A1: W911SG24P0041 – Conflict Kinetics Corporation Q2: Request you to provide the RFI document for our review.
A2: SolW911SG-25-Q-0026: 52.212-1 Addendum: Questions and answers will be available in the form of an amendment to the solicitation.
Q3: Does the contractor provide the complete system or is there a system that the contractor will fall in on and must operate and use to train Soldiers?
A3: Complete system is contract provided by the contractor.
Q4: Can you confirm if the contractor is required to provide the complete Small Arms Weapons Simulation Training System (SAWSTS), including hardware, software, and supporting accessories, or will any items be Government Furnished Equipment (GFE)?
A4: There is no GFP - PWS 1.1: The Contractor shall provide all personnel, equipment, supplies, tools and materials, needed to support Training as a Service via a Small Arms Weapons Simulation Training System (SAWSTS) with Grid pattern sports vision, Cognitive, and human performance drills shot with Synthetic or live fire converted weapons as defined in this PWS.
Q5: Are there specific performance metrics, benchmarks, or success criteria for evaluating the system’s capabilities in cognitive, grid-pattern sports vision, and human performance drills?
A5: Yes. Metrics have been compiled from historical data to illustrate first time go qualification metrics between the use of the current system and without. Additionally, all success criteria is based on the doctrinal requirements for qualification tables of the on hand weapon systems.
Q6: Are there any predefined scenarios, training objectives, or programs of instruction that the system must accommodate or integrate with?
A6: Contractors have built scenarios that conform to the current Army doctrine for events utilized, however, new systems can be built as needed.
Q7: Does the government require the system to generate detailed data reports for performance analysis, and if so, in what format?
A7: Data reports are currently generated in a table scoring format in the system and can be printed for records and metric tracking.
Q8: How many soldiers are expected to be trained simultaneously during a single session, and is there a required throughput (number of soldiers per day/week)?
A8: Training depends on the unit, event to be trained, and available weapons. For example, for M4 URM (Urban Rifle Marksmanship) table to be conducted, approximately xx personnel can execute at a time. The overall throughput is dependent on the size of the unit executing.
Q9: Are there specific requirements for the number of training stations or configurations to support concurrent training sessions?
A9: Yes, 10 stationary stations to execute the simulations tables and drills required for the currently supported weapon systems of M17, M4, and M249. There are possibilities to expand the on-hand weapon systems to include M240, M2, and M500 Mossberg Shotgun.
Q10: Is training expected to occur 40 hours per week consistently, or will it vary based on demand or operational surges?
A10: training is based on demand and operational surges. At times, operation can exceed 100 hours per week.
Q11: Are there specific training schedules or surge periods anticipated, and if so, what are the details (evening, weekend, or holiday sessions)?
A11: The training schedules fluctuate based on requirements from the units.
Q12: Are initial training sessions for government personnel expected to suffice, or will the contractor need to provide ongoing training throughout the contract term?
A12: initial training is sufficient; however, we require multiple training sessions to maintain a healthy bench of personnel trained.
Q13: Are there specific qualifications, certifications, or experience levels required for trainers operating the SAWSTS?
A13: Yes, all personnel are required to be trained and certified by the SAWSTS contracted teams.
Q14: Will the contractor need to maintain a reserve pool of trainers to accommodate potential surges in training demands?
A14: Yes, a reserve pool of trainers/maintenance personnel would be best to cover any potential issues during heavy use periods.
Q15: What are the government’s expectations for personnel involved in maintaining and troubleshooting the system? Are specific certifications required?
A15: The Contractor shall provide operations, sustainment, maintenance, and facilitate instructor training, content management, and reports. The Contractor shall ensure system availability (core components and associated equipment) are always ready to meet scheduled training requirements.
Q16: Are there any pre-approved vendors or systems the government prefers, or does the contractor have full discretion in choosing the SAWSTS provider?
A16: No government preference – system required to meet specifications listed within Solicitation and PWS.
Q17: Should the proposed system include built-in flexibility for future upgrades or modifications, and will these need to be priced in the proposal?
A17: Yes, there should be flexibility for future upgrades and modifications. Upgrades and modifications do not need to be priced in the initial proposal.
Q18: Does the government require compatibility with any existing training systems or platforms?
A18: No, there is no current requirement for compatibility with existing trainers. It is currently utilized as a standalone system.
Q19: Are there specific requirements for the delivery, installation, and setup of the SAWSTS at the designated location?
A19: No specific requirements. To note; the Contractor shall provide a Synthetic Small Arms Marksmanship Simulator equipment package that shall not exceed in the facility square footage.
The Government will not provide additional facilities to support daily operational requirement to support this contract.
Q20: Will the government provide secure storage or workspace for the system during non-use periods, or should the contractor account for this in the proposal?
A20: The system is stored and utilized in the same secured area. Contracted personnel and certified operators will have access to the building and a controlled access roster will be maintained at Staff Duty.
Q21: Are there any environmental or facility-specific constraints (e.g., power, space) that need to be considered during system installation or operation?
A21: None Q22: What are the government’s expectations for system operational readiness (e.g., uptime percentage)? Is there a specific threshold, such as 95% availability, that must be met?
A22: Operational readiness requirement of 95% availability must be met to adhere to usage requirements for training units.
Q23: Are there any requirements for periodic system maintenance, updates, or technology refreshes, and how should these be incorporated into the proposal?
A23: This includes operations, sustainment, and maintenance, to include support to facilitate instructor training, content management, and reports as indicated to the local Quality Assurance Representative (QAR) and Contracting Officer’s Representative (COR). The Contractor shall ensure system availability (core components and associated equipment) are always ready to meet scheduled training requirements.
Q24: Will the contractor be responsible for all system repairs during the performance period, and should repair costs be itemized in the proposal?
A24: Yes, contractor will be responsible for system repairs.
Q25: Should all software updates, system repairs, and technology refreshes be included in the base price, or should they be separately priced as options?
A25: Yes.
