About this file

This document is a Request for Information (RFI) Questions and Answers file for federal contract solicitation W911SG26BA004 – B2448 Kitchenette Installation, issued by the Department of Defense at Fort Bliss.

The project requires installation of three kitchenettes across multiple floors of a barracks building, including demolition, asbestos and lead abatement (if disturbed), electrical upgrades, plumbing connections, and fire suppression systems. The contractor must furnish and install cabinets, countertops, sinks, faucets, garbage disposals, range hoods with exhaust ducts, drinking fountains, backsplash tile (4-1/4-inch x 12-3/4-inch Daltile modern dimensions, semi-gloss), and Ansul G500-B wet chemical fire extinguishing systems with electrical range shutoff and alarm interfaces at all three kitchenette locations (Rooms 102, 232, and 332). Government-furnished items include electric ranges, refrigerators, microwaves, and island stools; the contractor is responsible for all other materials and equipment. The contractor must conduct electrical load assessments, verify existing electrical service capacity, and perform plumbing tie-in assessments to existing systems in the basement. Key personnel requirements include separate Superintendent, Site Safety and Health Officer (full-time), and Quality Assurance/Quality Control positions; the SSHO and QA/QC may be the same person but must differ from the Superintendent. CQM-C certification is not required. The contractor is not required to obtain federal or local permits except for Hot Work Permits coordinated through the Contracting Officer's Representative. Work may proceed simultaneously on all three kitchenettes; the facility will have minimal occupancy (vacant barracks with first-floor offices occupied). Wage determination applies to this project, and tax must be included in the proposal.

Was this the design team's intent?

COR RESPONSE: Contract to route electrical through floor to avoid drop down.

90. Can all three kitchenettes be worked on simultaneously? Or do the building occupants want this work done in phases so there is minimal disruption to the soldiers?

COR RESPONSE: Kitchenettes can be worked on simultaneously as long as Contractor stays organized. There will be a separate contract for a second project for HVAC repairs for the same building. Contractor is responsible for their own material/equipment, COR suggest taking before and after pictures to avoid any conflict with other contractors.
