About this file

This document contains a solicitation amendment and related questions and answers for roof repairs to three buildings at White Sands Missile Range in New Mexico. The solicitation amendment incorporates questions received and answers provided related to the requirement. It will result in a firm-fixed price contract awarded to a Service-Disabled Veteran-Owned Small Business for roof repairs to buildings 1832, 1838, and 1867 located at White Sands Missile Range. The period of performance is 200 calendar days from award. The estimated value is between $500,000 to $1,000,000. Key issues addressed in the questions and answers include the need for a minimum of three superintendents given the separate locations of the buildings, the process for determining a wage rate for roofers, and the ability to conduct testing prior to notice to proceed versus after submittal approval.

RFI QUESTIONS AND ANSWERS

RFI QUESTIONS AND ANSWERS

Roof Group 3 Buildings 1832, 1838 and 1867

1. The solicitation states the work is to be done simultaneously. Does this mean each building require a separate superintendent or are they close enough that one will suffice?

Answer: Buildings are not close, therefore a minimum of 3 superintendents are required.

2. Will we be compensated for wages as there is no definite wage determination for roofers?

Answer: The solicitation includes AAM 213 which explains the process on how to determine a wage rate for a roofer based on the current wage determination provided.

Once the contract is awarded the winning bidder will submit a conformance request (SF1444) to the Contracting Officer. While the Government has no previous historical data on a conformance request. The Department of Labor has previously provided the following wage rate for a roofer under an SF308:

Classification Hourly Rate Fringe Benefit Roofer $24.08 $10.79

3. Since roofs must be tested before work starts, can testing be done as soon as Contract is signed or after submittals? Labs can take several weeks to give results back and reports.

Answer: Onsite work shall commence after the notice to proceed has been issued. A notice to proceed will be issued once bonds have been approved.

4. Will we be given additional time if asbestos or lead has to be remediated?

Answer: If asbestos or lead has to be remediated the Contracting Officer will request the Contractor to submit a proposal as well as the additional days required to complete the work.
