Questions and Answers
Q: Part 1 of PWS, it states that this is a non-personal services contract to provide security checks. For WDOL purposes, are the personnel defined as “security guards” or “non-personal services personnel”?
A: However you define your personnel is your decision, we as the government do not dictate how you define your personnel.
Q: The scope states the will need to check the COF/ARMAGS building between 2230 and 2330. Will this be considered “spot checks” or will this be a part of a patrol?
A: All checks will be spot checks unless we have to call them in for security in case the alarm system goes down.
Q: What are the total hours the government expects the contractor to be on site, 0700-1500 (Mon-Fri)?
A: Monday thru Friday from 0700 to 1500hrs is the time UT&C personnel will be available on site and at the office if they have any questions the contractor will be able to get a hold of us. The contractors are only needed for checks between 2230 to 2300hrs Mon thru Friday, and on Saturday, Sundays and Holidays between the hours of 0600-0800, 1400-1600; and 2230-2330hrs. Again if the system goes down we will notify the contractor to come out for security until the system is back up and operational.
Q: The solicitation calls out utilization of a vehicle, does the government expect vehicle usage by the contractor? If so, will this be furnish by the government or contractor?
A: The contractors should have their company vehicle to utilize for making their daily checks. The government isn't going to provide a vehicle for this service.
Q: Per EO 13706, it states that “a minimum of ten paid holidays per year” have to be paid out. Is this (holidays) billable to the government? The dol.gov website is not clear on this.
A: However you do your billing or invoicing for holidays is at your discretion, we as the government do dictate what holidays you have to bill for. This is a short contract though and does not have many holidays from August 25th to November 30th.
Q: The wage determination covers El Paso, Hudspeth Texas but the work performed is in New Mexico.
Which State/Federal law does this contract fall under?
A: Noted, I will upload the waged determination for New Mexico since all work is done in New Mexico.
Q: Please provide current contract number, value and contractor (if applicable).
A: There is no current contract, this is a new requirement.
