About this file
This is a Questions and Answers document for federal propane solicitation W911SF26RA008, issued on 8 July 2026.
The solicitation concerns propane delivery and maintenance services for Fort Benning and Camp Merrill. CLIN 0001 covers all contractor costs including delivery, contract administration, transportation, subcontractor management, overhead, and profit, with no additional fuel, transportation, or environmental surcharges permitted beyond the bid price. CLIN 0002 is reserved for OPIS (Oil Price Information Service) pricing only, using a $2.25 placeholder amount with no contractor markup permitted on the propane itself. Estimated annual quantities are 7,500 gallons for Fort Benning and 7,500 gallons for Camp Merrill, though actual quantities will vary based on weather and operational needs. The government owns all tanks at both sites. Maintenance services must be priced on an hourly rate basis. Prime contractors may subcontract delivery and maintenance services to qualified local propane suppliers while retaining full responsibility for contract administration, invoicing, quality control, and overall performance. Tank monitoring devices are encouraged at both locations. The current contract is W911SF-21-C-0001, held by Merrimac Energy. Total tank capacity is 39,370 gallons at Fort Benning and 31,500 gallons at Camp Merrill.
