver sufficient spare and repair parts to complete all Government tests, as part of the Product Support Packages (PSP) provided in support of testing (see C.3.1.5.4).

The contractor shall base the types and quantities of spare and repair parts on its most recent PSA (see C.3.1.6.3) and shall procure or fabricate the spare and repair parts using the Production Performance Specifications.

C.3.1.5 Test and Evaluation (T&E)

C.3.1.5.1 Contractor Testing

C.3.1.5.1.1 Pre-PDR Testing. The contractor may, with Government approval, conduct tests prior to PDR at component and assembly levels for risk reduction and material down-select efforts.

C.3.1.5.1.2 TFT2–C Testing. The contractor shall conduct TFT2–C to validate that the SOM meets the requirements of Performance Specification (Appendix A). The Government reserves the right to witness all testing.

C.3.1.5.1.3 TFT2–C Test Plan. The contractor shall prepare and submit a detailed test plan for conduct of TFT2–C

IAW ELIN XXXX.

C.3.1.5.1.4 TFT2–C Test Report. The contractor shall prepare and submit a detailed test report for TFT2–C IAW

ELIN XXXX.

C. 3.1.5.2 Government Testing. Refer to paragraph C.xxxx SOM Schedule of Events for estimated test schedule.

For Proposal Purposes Only, refer to Table 3.1.5 for test dates, locations, and quantity of SOM systems.

C.3.1.5.2.1 TFT2–G Support and Maintenance. The contractor shall provide on-site scheduled and unscheduled SOM maintenance for TFT2–G as outlined in Figure 3.1.5. The TFT2–G will involve MIL-STD-810G testing at several Government test facilities. Vehicle maintenance actions during TFT2–G will be completed by the Government. The contractor shall initiate on-site maintenance and repair actions within one (1) hour after notification by the Government. During conduct of Government testing the contractor shall at a minimum:

a. Perform technical, logistical, maintenance, and repair tasks;

b. Coordinate with Government personnel in analyzing test incidents;

c. Complete repairs no later than two (2) hours after notification by the Government;

d. Provide parts, labor, and equipment to correct hardware failures to ensure that the SOMs remain fully operational.

C.3.1.5.2.2 Limited User Test (LUT) Support and Maintenance. The contractor shall provide on-site unscheduled SOM maintenance for LUT as outlined in Figure 3.1.5. The LUT will involve soldiers operating the SOM in various scenarios. Vehicle maintenance actions during LUT will be completed by the Government. The contractor shall initiate on-site maintenance and repair actions within one (1) hour after notification by the Government.

During conduct of Government testing the contractor shall at a minimum:

a. Perform repair tasks;

b. Coordinate with Government personnel in analyzing test incidents;

c. Complete repairs no later than two (2) hours after notification by the Government;

d. Provide parts, labor, and equipment to correct hardware failures to ensure that the SOMs remain fully operational.

C.3.1.5.3 Packing and Shipping. The contractor shall pack, mark, and ship all test items to, from, and between all test sites, including the Logistics and Maintainability Demonstration (LMD). All items shall arrive at the final destination undamaged and in operable condition. The contractor shall be responsible for resolution of shipping issues, including any damage to items.

C.3.1.5.4 Test Product Support Package (PSP).

C.3.1.5.4.1 The contractor shall develop and submit a PSP Component List IAW ELIN XXXX prior to test start of the TFT2-G.

C.3.1.5.4.2 The contractor shall prepare and deliver a PSP for TFT2–G, LMD, and LUT to support each test site.

The PSPs shall contain spare and repair parts required to support Government testing IAW Section F. All PSP items not utilized during applicable testing or validation shall be supplied to subsequent test sites. The contractor shall replenish PSP component items that are consumed during testing. At the completion of testing the contractor shall deliver 1 complete PSP IAW CLIN xxx.

C.3.1.5.5 Failure Analysis.

C.3.1.5.5.1 Failure Reporting and Corrective Action System. The contractor shall establish a database for reported failures and respective corrective actions for all testing IAW ELIN XXXX. The contractor shall post this information to the SDE.

C.3.1.5.5.2 Failure Review Board (FRB). The contractor shall establish a FRB to review system failures. The Government will participate as part of this FRB.

C.3.1.6 Integrated Product Support (IPS). The contractor shall establish and conduct an IPS program, comprising both management and technical efforts, for the purpose of influencing the SOM design with respect to integrated product support, and identifying and acquiring the elements of support. The contractor’s IPS program shall:

C.3.1.6.1 Address the IPS elements of:

1. Product support management;

2. Design interface;

3. Sustaining engineering;

4. Supply support;

5. Maintenance planning;

6. Packaging, handling, storage, and transportation (PHS&T);

7. Technical data;

8. Support equipment;

9. Training and training support;

10. Manpower and personnel;

11. Facilities and infrastructure; and

12. Computer resources.

C.3.1.6.2 Continually assess the impact that both hardware and software design, design changes, and applications have on the SOM’s performance, cost, schedule, supportability, and availability.

C.3.1.6.3 Product Support Analysis (PSA). The contractor shall establish, perform, and maintain a PSA Program to identify, develop, and acquire product support resources required for system support IAW TA-STD-0017 and GEIA-STD-0007 and using MIL-HDBK-502A as a guide. For the entire SOM system, which includes the UMP, the SOM and its components, subcomponents, assemblies, subassemblies, modules, sub-modules, and all support items of equipment and hardware which can be disassembled, reassembled, removed, replaced, or otherwise require some degree of logistic support, and which, when combined, recombined, assembled, reassembled, installed, or reconfigured, constitute or reconstitute the SOM system, all “new” and modified SOM components, including and for all SOM system hardware and software interfaces, and for any SOM programmatic changes that may arise, the contractor shall perform PSA on a continuing and iterative basis to:

C.3.1.6.3.1 Ensure that the PSA activities are fully coordinated and integrated with all aspects of systems engineering and design;

C.3.1.6.3.2 Influence the design, resulting in a minimum life cycle cost for the SOM;

C.3.1.6.3.3 Ensure that all aspects of the SOM are logistically supportable and sustainable for all planned operational scenarios and maintenance support environments;

C.3.1.6.3.4 Plan and develop an optimized logistic support structure, including maintenance planning, that shall fully coordinate and integrate all elements of IPS;

C.3.1.6.3.5 Generate data inputs to the LPD database, TM(s), training products, provisioning of spare and repair parts, sparing for test support, and all other logistics data products;

C.3.1.6.3.6 Generate data inputs for, produce data outputs from, and serve as a feedback mechanism in performing PSA modeling using Army-approved LORA models; and address the following:

a. Supportability and supportability related design factors;

b. Functional requirements identification, including failure modes, effects and criticality analysis

(FMECA) and reliability-centered maintenance (RCM) analysis (specified in C.3.1.6.8.1 and C.3.1.6.8.2, respectively);

c. Development of support system alternatives;

d. Evaluation of support system alternatives, including tradeoff analyses and LORA; and

e. Operator and maintainer task analyses.

C.3.1.6.3.7 The contractor shall post and maintain on the SDE, per paragraph C3.1.1.4, the PSA data and documentation generated through the PSA process. Logistics Product Data is a subset of PSA documentation and is covered under paragraph C.3.1.6.4.

C.3.1.6.4 Logistics Product Data (LPD). The contractor shall generate, develop, document, maintain, and continually update LPD, including the electronic database where the LPD information shall reside, for the entire SOM system IAW GEIA-STD-0007 and the attached LPD Attribute Selection Worksheet (Appendix B).

Furthermore, the contractor shall:

C.3.1.6.4.1 Ensure that the LPD addresses all developed and contractor-modified software and hardware interfaces and components, including all SOM hardware and software down to the piece part level;

C.3.1.6.4.2 Ensure that the LPD is maintained current and up-to-date with the latest SOM design, including design and support system alternatives under consideration, SOM configuration(s), and SOM programmatic changes;

C.3.1.6.4.3 Ensure that the LPD is updated and revised based upon results from contractor and Government testing, technical publications validation, feedback from operator and maintainer training events, and all applicable logistics demonstrations and exercises;
