About this file
This is a Questions and Answers document for federal solicitation W911SG-26-B-A016, issued by the U.S. Army Corps of Engineers on August 24, 2026. The inquiry comes from Fulcrum Contracting Group LLC regarding a construction project at White Sands Missile Range (WSMR) in New Mexico with a 120-day performance period.
The responses address five key contractor concerns: (1) material substitution for the apron support structure, permitting flowable fill in accordance with NMDOT Standard Specifications Section 516 as an alternative to select backfill; (2) performance period dates to be finalized upon contract award; (3) water availability from a fire hydrant at SMR coordinates 32°28'49.23"N, 106°25'7.05"W, approximately 14 miles from the project, requiring contractor-installed backflow prevention device approval by the WSMR Water Plant Manager; (4) site access procedures requiring coordination through a designated contractor representative who will receive the SMR gate code from the Contracting Officer's Representative and is responsible for escorting all subcontractors and service providers; and (5) authorization for work outside standard operating hours defined in the Statement of Work, which must be submitted in writing to the COR for case-by-case approval contingent upon COR availability for inspecting critical work elements.

SOLICITATION W911SG-26-B-A016 (New W911SG-26-B-A016)
Day of Bid Inquiry: August 24, 2026
From: E. Arrieta Company Name: Fulcrum Contracting Group LLC
Address: 3073 Stormy Point Drive, El Paso, Texas 79938
Phone Number: 915.227.3333

Bid Inquiry: please see inquiry 1 to 5 below with the question in underlined text
• Question 1: (Detail 02 in Drawing C3) given the erosion conditions, we suggest installing readymix flowable fill (or concrete) between the cutoff wall and apron to provide support to the apron itself. If this is an acceptable solution, can you please specify whether to use either concrete or fill and make this a requirement for all bidders?
Response: The Contractor may substitute flowable fill for select backfill in accordance with Section 516 “Flowable Fill,” of the NMDOT Standard Specifications for Highway and Bridge Construction, latest edition. Flowable fill shall consist of a flowable mixture of Portland cement, fly ash, aggregates, admixtures and water.
• Question 2: Can you please provide estimated dates for the 120 days period of performance
Response: Specific calendar dates are not known at this time and will not be finalized until the contract is formally awarded.
• Question 3: What is the availability of water for construction and staging area?
Response: The construction water source is located at the Small Missile Range (SMR), accessible via a fire hydrant at the following approximate coordinates:
32°28'49.23"N, 106°25'7.05"W. The hydrant is approximately 14 miles from the project location. The Contractor must install a backflow prevention device approved by the WSMR Water Plant Manager, in accordance with Section 2.3.1 of the Statement of Work (SOW). The location of the Staging Area is described in the plans.

• Question 4: What is the expected procedure for accessing the site, including sanitary services such as porta potties, concrete delivery, concrete pump, everyday work and so forth?
Response: Site access must be coordinated through the Contractor’s designated representative, who will be issued the SMR gate code via the Contracting Officer's Representative (COR) and in accordance with the SOW. The Contractor's representative is solely responsible for personally meeting, escorting, and granting site access to all subcontractors, delivery personnel, and service providers.
• Question 5: Hot, or cold weather concrete practices are very likely to happen.
Previous to the proper authorization, are we allow to work off “regular” working hours, overnight in some cases?
Response: Hours of operation are defined in the SOW. Any work proposed outside of these hours must be submitted in writing to the COR for review. Approval will be granted on a case-by-case basis and is strictly contingent upon COR availability to inspect critical work elements.
