RFI QUESTIONS AND ANSWERS

W911SG21B0017

Roof Group 4 Buildings 19351, 21291 and 21740

1. The SOW does not indicate if a Certification is required on the newly installed Lightning Protection. Does the newly installed Lightning Protection Systems require a UL Certification?

Answer: UL certification is not required. It is only required to follow codes and regulations shown in SOW for LPS design and installation.

2. Are there any buildings that contain explosives, munitions or flammable liquids?

Answer: No explosives or munitions. Flammable liquids unknown.

3. Ground Loops are required for structures 60' or higher in height or structures that contain explosives, munitions or flammable liquids. Are ground loops currently installed around these buildings? If so, will the Government provide information on the ground loop conductor size and locations?

Answer: Contractor is only responsible for portion of LPS above ground. Contractor is not required to install a LPS ground loop.

4. Will a new Grounding System be needed for these buildings or can we utilize the existing grounding system? If we utilize the existing Grounding System the resistance to ground test exceeds 25 Ohms. Will a modification to the Contract be approved to install new or supplemental Grounding System?

Answer: Contractor is only responsible for portion of LPS above ground. Contractor is not required to install a LPS ground loop.

5. Will we be compensated for wages as there is no definite wage determination for roofers?

Answer: The solicitation includes AAM 213 which explains the process on how to determine a wage rate for a roofer based on the current wage determination provided.

Once the contract is awarded the winning bidder will submit a conformance request (SF1444) to the Contracting Officer. While the Government has no previous historical

data on a conformance request. The Department of Labor has previously provided the following wage rate for a roofer under an SF308:

Classification Hourly Rate Fringe Benefit Roofer $24.08 $10.79

6. Since roofs must be tested before work starts, can testing be done as soon as Contract is signed or after submittals? Labs can take several weeks to give results back and reports.

Answer: Onsite work shall commence after the notice to proceed has been issued. A notice to proceed will be issued once bonds have been approved.

7. Will we be given additional time if asbestos or lead has to be remediated?

Answer: If asbestos or lead has to be remediated the Contracting Officer will request the Contractor to submit a proposal as well as the additional days required to complete the work.

8. The solicitation states the work is to be done simultaneously. Does this mean each building require a separate superintendent or are they close enough that one will suffice?

Answer: Buildings are not close, therefore a minimum of 3 superintendents are required.
