About this file

This is a Questions and Answers document for solicitation W911SG26QA036, issued by the U.S. Army Mission and Installation Contracting Command, 919th Contracting Battalion at Fort Bliss, Texas on 18 June 2026.

The solicitation is a follow-on to current contract W911SG-25-P-A023 and covers crane and riggers support services. The Government will provide specific mission requirements and scheduling through the Contracting Officer's Representative (COR) as they arise. Equipment weights and dimensions will not be available until approximately one month prior to delivery; however, all equipment and containers can generally be managed with a 20-ton crane, with smaller cranes required for some operations. All lifts will be conducted outdoors in an open field with no known obstructions affecting crane placement or operations. The majority of the setup area consists of asphalt/hardtop, though some operations must occur on unpaved ground. Historically, lifts are completed within three consecutive days with a fourth day designated as backup. No critical lifts are expected; all work consists of standard lifting operations monitored by onsite supervisors and subject matter experts. The contractor is fully responsible for providing all rigging gear, including slings, shackles, spreader bars, and lift planning equipment, as the Government will provide no equipment or hardware. Engineered lift plans are not required; onsite personnel will direct the contractor regarding equipment staging and placement. The estimated hours referenced in the Performance Work Statement represent average annual usage per mission, not cumulative contract-period hours, and actual utilization may vary above or below these estimates.

Questions and Answers

Title: W911SG26QA036 - Crane and Riggers Support Solicitation.

1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Answer: This solicitation is a follow-on to current contract W911SG-25-P-A023.

2. Please provide the exact weights of all items requiring lifting, including any attachments, rigging hardware, or packaging that will remain on the load during the lift.

Answer: Weights will vary depending on the specific equipment. This information will not be available until approximately one month prior to delivery. The equipment will arrive crated for offloading and unpacking prior to assembly.

3. What are the dimensions (L × W × H) of each item to be lifted, and are there any irregular shapes or center of gravity considerations we need to account for?

Answer: All equipment and containers can be managed with a 20-ton crane. However, there will be instances where a smaller crane is required. The Contracting Officer’s

Representative (COR) will provide specific mission requirements as they arise.

4. What are the required lift radii for each pick, including minimum and maximum boom radius at the load’s location?

Answer: There are no required or restricted lift radii for these picks due to the operation taking place in an open field with no overhead or ground obstacles. The precise minimum and maximum boom radii will be determined dynamically by the crane operator based on the specific load configurations and a visual inspection during download or assembly.

5. What is the maximum boom height or hook height required to complete each lift safely?

Answer: This will be determined by the crane operator on the day of the mission.

6. Are there any obstructions (structures, utilities, vehicles, overhead lines) that will affect crane placement, boom angle, or swing path?

Answer: There are no known obstructions that will affect crane operations.

919TH CONTRACTING BATTALION

7. What is the ground bearing capacity at the crane setup location, and will matting or ground reinforcement be required?

Answer: The majority of the setup area consists of asphalt/hardtop. However, there are a few areas where operations must be conducted on unpaved ground/dirt.

8. Will lifts be performed indoors, outdoors, or in restricted access areas, and are there any width/height limitations for crane entry?

Answer: All lifts will be conducted outdoors. Government supervisors will be onsite to assist with the placement of equipment.

9. Is a critical lift expected, defined by weight, complexity, or proximity to personnel/equipment, and if so, what criteria apply?

Answer: No critical lifts are expected. All equipment and containers will be uploaded/downloaded from delivery trucks on the day of the mission. Assembly and disassembly of equipment will consist of standard lifts, monitored by onsite supervisors and subject matter experts (SMEs).

10. Are multiple lifts required in sequence, and should the crane remain on site for multiple days?

Answer: The exact delivery and lift schedule is not yet finalized. The COR will notify the contractor as soon as it is locked in and will maintain constant communication throughout the missions. However, for planning purposes, historically these lifts are completed within three consecutive days, with a fourth day typically designated as a backup.

11. Is there a preferred crane class or capacity range already identified by the Government, or should the contractor propose based on load data?

Answer: The COR will inform the contractor of the required crane sizes during the scheduling process (e.g., larger cranes for heavy equipment, smaller cranes for missile movements).

12. Will the Government provide rigging gear, or should the contractor supply all slings, shackles, spreader bars, and lift planning equipment?

Answer: The contractor is responsible for providing all rigging gear required for operations. The Government will not provide any equipment or hardware.

13. Are engineered lift plans required for each pick, and if so, what format or approval process should be followed?

919TH CONTRACTING BATTALION

Answer: Engineered lift plans are not required. Onsite personnel will direct the contractor regarding the precise staging and placement of the equipment.

14. Can the Government provide historical utilization data for the current contract, including actual hours worked and/or annual expenditures for the services described in the PWS?

Answer: The hours stated in the PWS are the accumulated hours the crane service has been used over the years.

15. The PWS references estimated hours for various mission activities. Are those estimated hours intended to apply annually or across the entire contract period?

Answer: The estimate hours stated in the PWS is the average hours used during each Mission over the contract annually. These are not the hours over the whole contract period. There are times they will be less or more.
