About this file

This is a Questions and Answers document for a latrine support solicitation (W911SG-25-Q-0028) at Fort Hood. The document addresses three key questions regarding pricing, OPSEC training requirements, and quantity calculations for latrine services.

The Q&A clarifies that relocation fees are charged per unit moved within a one-mile radius, specifies that OPSEC Level I training must be completed within 20 days of employment through jkodirect.jten.mil (course EUC-ECJ6-110-N-LB) or coordinated with local OPSEC Officer, and provides guidance on calculating service quantities based on delivery/pickup dates and service frequency schedules. The service calculation example demonstrates how to determine quantities by multiplying the number of items by the number of services between pickup and drop-off dates, with services scheduled for Monday-Wednesday-Friday or Tuesday-Thursday.

Questions and Answers: 1 AD Latrine Support Solicitation

1. For pricing Item Number 5, the unit is clearly specified as “Job” which is very clear. Should we assume that this unit of measure covers one individual asset? Should we assume the unit is then multiplied by the number of rental assets moved per request?

The relocation fee will be per unit / relocation.

Example if one unit must be moved no further than one mile as stated on the PWS. What would be the price?

2. In regard to the OPSEC training listed in the solicitation for portable latrine and services support, are there specific or approved training providers or will a training platform be provided for the contractor.

1.6.19.7 OPSEC Training: All Contractor employees and sub-Contractor employees performing services under this contract will complete Level I OPSEC training within twenty (20) calendar days of employment under this contract. OPSEC Level I training is available at https://jkodirect.jten.mil, course number “EUC-ECJ6-110-N-LB”. Training must have been completed within the last twelve (12) months and maintained yearly thereafter. If training cannot be conducted on the website, the Contractor will coordinate with the local OPSEC Officer at their assigned location for classroom training by a Level 2 trained OPSEC Officer and a copy of either the training certificate or the training attendance roster signed by the OPSEC Officer will be maintained by the Contractor. Verification of the training will be provided to the COR or KO upon request.

3. Could you please provide clarification on how the quantity (QTY: EA) was determined for this line item?

Yes, please see the Latrines and Handwashing stations schedule on Pg. 23. Each line has a services frequency that tells the vendor when the items will need to be serviced. From there you will need to look at the pickup /drop-off date and count the number of service frequency days from the time of pick up to drop off. Once this is done you multiple the number of items by the number of services and that is how you get the service quantity.
