face weight, the mandatory shock pad, the 3,000-hour ASTM G154/G155 UV certification, and the non-infill requirement). The submitted specification sheet will be utilized by the Government during technical evaluation to verify that the proposed system is a compliant "approved equal" capable of surviving the El Paso climate and supporting the ACFT.

29. Existing site and substrate conditions - Please clarify the known conditions beneath the existing turf, including whether the substrate consists of concrete, asphalt, aggregate base, shock pad, or another material. The existing substrate is an asphalt slab. Contractor must remove existing turf, sweep clean, and provide minor self-leveling/patching for deviations > 1/4" per 10ft. Other substrate textures are unknown at this time.

30. Please also confirm:

• Whether removal or replacement of the existing base is included NO. Removal or replacement of the structural asphalt slab (the base) is not included in this scope.

The contractor is only responsible for removing and disposing of the existing turf layer and any old adhesive/padding down to the bare asphalt surface. PWS 6.2.2

• Whether drainage inspection or repair is included YES, inspection is included;

NO, structural repairs are not. The contractor must visually inspect the asphalt slab surface for proper slope/drainage pathing and verify that any existing

919TH CONTRACTING BATTALION

111 PERSHING ROAD

FORT BLISS, TX 79916-6812

perimeter drains, or weep holes are clear of debris prior to installing the new shock pad and turf. Structural repair of the asphalt slab's slope or rebuilding underlying drainage infrastructure is outside the scope of this Firm-Fixed-Price (FFP) contract.

• Whether additional leveling material may be required YES. The contractor should anticipate and include minor leveling in their FFP quote. The contractor must supply and apply an exterior-grade, water-resistant ashpalt patch/self-leveling compound to fill cracks, minor depressions, or spalling where deviations exceed 1/4 inch over a 10-foot span. This ensures a flat, uniform surface for the mandatory shock pad. PWS 6.2.3.1

• Whether the existing shock pad, if present, is to remain or be replaced?

REPLACED. If any form of existing padding, shock pad, or adhesive residue is discovered beneath the old turf during demolition, it must be completely removed, disposed of, and replaced with a brand-new, high-density, closed-cell foam shock pad designed to meet the ASTM G-Max safety requirements.

• Whether concealed deterioration or unsuitable subsurface conditions will be the contractor’s responsibility under the firm-fixed-price award NO. Unforeseen, major structural failures of the underlying asphalt slab (such as deep structural cracking, sinkholes, or shifting of the slab segments) discovered after the removal of the old turf will be treated as an unforeseen site condition. If encountered, the contractor must halt installation in that area and notify the COR immediately. Any necessary major structural repairs would be handled via a bilateral contract modification. PWS 6.2.2

• Whether any existing-condition, drainage, or geotechnical reports are available NO. There are no historical geotechnical, structural, or drainage reports available for the existing asphalt slab/basketball court. Contractors must bid based on their visual assessment of the site during the scheduled site visit.

31. Limitation on subcontracting - For purposes of FAR 52.219-14, please confirm whether the Government classifies this requirement as:

• General construction The Government classifies this requirement as General Construction (FAR 52.219-14).

• Construction by special trade contractors

• Services

• Another applicable category

32. Please also confirm the applicable self-performance requirement for the small-business prime contractor. For General Construction, the small-business prime

919TH CONTRACTING BATTALION

contractor must perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees.

33. Payment structure - Please clarify whether payment will be made only after final completion and acceptance or whether the contract will permit any of the following:

• Mobilization payments

• Progress payments

• Milestone billing

• Payment for stored or delivered materials

• Partial acceptance and invoicing for completed portions of the work

The contractor is authorized to submit monthly invoices in WAWF for materials delivered and/or work completed, structured in accordance with the Firm-Fixed-Price (FFP) CLIN matrix. (PWS 6.3.2).

34. The PWS does not provide enough technical turf specifications to price the system confidently. Turf specifications- The PWS does not specify: Refer to question 29

• Turf manufacturer or approved equal.

• Pile height or face weight.

• Fiber type.

• Primary or secondary backing.

• Infill type, quantity, or depth.

• Drainage requirements.

• Seam and perimeter attachment method.

• Turf-system warranty period.

• ASTM turf-system standards.

It only requires a complete turf structure system using new materials and installation according to the manufacturer’s specifications.

Padding: No shock pad or separate padding layer is expressly required. The PWS doesn’t state whether the existing system contains padding or whether new padding must be furnished. Mandatory Replacement. A prefabricated, closed-cell foam shock pad must be installed over the asphalt to ensure G-Max compliance.

G-Max: Final G-Max impact testing is required under PWS paragraph 1.3.1.4. However, the PWS does not provide: A required G-Max rating.

• Testing standard, such as ASTM F355.

• Test locations or number of tests.

• Testing frequency.

• Whether independent third-party testing is required.

• Passing and failing criteria.

• Base removal

919TH CONTRACTING BATTALION

ASTM F355 and ASTM F1936. G-Max must not exceed 165 at installation. Tested by independent 3rd party. A minimum of 10 test points based on the ASTM F1936 standard field grid locations. The G-Max value must not exceed 130 to 165 at installation and must not exceed 200 at any point over the life of the turf.

35. The contractor must remove and dispose of the existing turf. The PWS does not require removal or replacement of the existing base material. The contractor is required to completely remove, haul away, and legally dispose of the existing synthetic turf and any underlying materials (such as old adhesive, degraded padding, or debris) down to the bare asphalt slab.

Removal or replacement of the underlying asphalt slab (the base material) is strictly excluded from this scope of work. The new turf system, including the mandatory shock pad, shall be installed directly over the cleaned and repaired existing asphalt slab.

36. In fact, paragraph 5.2.6 refers to broom-sweeping the existing slab. This indicates the new turf will probably be installed over the existing concrete slab.

However, the PWS also mentions base leveling in the Quality Control Plan, creating an inconsistency that should be clarified. The reference to "base leveling" in the Quality Control Plan (QCP) does not mean the contractor is grading or compacting a stone/aggregate base. Because the turf is being installed over an existing asphalt slab, "base leveling" in this contract refers strictly to surface prep and localized leveling of the asphalt slab itself. Before the shock pad and turf can be laid, the contractor must ensure the asphalt surface is smooth and uniform. This "leveling" is defined as:

• Localized Patching: Filling in minor low spots, spalls, birdbaths, or cracks in the asphalt slab using an exterior-grade, water-resistant asphalt patching/self-leveling compound.

• High-Spot Grinding: Grinding down any minor high spots or concrete/ ashpalt ridges.

• Tolerance Limit: Leveling is only required where surface deviations exceed 1/4 inch over a 10-foot span (tested with a straightedge).
