1. Contracting Activity: U.S. Army Contracting Command - Ab rdeen Proving Ground (ACC-APG), Edgewood Contracting Division, CCAP-SCE, Aberdeen Provihg Ground (EA), MD 21010-5401.

2. Description of Action: Approval is requested to modify the Program and Integration Support (PAIS IV) Contract, W911 SR-07-D-0001, with Science Application International Corporation (SAIC), 10260 Campus Point Driv~, San Diego, California 92121 on other than full and open competition, to extend the ordering period, and to increase the maximum ceiling cost in support of the U.S. Artny Chemical Materials Agency (CMA) and the Assembled Chemical Weapons Alterative (ACWA) Programs. The contract period of performance, which expires on 11 December 2012, will not change. The contract ordering period will be e~ended approximately six (6) months from 12 March 2012 to 30 September 2012'lhiS is an Indefinite Deliveryllndefinite Quantity (IDIQ) contract with Task Order issued on a Cost-Plus Fixed-Fee (CPFF) or Firm-Fixed-Price (FFP) basis. Operali?n and Maintenance Army (OMA) and Research, Development Test and Evaluat on (RDT&E) funds are used for Task Orders issued under this contract.

3. Description of Supplies/Services: The PAIS contract, now in its fourth iteration, provides contracted program and integration support seNices for the CMA and ACWA Programs. I

Under contract W911 SR-07 -D-0001, SAIC provides the CMf and ACWA programs with a wide-range of program level services in support of the mission to eliminate the chemical stockpiles. Program level support includes: (a) ReJiew, prepare, revise and maintain program management planning and lessons learn~d documentation; (b) Review, prepare, revise and maintain documentation in sUPfjl0rt of higher headquarters reviews such as Defense Acquisition Boards (DAB) or Army Senior Acquisition Review Councils (ASARC); (c) Gather, analyze, ftore, maintain, review and update cost, schedule and performance data for progra'j" elements; (d) Monitor and analyze cost, schedule, and performance of the overall ~issjon, individual programs and projects; (e) Identify causal factors and recommend approaches to correct cost, schedule or perfonmance problems; (I) performlcost and budget impact studies; (g) Review, develop, revise and maintain cost estimating and tracking model and tools; (h) Review, develop, and revise cost estimates fort the overall CMA and ACWA missions and for individual programs and projects within mission areas; (i) Review, prepare, revise and maintain Work Breakdown Struttures (WBS), Cost Estimating Structures (CES). Organization Breakdown Strudures (OBS) and related documentation; G) Review, develop, revise and maintain CMfJACWA.program management tools for managing cost, schedule, and perforl1Jance of projects within the mission areas; (k) Conduct studies and analyses to exan/ine cost, schedule, performance and organizational issues; (I) Provide support to meetings and program

I This contract also provides field office integration' services t~at include: (a) Review, monitor, and evaluate Government and other site contractors' documentation and work activities including cost, schedule, and performance d6cumentation and ·activities;··(b) DeveloPi,review, update;'evaluate,-and validate cost·estimates-and schedules for facilities, equipment and work activities at thelsites; (c) Develop, review, update, and maintain program management tracking tools; (d) Perform and support surveys and audits in the following functional areas~ safety surveys' and· audits; chemical surety surveys and audits; quality assurande (QA) surveys and audits; design configuratIon surveys and audits; environme~tal compliance surveys and audits; laboratory monitoring surveys and audits; facili~ surveys and audits; and process and equipment functional surveys and audits; (e) Provide public outreach support services including staffing of offices at the sites; (I) ~eview, update, prepare, and maint~in site planning, technical, and management documentation, including site project plans, standard operating procedures, training plans and course materials, quality assurance plans, Significant activities tracking documents, QAlQualityControl (QC) plans, inspection procedures, engi~eering change proposals, requests for information, requests for equipment pr process changes, chemical surety documents, safety documents, inspection ard acceptance procedures, test plans, test reports, environmental documents, and public affairs documents; (g) Provide site specific support to meetings and program reviews; (h) Study and analyze site technologies on processes; (i) Perfolm process, operation, and design studies and review equipment specifications; (j)Design tests; (k) Prepare, review and revise test plans and test reports; (1) M;onitor and witness tests, and support and conduct tests, including equipment and facility tests; (m) Monitor and track configuration changes; (n) Review engineering ch~nge proposals and other configuration change documentation; (0) Perform quality assurance surveys and inspections; (p) Review and analyze monitoring data and procedures and survey laboratory and monitoring operations and equipment;l,and (q) Review Government and contractor documentation for compliance lith Jaws and regulations.

The proposed modification will allow for an increase in the m,8ximum estimated value of the contract by $49,891 ,000 from $360,000,000 to ~409,891 ,000. The period of performance will remain the same. The contract orqering period will need to be extended approximately six (6) months from 12 March 2012 to 30 September 2012 to permit issuance of task orders until the PAIS V follo- n contracts are awarded, and tasks can be competed thereunder.

New task otders are issued each year due to the type of funding (OMA) which does not permil performance to exceed a twelve (12) month period. The'annually recurring task categories are: Field Office Support at the stockpile sites; Chemical Weapons Convention Treaty Compliance;

Program Management Support; CMA Resource Management Support; CMAIACWA Integration Support; CMA Environmental Management Suppqrt; Non-Stockpile Program Management Support; Lean Six Sigma Support; AC'('IA Test Equipment (ATE) Support; Information Technology (IT) Systems Operatipn and Maintenance;

CMA Lessons Learned Program Management Support; and Ghemical Stockpile Elimination Project Management support. I .

FAR 52.237-3, Continuity of Services is not included in the contract. However, this clause will be added to the contract when the modification is issued extending the period of peiformance.

4. Authority Cited: The statutory authority permitting award of tHis modification by other than full and open competftion is 10 U.S.C. 2304 (c) (I) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency reqUirements."

5. Reason for Authority Cited: SAIC has provided to CMA continual integration support on the PAIS program for twenty one (21) years

This request to extend the PAIS IV's ordering pe\iod and increase the maximum quantity will authorize the uninterrupted CMN ACWA mission support

Furthennore, the continuation of SAIC's support to the PAIS program eliminates an alternate contractors' start up cost and learning curve, and possible b~eak-in...gelVice.

SAIC is the only source with the historical and practical exp~rience of both the chemical disposal mission and the on-site field experience associated with processing lethal chemical weapons to provide this service With no impact on mission while follow-on contracts are competed. It is in the bbst interest of the Government, in terms of public/environmental safety, qualityl efficiency, sche9ule and cost, to increase the maximum quantity under the existi~g PAIS contract W911SR-07-D-0001, to permit continued supportthru the completion date of 11 December 2012.

SAIC has extensive experience and the unique working knowledge of the CMAIACWA mission requirements. SAIC's experience and knowledge of chemical weapons disposal technologies, the associated design, engiheering, operational, environmental and safety requirements is critical for the saf~ disposal of chemical weapons containing lethal mustard and nerve agents. CMA bstimates·that a different contractor could take a year and a half to gain the necessarY knowledge and experience of'all aspects of the chemical agent/weapon? disposal programs. The use of any other contractor would result in unacceptable pr~grammatic schedule delays and substantial duplication of cost as well. As a resu~, delays to the program could prevent CMA from meeting the Chemical Weapons Cbnvention Treaty deadline for elimination of the stockpiles by 2012, as mand~ted by Congress. 6. Efforts to Obtain Competition: The Government published its intent to increase the current contract ceiling in FedBizOpps on 06 December 20111. To date, no responses were received regarding this action. Based on the information in paragraph 5, above, competition for this action is not feasiblb.

8. Market Research: A Request for Information (RFI) for the PtlS V requirement was published on 26 February 2010 in FedBizOpps to identify interested firms and their capabilities for fulfilling the PAIS support contract requiremehts.

The Contracting Officers Representative (COR) searched for a current, viable, and available contract vehicle that these reqbirements could be placed against. This search found that no other contracts arb ·available.

d. Subcontracting Competition: A Master Subcontracting Plan is incorporated into the basic contract. The prime contractor is responsible for meeting the goals of the small-business subcontracting-plan. The contractor's Isubcontracting goals are evaluated and considered appropriate by the cognizant PCO and ACO. SAIC is currently meeting its small and small disadvantaged bulsiness subcontracting goals. SAI~ has an approved purchasing system and cOh1petes work to be subcontracted. The subcontracting plan will be revised tal reflect the increase to the maximum quantity. FAR 52.244-5, Competition in Subcontracting, is included in contract W911 SR-07 -D-0001 and is applicable to this ~ction.
