About this file

This document is a Questions and Answers file for roof projects at Buildings 51, 112-115 on a military base (Fort Bliss). The project involves installing ATAS International, Inc. "Castle Top HCT160" metal shingles on historic buildings, with specific warranty requirements including a 2-year installer's warranty, 30-year paint coverage, and 20-year coverage for defects and weathertightness. The State Historic Preservation Officer (SHPO) has already approved this specific metal shingle type for adjacent buildings, and contractors are restricted from using alternative manufacturers without prior approval.

The document addresses several key contractor inquiries, including work hours (0730-1630 hours, Monday-Friday), base access procedures requiring a Community Access Pass, and potential complications such as unexpected asbestos or lead-based paint discovery during demolition. Contractors must use a Licensed Abatement Company if such materials are encountered, and any work affecting the building's structural integrity must be immediately reported to the Contracting Officer's Representative (COR) for guidance. The project is governed by historic preservation regulations and requires careful adherence to specified materials and preservation standards.

Questions and Answers for Roof Projects; Buildings 51, 112-115

1. Buildings 112-115 currently call for ATAS Metal Shingles. The project specifications require a watertight roof system with a 20-year No Dollar Limit (NDL) warranty. Upon inquiry with ATAS, their representative confirmed they oƯer a 30-year finish warranty, not a 20-year NDL warranty for the roof system. Given this, would substitutions or value-engineered proposals be considered for alternative snap-lock or mechanically seamed metal roof systems that can provide the specified 20-year NDL warranty?

a. COR RESPONSE: Revise the last sentence in the Statement of Work (SOW) Section 1.4.4.10 for buildings 112, 114, and 115 and Section 1.4.5.9 for building 113 to read: “Warranty to include: 2-year installer's warranty, 30-year coverage for paint, 20-year coverage against defects, and 20-year coverage for weathertightness in accordance with manufacturer’s (ATAS International, Inc.) warranty.”

2. The current design and specifications appear to limit the scope to a proprietary product, which may restrict competitive bidding. Can we use alternate manufacturers?

a. COR RESPONSE: Buildings 112, 113, 114, 115 and 51 are all on the National Register of Historic Places. The National Register of Historic Places is the oƯicial list of the Nation's historic places worthy of preservation. Authorized by the National Historic Preservation Act of 1966, the National Park Service's National Register of Historic Places is part of a national program to coordinate and support public and private eƯorts to identify, evaluate, and protect America's historic and archeological resources. The Park Service's historic preservation work is governed by federal law (United States Code [USC] and Public Laws [PL]), federal regulations (Code of Federal Regulations [CFR]), Presidential executive orders, and orders issued by the Director of the National Park Service. The State Historic Preservation OƯicer (SHPO) administers the State historic preservation program. The SHPO must carry out a historic preservation planning process that includes the development and implementation of a comprehensive statewide historic preservation plan that provides guidance for eƯective decision making about historic property preservation throughout the State. The SHPO has already given guidance and approved the specified metal shingle on two adjacent buildings (116 &117). The new metal shingle roofs for buildings 112-115 shall match what has already been installed at buildings 116 and 117 which is the ATAS International, Inc. “Castle Top HCT160”. All Prior Approval requests must be received before the Bid Due date for review and approval by the COR and Historic Preservation Specialist. Any Contractor requesting a Prior Approval is responsible for researching, verifying, and providing written technical documentation from both (specified and substitution) manufacturers confirming that the substituted material performs above and beyond the specified metal shingle as noted in the SOW and Drawings and is equal in same shape, color and weight.

3. What is the anticipated time required for contractors to gain entry to the base each day, and what identification or security information will be required for personnel, vehicles, and equipment?

a. COR RESPONSE: Per the Statement of Work Section 2.4.1, 2.4.1., “Normal Work Hours. The Contractor shall perform all work during normal work hours. Normal work hours are defined as the time period from 0730 hours (7:30 AM) to 1630 hours (4:30 PM) MDT/MST, Mondays through Fridays except on Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor shall not be reimbursed when the Government facility is closed for the above reasons.” If the awarded Contractor would like to request diƯerent work hours, this shall be coordinated with the COR and the User for approval.

4. If additional lead or asbestos is found during demolition, will abatement be treated as a change order or is a unit price schedule expected in the bid?

COR RESPONSE: Review the attached surveys for all asbestos and lead-containing materials to verify if they will be impacted by this project. If the project scope includes disturbing asbestos and/or lead-containing materials, work must be conducted by a Licensed Abatement Company. If any suspected Asbestos Containing Materials (ACM) or Lead Based Paint (LBP) is found during construction (not tested in the HazMat surveys) and need to be disturbed, they must first be tested for asbestos and lead and the Contractor shall notify the COR. If it is determined that ACM and/or LBP is present, only the KO will determine if a Modification to the project will be approved and if approved to proceed, the MICC will request a Proposal for the work.

5. Are there any anticipated historical structural elements that may require refurbishment or repair in coordination with roof system installation that bidders should account for in pricing and schedule?

COR RESPONSE: Any incidental work that aƯects the structural integrity of the building or requires refurbishment that is beyond the Scope of Work shall be brought to the attention of the COR who will inform the KO for guidance on how to proceed prior to the Contractor proceeding with construction in the area in question.

6. Speak to the manufacturer ATAS and they don’t provide a 20-year no dollar limit manufacturer’s watertight warranty. Can you please clarify?

COR RESPONSE: See COR RESPONSE for question 1, a, this document.

7. Are you allowing substitution on the profile for manufacture’s watertight warranty?

COR RESPONSE: See COR RESPONSE for question 1, a, this document.
