SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
QUESTIONS AND RESPONSES
Question(s): Is there an incumbent contractor providing these services or is this a new requirement? Is this network support being done at the present time or is this a new implementation? IE no other vendor is currently performing this support. Who is the incumbent contractor? What is the incumbent contract value and contract number? May we receive POC info for the current on-site incumbent? Who was the contractor? Where can I get a copy of the contract? Is there an incumbent for this effort and if so whom and what contract #? I am reviewing the subject opportunity. Is there an incumbent contractor currently performing this work? If so, who is the contractor? The Workload Data suggests this is not a new requirement. Can you confirm whether this is a new requirement or contract renewal? If it is a renewal, can you provide the contract number of the current contract? Is there an incumbent contractor performing these services? Can you provide the current contract number, awardee and awarded value? What was the bid tabulation for last year?
Response: There is no incumbent contractor providing these services. This is a new requirement. There is not a contract or contract option in place for this requirement.
Question(s): For purposes of vendor evaluation has the government determined that price is more important than capability to perform the job? Is past performance weighted heavier than technical capability? Which item is weighted the most important? Price, Past Performance, Technical Capability?
Response: In accordance with the Federal Acquisition Regulation Clause (FAR) Part 52.212-2 (a) Evaluation – Commercial Items (Oct 2014) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Technical Capability to meet the Government requirements.
2. Price
3. Past Performance
The evaluation factors for this solicitation considers technical capabilities above price and price is considered above past performance.
Question: Past Performance instructions are silent regarding the requirement to submit a past performance questionnaires/references. What is the minimum number of references Offerors are required to submit?
Response: The Government will conduct a performance risk evaluation based upon the past performance of the offerors and their proposed major subcontractors as it relates to the probability of successfully performing the solicitation requirements. In conducting the performance risk evaluation, the Government may use data provided by the offeror and data obtained from other sources including PPIRS. The Government may elect to consider data obtained from other sources that it considers current and accurate. A best practice is to limit the past performance evaluation to a few most recent and relevant contracts.
Question: Is this bid for an annual contract or multi-year?
Response: Yes. This requirement is being solicited as a multiple year contract with a base year plus four option years. The following information is provided:
Base Year September 2016 – September 2017 Option Year I September 2017 – September 2018 Option Year II September 2018 – September 2019 Option Year III September 2019 – September 2020 Option Year VI September 2020 – September 2021
Question(s): Confirming that this is a draft solicitation. The information for this solicitation released on the 2nd of September states that this is a draft - Do you have an anticipated release date for the actual solicitation? While attempting to analyze/qualify the subject opportunity, I was unable to find any instructions to offeror. Is this the final solicitation or is it still in draft stage? Will there be further instructions/guidance given regarding Volume instructions? Is this solicitation still a draft or final? If this is a draft, what is the anticipated timeline for the final RFP release? The RFP is listed as DRAFT but the opportunity was issued as a Combined Synopsis/Solicitation. RFP sections available, mainly instruction to offerors, evaluation criteria and formatting of responses (volumes, page limitations). There were no formal submission instructions that would accompany an RFP. Is this a RFP or RFQ?
Where to send responses? Where would I be able to locate the RFP?
Response: There will be an amendment to the solicitation to correctly reflect this solicitation as a request for quote (RFQ) not a request for proposal (RFP).
Question: Is there a local vendor preference?
Response: No.
Question: Is there any bonding required?
Response: No.
Question(s): The posting on FBO identifies this as a SDVOSB set aside, but the information in the solicitation states it is a Small Business set aside. Can you please clarify? If solicitation is SDVOSB set aside, would the contracting office consider a direct award under FAR 19.1406, assuming that the contract would not exceed the $4M award price? FBO has the solicitation marked as an SDVOSB set-aside, the solicitation document page 31 does not conform. Please advise which is correct. Would like confirmation that this opportunity is a Small Business Set Aside (SBSA) and NOT set aside for Disabled Veterans? The set-aside is listed in the announcement on FBO as SDVOSB, but the Combined Synopsis/Solicitation indicates 100% Small Business set-aside.
Response: There will be an amendment to the solicitation to correctly reflect this requirement as a Service- Disabled Veteran Owned Small Business set-aside. The contracting officer will award the contract in accordance with the Federal Acquisition Regulation (FAR).
Question: When our person is on sick or vacation, do we need to supply a backup?
Response: Yes. The contractor has a responsibility to perform the contract in according with the performance work statement.
Question(s): Can you confirm that this work requires 1 FTE? If not how many FTEs? Is this a full time on-site position (i,e 1920 worked hours per year)? How many dedicated personnel are assigned to this program currently? Is it the Government’s desire to have the IT Personnel located full time on site or can the IT staff monitor from Contractor Facility and be dispatched to Fort Bliss as needed? CLIN 0001 on the SF1449 indicates that Ft. Bliss requires only one
FTE on this contract. Given the magnitude of this effort, will Ft. Bliss entertain an alternative staffing plan? Can you provide an estimated staffing plan, as part of the workload data?
Response: The staffing will likely require 2 to 3 individuals due to the locations of the supported systems.
Remote access is rarely used and onsite service will be required 90 percent of time. Remote monitoring from off installation will not be an option.
Question: What is the platform the TAP is running on? Any further details of the system the TAP is running on.
Response: The desktops are currently running Windows 7 Army Gold Master.
Question: For the support services to be provided, will this be a 24X7 operation?
Response: No. Services are required from 0800-1700 hours.
Question(s): In the synopsis it states that the technician will perform services via phone, email and onsite. Can the technician install a remote management tool on the 550-600 classroom computers for proactive monitoring?
Response: No. No remote software will be installed on the computers.
Question(s): Is there a security clearance requirement for technicians to work? Will this RFQ require my company to have a special security clearance to bid? 2. In section 4.2 the government states, "the contractor shall possess and maintain a secret facility clearance." Several of our employees have a secret clearance but does the company need to maintain a secret clearance? Since there are no services provided anywhere but at the government facility (Ft. Bliss)?
Response: There is not a requirement to have a secret clearance facility; however, the employees providing services are required to have and maintain a secret clearance.
Question(s): Does the DHR SFL-TAP currently receive IT support from a vendor? If so, how many IT technicians support this contract?
Response: No. Functions are currently performed by government personnel.
Question: Will the contractor be provided a workspace during business hours 0800-1700?
Response: Yes. Work space is provided.
Question(s): The solicitation states that work orders should be resolved within 72 hours, 95% of the time per month. Currently how many issues on average are submitted per month? Can you provide historical work order count? How many service requests were entered per day? How many required onsite repair vs remote? The solicitation shows the Workload data on page 102 of 103 by category of ticket. Can you provide the number of tickets opened, by month, for the past year?
Response: Per day data is unavailable, but per month data is 425, with almost all requiring on site visits.
Question(s): The statement “The IT technician will troubleshoot problems with desktop computers, network connectivity, phones, and other peripherals via phone, email, or in person permitting the mission accomplishment of training to move forward without undue delays” seems to indicate that the resultant contract may be for on-call support. Is this correct, or does the government desire to have technician’s onboard Fort Bliss during the normal working hour and then respond via email or phone for after hour requests for support?
Response: Technicians will normally only be required to provided support from 0800-1700 hours.
Question(s): For example, we offer remote monitoring and software updates from our corporate office, would that be allowed or does the individual performing the remote work need to be located in one of the Fort Bliss locations?
What software application is currently being used for Remote Monitoring? Is the Government open to using other remote monitoring software? Is the Government interested in proactive monitoring and patch management for the desktops or only reactive monitoring once a user has reported an issue? Section 5.1 states Assistance can consist of remote access into the users workstation. Can the remote assistance be performed off site?
Response: Remote access is usually limited from the Fort Bliss worksite location and only for limited personnel using NEC software. Currently we are not using remote access.
Question: Will the government provide all replacement equipment if something breaks down? Example if a keyboard is broken will the government purchase replacement.
Response: Yes. The Government will repair or replace damaged government property not caused by the contractor.
Question: Can the call center be located in Dallas-fort worth area with onsite staff at fort bliss?
Response: No. The call center must be located on site.
Question: Will the contractor need to have staff at every building or just at one site with providing service in other buildings as needed?
Response: The Contractor will work out of a designate building located on Fort Bliss.
Question: In order to properly price a firm fixed price solicitation can you please provide the time period and quantity of the workload data listed on page 102-103 of the solicitation?
