PERFORMANCE WORK STATEMENT (PWS)

GENERAL REQUIREMENTS

The contractor, operating as an independent Contractor and not as an agent of the Government, shall provide for all tasks, supervision, labor, tools, materials, facility, equipment, transportation, supplies, and management necessary, except as specified the PWS, to administer and perform all work identified in the Blanket Purchase Agreement (BPA).

The Contractor may be required to perform multiple tasks at different sites simultaneously. The Contractor shall be cognizant of all appropriate laws, regulations, and guidance.

The contractor shall ensure that all work activities performed by his personnel, subcontractors and suppliers are executed as required by these laws and regulations. Any incident of noncompliance noted by the Contractor shall immediately be brought to the attention of the Contracting Officer and/or Contracting Officer’s Representative (COR) by written notice. Nothing in this BPA shall relieve the Contractor of the responsibility to comply with these laws and regulations. Any conflicts between laws/regulations task performance and BPA requirements shall be brought to the attention of the Contracting Officer.

1.1 Scope of Work

1.1.1 The contractor shall furnish all personnel, equipment, supplies and services, except as specified herein as government-furnished, for the packing and relocation of government owned office furnishings, supplies and equipment from miscellaneous present locations to new destinations within the Fort Benning Installation and Columbus, Georgia area.

1.1.2 Contractor shall be required to relocate various size government offices ranging in size up to 50,000 square feet. Distances involved in office moves range from moves within the same building, total office relocations to different buildings within the installation and movement to storage facilities within the Columbus Georgia area. The maximum distance from origin(s) to destination(s) is 30 miles. The Line Item numbers of the BPA will identify the types of moves to different floors.

1.1.3 Most of the buildings on the Fort Benning installation do not have elevator service. Offerors should factor extra labor costs involved in moves to different floors in the square foot unit price. If elevator service is available, the move will be based on the cost of a First Floor/Basement move.

1.1.4 The total square footage for each move will be calculated by the square footage of the office area to be moved at origin. The pricing schedule will be broken down into separate line items for square foot cost variations on moves to different floors. Line items applied for moves to different floors will be based upon the floor level at the building of destination. Moves which involve relocation from a higher floor to a lower floor within the same building will utilize the first (1st) floor unit price. Accessorial services required for each move will be negotiated based upon the hourly rate specified by the contractor in the bid schedule. The hourly rate specified by the contractor in the bid schedule shall be for one man labor hour.

Storage services required for each move will be negotiated based upon the cost per square foot rate specified by the contractor in the bid schedule. Move coordination service required for the contract will be negotiated based upon the hourly rate specified by the contractor in the bid schedule.

1.1.5 For the purpose of this BPA, when an occupant is being moved from a partitioned area, the area will be measured by the length and width of the partition to calculate square footage to be moved. When the occupant or area to be moved is not partitioned, but is within the area of a large room, the perimeters of the occupied area will be measured by the length and width of the perimeter of the area to determine square footage to be moved. If an entire room or area is to be moved then, the interior walls will be measured from the farthest point of the length and width of the room or area to determine square footage to be moved.

1.1.6 Contractor shall factor all move variations into their offers.

Some moves will be very simple, requiring only the movement of government property within the same building. Other moves may be more difficult because of outside entry problems (such as the lack of a loading dock or clearance to the dock which is too low for a tractor trailer); hindrances caused by other contractors delivering, cleaning, constructing, etc.; and offices which are at the far end of a long interior hall. Variations in the difficulty (or lack thereof) found at origin and destination will not be valid areas under this BPA for the government to either reduce or increase the price to the contractor.

1.2 Personnel. The contractor shall furnish adequate supervision, labor, materials, supplies and equipment necessary to perform all the services contemplated under this BPA. Contractor shall staff an office at all times during normal working hours with personnel authorized to coordinate, and arrange for services required under this BPA. Normal working hours are 8:00 A.M. to 5:00 P.M., local time, Monday through Friday, excluding legal public holidays. All contractors shall have available an English reading, speaking and writing employee at all times during packing and unpacking services.

Any personnel appearing to be under the influence of alcohol or drugs or using abusive language shall be replaced with qualified personnel for completion of services being performed.

1.3 Manhour Report. The contractor shall furnish to the

Contracting Officer and COR, not later than the fifth working day of the following month, a written report by job classification as to the total number of hours worked by category (routine, on-call, and on-site performance, coordination) during the month in the accomplishment of the services under this contract.

1.4 Operating Authority Requirements for Contractors. The

provisions of the Federal Acquisition Regulation (FAR) Clause 52.247-3, titled "Capability to Perform a Contract for the Relocation of a Federal Office," are applicable for qualification to perform services under this requirement. Prospective contractors shall verify intrastate transportation operating authority by submission of a certificate issued by the appropriate state regulatory body.

1.5 Inaccessible Areas. In meeting the requirements of this PWS the contractor is not required to remove/replace property from an attic, crawl space or any area that is not accessible by a permanent stairway, does not include ladders or pull down stairways, nor any areas that are not adequately lighted, do not have finished floors or do not allow a person to stand erect. The contractor will not be required to disconnect or reconnect any wiring of articles moved under this BPA and will not be required to perform any plumbing, electrical or carpenter services, etc., to include removal or installation of television antennas, air conditioners or radio antennas.

1.6 Contractor Manpower Reporting. The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all required information using the following web address: https://cmra.army.mil

The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer’s Representative (2) Blanket Purchase Agreement number (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-hours (including sub-contractors);

As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year.

Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractor's systems to the secure web site without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website.
