About this file

This document is a set of Questions and Answers (Q&A) related to a federal contract opportunity for a Military Free Fall Program Manager. The Performance Work Statement (PWS) requires the contractor to provide one (1) Program Manager Subject Matter Expert (SME) and one (1) Master Trainer SME to support oversight and administrative management of various military free fall parachutist roles.

The Q&A clarifies that this is a firm-fixed-price contract, and the number of full-time equivalents (FTEs) is up to the offeror to propose. It also provides details on the not-to-exceed amounts for travel ($50,332) and materials/equipment ($15,000), which must be included in the offeror's total evaluated price. The place of performance is Fort Moore, GA, and the incumbent contractor is Rampart Aviation under contract #W911SF19C0004. The solicitation was previously issued in October 2018 and February 2019 but was not awarded. The Q&A further provides guidance on the required proposal volumes and page limits, as well as confirmation that there is one full-time labor position required with the same qualifications for both the Program Manager and Master Trainer roles.
