About this file
This is a Request for Information (RFI) document issued by the Department of the Army, Mission and Installation Contracting Command (MICC) at Fort Bliss, Texas, for electrical modifications to Building 1002. The RFI solicitation number is W911SG26RA024.
The project involves installing twelve (12) new electrical receptacles distributed across walls and center posts within a basement: two duplex receptacles on the north wall, three on the east wall, three on the west wall, one quad receptacle and one duplex receptacle on the south wall, and one receptacle per center post on two center posts. The quad receptacle is counted as one outlet within the twelve-outlet total and requires 20 amps on a single circuit. All twelve physical receptacle locations must be wired with new 20-amp branch circuits that may share circuits. The Government has confirmed that new dedicated branch circuits are required, metallic conduit meeting code requirements must route to a centrally located junction box on the east wall, and four existing receptacle covers must be replaced with matching code-compliant covers. The center posts are located 10 feet and 33 feet from the panel, with receptacles mounted 12 to 18 inches from the finished floor.
The project also requires installation of an external generator transfer switch with the following specifications: 60-amp manual transfer switch rated at 120V, three-phase, service-rated, NEMA 1 enclosure, contractor-furnished with an inlet box/power inlet as part of the installation. The Government will furnish the generator, which requires a 50-amp, three-phase connection. The transfer switch will serve the entire existing panel as an emergency standby that will be manually switched during power outages. The existing electrical panel is a 150-amp main KA panel with 208/120V, three-phase, four-wire service. Government representatives must be present during transfer switch functional testing. Authorized construction work hours are 0730 to 1630. The Government has authorized mounting and drilling in walls using existing passthroughs and will provide diagrams and drawings upon request.
