SUBMISSION INSTRUCTIONS

Submission Instructions / Basis for Award / Evaluation Factors and Criteria A. Submission Instructions.

1. The submission instructions are designed to provide general guidance for preparing responses as well as providing specific instructions on response organization, format, and content. Responders shall include all documents and information requested and shall be submitted in accordance with the instructions. The responder is cautioned to follow the instructions carefully, as the Government reserves the right to make an award based on initial responses received without discussion of such response.

2. Responders shall submit a response that is self-sufficient and responds directly to the requirements of the Request for Quote (RFQ). The response shall be clear, concise, and include adequate detail for effective evaluation. The response should not simply rephrase or restate the Government's requirements, but rather provide convincing rationale to address how the responder intends to meet the requirements of the RFQ. The responses shall contain sufficient information to enable the Government to fully evaluate and determine the responder’s capability to comply with the requirements identified in the RFQ. Responses that are overly verbose or include marketing material may distract from the evaluators ability to ascertain compliance with the RFQ.

3. Responders shall submit a response that describes the procedures, processes, controls, etc. that are established for this RFP.

The responders shall provide any assumptions upon which your approach/solution is based, and the rationale supporting the assumption (i.e., why do you believe the assumptions are valid). Express your best understanding of the ramification inherent in the contract. Discuss alternatives considered, risks involved, impact to the missions (both detriment, as well as efficiency), impacts from external sources, etc. Provide any other explanations or supporting data (matrix, charts, or other graphics) determined necessary for the Government to fully understand the responder’s methodology and approach.

4. In the event that travel is authorized in support of this contract, all travel charges shall be authorized in advance. Contractor travel charges will be invoiced in accordance with the current volume of the Government Joint Travel Regulations (JTR).

Fee/profit on travel is not allowed.

5. WD 2015-4527 (Rev.-14) dated 12/12/2020 applies to this contract.

6. The responder shall provide its response with a cover sheet that contains the company’s name, address and telephone number, name and title of the person authorized to sign and negotiate the contract, RFQ number W911SF-21-R-0014, Close Air Support and the original date of response. The original date shall be located in the upper right hand corner of the cover sheet.

7. Response Organization and Format: The responses shall consist of three (3) volumes. The volumes are Volume I – Price (SF 1449) Submission, Volume II – Technical Submission (Capability Statement) and Volume III - Past Performance.

8. Quotes shall comply with the page limitations and format specified for each volume. Information submitted beyond limitations identified could negatively impact the evaluation during the rating process. The following table and paragraphs provide the specific information required for each volume.

9. Format for proposals for Volumes II and II must comply with the following:

a. A page is defined as one face of a sheet of paper containing information. Foldouts, 11” x 17” pages will be counted as two pages.

b. Typing must be 12 font.

c. The table of contents does not count against the 10 pages limitation.

10. Volume I – Price Submission. The price submission should be clearly marked “Volume I, Price Submission, W911SF-21-R-0014.” It is to consist of the following:

a. The offeror shall include a quoted price for the Contract Line Item Number (CLIN) Structure shown in the SF 1449.

b. For each period of performance, the quote shall include the unit price labor/pricing matrix (ces); a Discount rate (if applicable); the number of total hours per labor category; and the total dollar value.

Period of Performance: The period of performance shall be for one (1) Base Period of 12 months and four (4) 12 month Option Periods.

11. All information relating to the proposed price shall be included in electronic format. Electronic versions of the price quote SF 1449 shall be submitted in pdf format. Failure to comply with these formatting requirements may result in rejection of your Quote.

12. Volume II – Technical (Capability Statement) Submission. The technical submission should be clearly marked “Volume II - Technical Submission, W911SF-21-R-0014.” Volume II shall consist of a written narrative that is the offeror’s comparable address to the requirement contained in the Performance Work Statement (PWS) for this contract. The technical discussion shall be practical, straightforward, specific, concise, and complete. Volume II is not to include price information. A list of attachments, exhibits, tables, and figures of prospective employees as required, shall be provided. The table of exhibits, tables, and figures will “NOT” count against the 10 pages limitation.

B. Basis of Award

1. A single award will be made to the responsible offeror submitting the quote that is determined to offer the lowest price technically acceptable (LPTA) to the Government (i.e., which provides the greatest overall benefit to the Government in response to the requirement, price and non-price evaluation factors considered). As such, the Government may award to other than the lowest priced or technically outstanding proposal.

2. The Government does not intend to hold discussions, but reserves the right to do so, at the sole discretion of the Contracting Officer. The Government will conduct the competition in accordance with FAR Subpart 15.101-2 and award contract without exchanges, other than clarifications. "exchanges" and "clarifications” are defined in FAR Subpart 15.306, but these terms are used without otherwise importing the policies and procedures identified in FAR Part 15, except where applicable, and at the sole discretion of the Contracting Officer. The Government will evaluate all submittal in accordance with the evaluation criteria included in this RFQ, and if discussions are to be conducted, establish a competitive range comprised of the most highly rated proposals, based upon the ratings of evaluation of each proposed RFQ against all evaluation factors. The decision to establish a competitive range will be made at the sole discretion of the Contracting Officer. After evaluating the RFQs, the Contracting Officer may also determine that the number of most highly rated proposals that might otherwise be included in the competitive range exceeds the number at which efficient competition can be conducted. Offerors are therefore advised that the Contracting Officer, for purposes of efficiency, may also limit the number of competitive range offerors, at their sole discretion.

3. Unreasonably high, inaccurate or incomplete price quotes may be the grounds for eliminating a RFQ from competition.

4. Offers received for less than the stated number of items listed in the RFQ will be considered ineligible for award. The Government intends to evaluate price quotes and award without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer determines discussions to be necessary.

5. To be eligible for Contract Award, an Offeror’s RFQ must receive a rating of no less than acceptable in all sub-factors. Offerors are on notice that receiving a rating less than acceptable in any sub-factor or element rating constitutes disqualification of the entire RFQ for Contract Award, at the sole discretion of the Government.

6. Proposals will be evaluated for the presence or absence of descriptive material, which demonstrates an offeror’s understanding of all systems or processes identified within the PWS, the adequacy of the proposed approach, and compliance with the requirements of the solicitation/RFQ. Narrative information that simply “parrots” the solicitation/RFQ, thus providing no value, will be considered unacceptable.

C. EVALUATION CRITERIA

(1) The Government reserves the right to evaluate the lowest priced proposal first, and if it is acceptable, award to that offeror. In the event that the lowest price proposal is not acceptable, the second lowest proposal will be evaluated, and so on. The Evaluation Criteria will consist of factors, and sub factors. Each offeror’s proposals will be evaluated using three (3) evaluation factors.

FACTOR AND RATING TECHNIQUES

(2) Factor 1 – Price Price will not be scored or rated. Evaluation of price will be performed using one or more price analysis techniques in FAR 15.404-1 (b). Through these techniques the Government will determine whether prices are reasonable, complete and balanced.

SPECIAL NOTE

1. The responder’s price submission shall represent the responder's best efforts to respond to the RFQ. Any inconsistency between promised performance and price shall be explained in the submission. For example, if unique, innovative approaches are the basis for an unusually low price, the nature of these approaches and their impact on price shall be explained. If a responder proposes to absorb a portion of price, the responder must also explain the impact on the estimated price. Any significant inconsistency, left unexplained, may raise a fundamental question of the responder's understanding of the nature and scope of the work required in the contract, and of the responder's ability to perform the tasks within the fiscal constraints thereof, and may be cause for rejection of the submission. The burden of proof for price credibility rests with the responder.

2. As part of price evaluation, the Government will evaluate its options to extend services (see FAR Clause 52.217-8). Offerors are required to enter a price for the six-month period.

(2) Factor 2 - Technical Capability

Subfactor 1: Staffing Approach. The minimum standard is a staffing plan shall include:

□ Organizational structure and/or team structure.

□ Clear illustrations of how the Offeror will provide qualified personnel to perform under this contract

□ Staffing schedule demonstrating adequate number of personnel to be assigned and appropriate job classification for each hour of work to be performed.

Subfactor 2 – Management Approach. The minimum standard:

Proposals shall clearly illustrate the methodology and detail of the management approach the Offeror proposes to perform in accordance with the Performance Work Statement.

The management approach shall address:

□ A description of the proposed management plan and the Offeror’s ability to execute it.

□ A clear understanding of the work to be performed.

The Government will assess the propsed approach to ensure that sufficient personnel will be available to provide the required services when necessary under the resultant contract.

Subfactor 3: Experience. The minimum standard:

□ Offeror has at least three (3) years experience in the type of service industry required by this PWS.

□ Contracted employees shall possess the required qualifications specified in the PWS.

The technical factor will receive one of the adjectival ratings defined below. The sub factor ratings will be used to determine overall rating for the factor. Any unacceptable rating in a sub factor will result in an unacceptable rating for Technical Capability.

(4.) Factor 3 –Past Performance:

The Past Performance factor will be evaluated to examine the quality of an offeror’s past performance records to determine its ability to perform as proposed. In addition to the information provided by the offeror , the Government will evaluate past performance using data sources such as the Past Performance Information Retrieval System (PPIRS), and Contractor Performance Assessment Reporting System (CPARS). The Offeror shall demonstrate successful past performance as evidenced by information gathered on performance during the past three (3) years that reflect conditions, similar scope, effort, size and complexity comparable to this solicitation. Offeror’s past performance reputation with its customers will be used to render a performance assessment rating as described in the table below. Offerors with no Past Performance history will be classified as “Neutral”. A classification of “Neutral” for Past Performance will result in a rating of “Acceptable” for the Past Performance factor.
