RFI'S ANSWERS

RFI Levee Repair

W911SG-18-R-0067

1) Does engineering believe there is enough rip rap material in the bottom of the Arroyo to produce all the rip rap that is required for the complete project? Ans. See revised drawings deleting screening and requesting for the contractor to import and install rock riprap.

2) If there is not enough rip rap in the arroyo bottom will the contractor be required to import the remaining required amount of rip rap? Ans. See revised drawings deleting screening and requesting for the contractor to import and install rock riprap.

3) Will the borrow pit be used by WSMR personnel as well as other contractors during this project? Ans.

Yes

4) Is the rip rap wire covered or in gabions? Ans. No

5) For the levee repair project. Will it be needing marsh Buggy operation? Ans. No

6) Can the limits of clearing and grubbing be clarified? Construction Keyed Note 2 on sheet 3 indicates to clear and grub in the area necessary for the proposed improvements which would include the work associated with Construction Keyed Note 7 on sheet 3, but Spec Section 35 41 00 paragraphs 3.2, 3.3 &

3.4 indicate to clear & grub areas to receive embankment. Ans. See revised sheet 3 for the limits of clear & grub to be within the project’s limit of construction shown.

7) Specification Section 35 41 00 Paragraph 2.2.2 indicates that it is estimated that the screened Rip Rap will cover 50% of excavated material. Will further compensation be provided if the yield of screened rock is less than 50%? Ans. See specification Section 35 41 00 Paragraph 2.2.2; screening existing material is no longer required.

8) Can an estimated ratio of >4” rock and >12” rock be provided for what is anticipated to yield from the screened material? Ans. See revised drawings deleting screening and requesting for the contractor to import and install rock riprap.

9) What are the limits of Rip Rap Placement, and can a plan sheet be provided that clearly shows the rip rap limits? Plan Sheet 4 has two different cross sections that indicate the placement of >4” Rip Rap and >12” Rip Rap, but Construction Keyed Note 4 on sheet 3 does not clearly identify the limits of the two types of Rip Rap placement nor does the plan view on sheet 3. Ans. See revised drawings deleting screening and requesting for the contractor to import and install rock riprap.

10) Construction Keyed Note 4 subsection a on sheet 3 indicates to place the >4” Rip Rap from GPS location 3583478.096N 358797.867E to GPS location 3584228.524N 358809.498E. This note seems to indicate that the contactor is to place >4” Rip Rap from the proposed rebuilt crossing ramps at the north end of the Levee reconstruction to a distance of 2457 LF north of the previously mentioned crossing. Is this the true intent or can the limits of the >4” Rip Rap placement be provided/clarified? Ans. See revised drawings; riprap is no longer required to the north of the proposed rebuilt crossing ramps.

11) It is mentioned in the bidding documents that the contactor is to stockpile any existing base course for reuse on the project, but at the site visit it appeared that there was only a very limited amount of existing base course at the north end of the project located by the crossing ramps. Can the limits of existing base course be provided to the bidding contractors so they can accurately quantify the amount of base course that will be stockpiled and how much additional base course will be required to cover the crest of the levee? Ans. See revised drawings, sheet 4 shows existing base course.

12) Is the Rip rap running the entire length of the levee from gps location to gps location? Ans. See revised drawings deleting screening and requesting for the contractor to import and install rock riprap.

13) If there is not enough rip rap produced from the bottom of the arroyo is the contractor required to import the remaining amount to finish the Rip Rap section? Ans. See revised drawings deleting screening and requesting for the contractor to import and install rock riprap.

14) Specification 35 41 00 Levee Construction section 1.4.1 states that loose sedimentation obtained from its removal from the arroyo and/or clearing and grubbing are not allowed to be reused as embankment or backfill material. Is it the intension that the contractor will be required to obtain all embankment and/or backfill material from the proposed borrow location and no cut material from the arroyo will be allowed to be used? Ans. Yes; the material from the arroyo is sedimentation from the mountains and does not have engineering properties.
