About this file
This document provides details for a construction solicitation to re-roof three buildings at White Sands Missile Range in New Mexico. The solicitation will result in a firm-fixed price contract awarded to a service-disabled veteran-owned small business for a period of 200 calendar days. The Mission and Installation Contracting Command at Fort Bliss, Texas, on behalf of the United States Army Directorate of Public Works at White Sands Missile Range, is seeking offers to furnish all labor, materials, equipment, tools, transportation, performance and payment bonds, and supplies necessary to complete roof repairs and replacement at Buildings 124, 126, and 143. The work includes re-roofing and ensuring positive drainage slopes at the three buildings. The estimated value of the procurement is between $500,000 and $1 million under North American Industry Classification System code 238160 for roofing contractors.

Roof Group 1 Buildings 124, 126 and 143
1. The solicitation states the work is to be done simultaneously. Does this mean each building require a separate superintendent or are they close enough that one will suffice?
Answer: Building 124 & Building 126 are next to each other and therefore the Government will allow a minimum of 2 superintendents for this requirement.
2. There is no Lightning Protection system in place now, do we have to install one?
Answer: The Contractor is not required to install LPS on buildings that currently have no LPS. No LPS are required for buildings 124, 126 and 143.
3. Wage determination doesn't have roofers, do you have any historical data for wages and are you guys walking the bid winner through the process of getting the pay scale for that trade?
Answer: The solicitation includes AAM 213 which explains the process on how to determine a wage rate for a roofer based on the current wage determination provided.
Once the contract is awarded the winning bidder will submit a conformance request (SF1444) to the Contracting Officer. While the Government has no previous historical data on a conformance request. The Department of Labor has previously provided the following wage rate for a roofer under an SF308:
Classification Hourly Rate Fringe Benefit Roofer $24.08 $10.79
4. Tapered insulation is listed on the general notes but only under building 124, are we installing tapered insulation on all buildings?
Answer: Notes for all three buildings state the following, “Contractor shall ensure the roof has positive drainage slope of at least ¼” per foot and correct all areas that have the potential for ponding water. ”
5. Do we need aluminum fascia removed as the aluminum drip edge where is present?
Answer: Only in areas where it is required to install the new roof system under flashing.
