REMOTE CAMP OPERATION, MAINTENANCE, AND SUPPORT
5.10.1 INTRODUCTION
The Contractor shall maintain and repair buildings and structures; operate and maintain the water treatment and wastewater facilities; maintain and repair the heating, ventilation, and air conditioning (HVAC) systems; maintain and repair utility systems; perform grounds and surfaced area maintenance and repair unless otherwise specified in this Contract. Various locations will require different work to be performed as described below. All work shall be performed by qualified personnel as determined by the KO and Contractor management, and in accordance with applicable laws, regulations, the requirements of Section C-1, and documents in Section C-6. Technical Exhibits provide expanded information for this Functional Area. The Contractor shall provide Facilities Engineering support at Camp Merrill.
5.10.2 FACILITIES ENGINEERING SCOPE OF SERVICES
5.10.2.1 Work Area and System Description
Operation and maintenance areas covered under this Contract include, but are not limited to, the following:
• Buildings and structures

5.10.2.2 Work Management and Control. All other facilities related work orders and service order reception at Camp Merrill will be handled IAW the provisions set forth in paragraph 5.1.2.
5.10.2.2.1 Reporting Requirements. The Contractor shall prepare, submit, and maintain all records and reports as specified herein and in accordance with the Contract Data Requirements Lists (CDRLs) in Technical Exhibit 1-004.
5.10.2.2.1.1 The Contractor shall maintain on site reports of all work performed at Camp Merrill.
5.10.2.2.2 Publications and Forms. Specific publications and forms required for the accomplishment of work described in this Functional Area are listed in Section C-6.
5.10.2.2.3 Buildings and Structures. The Contractor shall maintain buildings and structures located at Camp Merrill in accordance with all Federal regulations and
C -5 C -5 professional standards to include, but not limited to, the National Electric Code (NEC), Uniform Plumbing Code (UPC), American Society of Heating, Refrigeration, and Air Conditioning Engineers (ASHRAE), and the American National Standards Institute (ANSI).
5.10.2.2.4 Utility Systems. The Contractor shall maintain, operate, and repair utility systems to include, but not limited to, water distribution systems, plumbing systems, and fuel distribution systems. All work on utility systems shall conform to Environmental Protection Agency (EPA) regulations and State of Georgia permits and mandates.
5.10.2.2.5 HVAC Systems. The Contractor shall maintain and repair HVAC equipment and systems to include, but not limited to, boilers, refrigeration, chillers, and cooling towers. All work shall be performed in accordance with all applicable manufacturer recommendations and ASHRAE, Occupational Safety and Health Administration (OSHA), EPA, National Fire Protection Association (NFPA), 92 CFR, 49 CFR, ANSI, UPC, and National Electric codes, regulations, and standards.
5.10.2.2.6 Grounds Maintenance. The Contractor shall perform mowing, trimming, edging, aeration, and fertilization; weed and brush control; flower bed services; tree and shrub pruning; erosion control; debris, drain, and ditch cleanup; inspecting and correcting damage caused by pest infestation, vehicles, and storms; landscaping operations; and other services as required herein to provide complete grounds maintenance.
5.10.2.2.7 Surfaced Area Maintenance. The Contractor shall perform maintenance and repair of surfaced areas, including roadways, parking lots, trails, widened shoulders, gravel and earth surfaced areas, bridges, and associated structures and appurtenances. Camp Merrill has a Letter of Understanding with the National Forest Service (NFS) regarding the use of NFS roads and trails and their respective maintenance. This letter is contained within the Technical Library. The Contractor shall maintain the roads detailed in the Letter of Understanding in accordance with the agreement. The Contractor shall also meet with a representative from the NFS to coordinate and clarify road maintenance activities on Forest Service land.
5.10.2.2.8 Water Plant and Sewage Processing
5.10.2.2.8.1 Camp Merrill Water Treatment Plant. The Contractor shall be responsible for the operation of the Micro Floc Water Treatment Plant located on Camp Merrill. A schematic of the water treatment plant at Camp Merrill can be found within the Technical Library.
5.10.2.2.8.2 Sewage Processing at Camp Merrill. The Contractor shall process sewage and maintain the sewage lagoon, pump house, and associated equipment at Camp Merrill. Typical operation involves the collection of raw sewage via gravity mains into a sewage lagoon. The contractor then pumps the sewage on an as needed basis to a series of sprayers that disperse the waste on adjacent spray areas designated. The State of Georgia permit allowing the sewage spraying can be found within the Technical Library and must be renewed every five years. The Contractor shall perform all wastewater processing, operation, maintenance, and repair in accordance with the Plan of Operation Management for the Spray Irrigation System at Camp Merrill. A copy of this plan can be found within the Technical Library.
5.10.2.2.8.3 Operation. The Contractor shall operate the water treatment plant located at Camp Merrill. The Contractor shall perform sewage processing at Camp Merrill. In addition, the Contractor shall respond to emergencies 24 hours per day, seven days per week, including Federal holidays.
5.10.2.2.9 Equipment Operators. All Contractor personnel operating mobile equipment and vehicles shall possess a valid state operator's license, to include Commercial Driver’s Licenses (CDLs) with special permits to include air brakes and hazardous endorsements, if required for the equipment and vehicles operated. Contractor motor vehicle drivers and equipment operators shall be appropriately qualified, certified, and licensed.
5.10.3 FACILITIES ENGINEERING SCHEDULED TASKS AT CAMP MERRILL
The Contractor shall perform the tasks described below on a recurring or scheduled basis and record the work under approved Standing Operating Orders (SOOs). The Contractor shall be responsible for performing and scheduling all inspections and preventive maintenance actions in accordance with the paragraphs that follow and with current Federal, State, local, and Army regulations. A list of required scheduled tasks is provided in Technical Exhibit 5.10-001. The Contractor shall repair all defects found when performing preventive maintenance. If a requirement for further repair work on any equipment is identified during the performance of scheduled tasks, the Contractor may be required to accomplish such work on an approved Service Order (SO) or Individual Job Order (IJO).
5.10.3.1 Buildings and Structures Maintenance
5.10.3.1.1 Electrical Preventive Maintenance
5.10.3.1.1.2 Smoke Detectors. The Contractor shall perform preventive maintenance on smoke detectors on a quarterly basis. The Contractor shall report missing or defective smoke detectors, building number, and point of contact to the KO in writing (CDRL 51 0R001 )Monthly by the end of the first week of the following month, and replace or repair them as appropriate. There are one each in all sleeping areas, kitchens, and equipment rooms in all other buildings such as barracks, administration buildings, and dining facilities.
5.10.3.1 .1 .3 Grounding Point Checks. The Contractor shall perform grounding point checks on the ammunition supply area, fences, and the airfield on an annual basis. The Contractor shall submit an IJO (4283) to correct all discrepancies found within three working days. The Contractor shall complete a Ground Safety Check Form (CDRL 51 0R002) detailing the locations of ground points, the type of ground point, the reading taken, any discrepancies found, and the corrective action performed. The Contractor shall submit the completed Ground Safety Check Form to the KO within five working days of the completion of the ground point checks.

5.10.3.1.2 Fire Alarm System Checks
5.10.3.1.2.1 Alarms. The Contractor shall perform preventive maintenance on fire alarms located at the Troop Barracks and all other buildings identified in Technical Exhibit 5.10-001 on a quarterly basis. In addition, the Contractor shall respond to all “trouble” calls identified by the Fire Department.
5.10.3.1 .2.2 Fire Sprinkler Systems. The Contractor shall charge fire sprinkler systems on an annual basis. The Contractor shall be responsible for the fire sprinkler systems found in the buildings identified in Technical Exhibit 5.10-002.
5.10.3.1 .3 Winterization and Dewinterization of Buildings and Other Systems.
5.10.3.1.3.1 The Contractor shall winterize and dewinterize an average of 4 non- heated facilities and other non-heated systems per year, to include, but not limited to, various unheated water-supplied areas at Camp Merrill. In addition, the Contractor shall identify and correct deficiencies that present a potential for freeze damage or water leak damage. Other winterizations and dewinterizations shall be performed as unscheduled tasks upon receipt of a valid work document. The Contractor shall complete the winterization or dewinterization of buildings and other systems within 14 calendar days after receipt of a notice to proceed from the KO.
5.10.3.1 .3.2 Heaters. Prior to the start of the heating season, the Contractor shall perform preventive maintenance on heaters and heating systems to ensure that units are operating and burning properly. The Contractor shall specifically inspect the heaters located in the buildings identified in Technical Exhibit 5.10-003. In addition, on a quarterly basis, the Contractor shall remove and replace filters in the buildings contained in Technical Exhibit 5.10-003.
5.10.3.1.3.3 Gas-Fire Water Heaters. Prior to the start of the heating season, the Contractor shall perform preventive maintenance on gas-fired water heaters to include the circulating pump, if applicable, to ensure that units are operating and burning properly. The Contractor shall inspect the gas-fired water heaters in the buildings identified in Technical Exhibit 5.10-004.
5.10.3.1 .3.4 Ventilation Systems. Prior to the start of the heating season, the Contractor shall perform preventive maintenance on ventilation systems. The Contractor shall maintain and repair the ventilation systems identified in Technical Exhibit 5.10-005.
5.10.3.1 .3.5 Chilled Water Systems. During the cooling season, the Contractor shall check and perform preventive maintenance on chilled water systems at Camp Merrill to ensure proper operation.
5.10.3.1 .3.6 Winterization. Winterization shall include, but is not limited to: disassembling parts or equipment of building plumbing, electrical or other equipment; turning off utilities including, but not limited to, electricity and water; adding antifreeze to mechanical systems; checking mechanical systems including, but not limited to, the plumbing system, heating system, and building equipment for proper operation; repairing leaks and malfunctions; and turning water off at underground shutoff valves. The Contractor shall make all necessary repairs to place these facilities and systems in proper operation within 14 calendar days after the receipt of notification to proceed from the KO.
5.10.3.1 .3.7 Dewinterization. Dewinterization shall include, but is not limited to: reassembling removed parts or equipment of building plumbing, electrical or other equipment; turning on utilities including, but not limited to, electricity and water; draining and flushing antifreeze from mechanical systems; checking mechanical systems including, but not limited to, the plumbing system, heating system, and building equipment for proper operation; repairing leaks and malfunctions due to freeze related damage; and turning water on at underground shutoff valves. The Contractor shall make all necessary repairs related to freeze damage to place these facilities and systems in proper operation within 14 calendar days after the receipt of notification to proceed from the KO.
5.10.3.1.4 Safety
5.10.3.1 .4.1 Test: Conduct semi-annual stress and drop tests at Camp Merrill Rappelling Tower/Lower Mountain Rappelling Wall, and IAW FM 21-20, Technical Exhibit 5.11-004. The drop test and static test shall be conducted on all fall/climbing nets. A static load test will be conducted on all other anchor points at these courses. Examples of anchor points include eyebolts used for rappelling anchor points, eyebolts used for vertical climbing ropes, and anchor points on other climbing structures. The drop and static tests shall be conducted with a sand bag weighing at least 400-pounds.
5.10.3.1 .5 Dining Facility Equipment Maintenance
5.10.3.1.5.1 The Contractor shall perform maintenance and repair of Government-owned dining facility equipment at Camp Frank D. Merrill. The Contractor shall perform services as required herein to provide complete maintenance of dining facility equipment. The Contractor shall replace parts and assemblies as necessary to ensure that all equipment is fully mission capable (FMC). See Functional Area 5.3 for equipment maintenance associated with the dining facility at Camp Merrill, Ga.
5.10.3.1 .5.2 Work Area and System Description. Typical dining facility equipment covered under this Contract is shown in Technical Exhibit 5.3-002
5.10.3.1 .5.3 Preventive Maintenance of Dining Facility Equipment. The Contractor shall perform preventive maintenance on dining facility equipment in accordance with manufacturers’ operator and maintenance manuals on a semi- annual basis unless otherwise specified. Technical Exhibit 5.2-010 lists the PM tasks associated with the various types of equipment. The Contractor will maintain preventive maintenance records in accordance with AR 750-1 and DA Pam 750-8. The Contractor shall prepare and submit a service order within one working day after discovering any work that exceeds the scope of the PM requirements. Those repairs shall be made via that service order vice the PM work order.

5.10.3.2 Utility Systems Operation and Maintenance
5.10.3.2.1 Water Tower Lighting. On a monthly basis, the Contractor shall perform preventive maintenance on one water tower and tank lighting. This maintenance shall include, but is not limited to, testing all systems and units for correct operation; replacing defective bulbs, fixtures, or components; and testing the cathodic protection systems. See TE 5.2-001
5.10.3.2.2 Deleted
5.10.3.2.3 Propane Fuel Distribution Systems. Camp Merrill uses propane as its primary fuel with a total storage capacity of 38,000 gallons. On an annual basis, the Contractor shall inspect all propane distribution lines for possible leaks or damage. The Contractor shall perform maintenance or repairs to lines upon the discovery of any damage or leaks. In addition, a minimum of every three years, the Contractor shall paint approximately 34 propane tanks and perform all required maintenance to ensure the proper operation of the tanks. TE 5.4-004a
5.10.3.3 HVAC Systems Operation and Maintenance
5.10.3.3.1 Air Conditioning to Heat and Heat to Air Conditioning Changeover. The Contractor shall perform changeover of the HVAC systems in the Troop Barracks located in Building 61. The Contractor shall maintain a report of all work performed for changeover services, including date, hours expended, equipment name/number, and facility name/number.
5.10.3.3.2 Heat to Air Conditioning. The Contractor shall begin start-up of all applicable cooling systems and shutdown of all applicable heating systems, historically on approximately 15 April to 15 May, and complete the start-up within 15 calendar days. Climatic variations may require the KO to direct changeover of seasonal equipment at dates earlier or later than those specified. During changeover, the Contractor shall take corrective action via a SO or IJO if any operational deficiencies are identified.
5.10.3.3.3 Shut-down of Steam Boilers. At the end of the operating season, the Contractor shall add dispersant several days prior to shutdown, drain the system, flush the system, and lay the system up with treated water. TE 5.10-006
5.10.3.3.4 Air Conditioning to Heat. The Contractor shall begin shutdown of all applicable cooling systems and start-up of all applicable heating systems, historically on approximately 15 October to 15 November, and complete the changeover within 15 calendar days. Climatic variations may require the KO to direct changeover of seasonal equipment at dates earlier or later than those specified. During changeover, the Contractor shall take corrective action via a SO or IJO if any operational deficiencies are identified.
5.10.3.3.5 Chiller. On an annual basis, the Contractor shall perform preventive maintenance on 2 chillers located at Camp Merrill TE 5.10-007. Maintenance tasks shall include, but are not limited to:
a. Checking oil levels, temperature controls, thermostats, pressure gauges, and electrical connections.
b. Checking for leaks and change oil and filters. c. Cleaning condensers and rod tubes.
d. Lubricating and repacking bearings.
e. Checking alignment, operation, and amperage.
f. Cleaning and overhauling chiller pumps, and calibrating the system.
g. Check and change oil on vacuum pumps.
5.10.3.3.6 Circulating Water Pumps. As part of the changeover from heat to air conditioning and air conditioning to heat, the Contractor shall perform preventive maintenance on approximately three circulating water pumps on heating and air conditioning systems, to ensure their efficient and correct operation.
5.10.3.4 Grounds Maintenance
5.10.3.4.1 Airfields, Parachute Landing Platforms, and Mock Areas. Every two weeks during the growing season, the Contractor shall mow the airfield and the areas surrounding the parachute landing platforms, and mock areas.
5.10.3.4.2 Landfills. On a monthly basis, the Contractor shall mow the two landfills during the growing season and ensure that the ground cover for the landfills has not been compromised. Upon discovery of any bare spots within the landfill ground cover, the Contractor shall immediately re-establish cover in that area.
5.10.3.4.3 Landing Zones. The Contractor shall mow the landing zones on Yohna Mountain on a monthly basis during the growing season so as to avoid conflicts with mission requirements.
5.10.3.4.4 Landfill Operations and Maintenance. Camp Merrill has a separate service contract for the monitoring of methane gas and water quality at the two landfills that support the Installation; however, the Contractor shall support the service contractor’s quarterly inspections of these levels as required. In addition, on a semi-annual basis, the Environmental Protection Division (EPD) of the State of Georgia performs an inspection of the landfills. The Contractor shall support and facilitate this inspection as required and shall perform all required work to correct deficiencies identified during the inspection.
5.10.3.5 Surfaced Area Maintenance
Camp Merrill has a Letter of Understanding with the NFS regarding the use of NFS roads and training areas and their respective maintenance. This letter is contained within the Technical Library. The Contractor shall maintain the roads detailed in the Letter of Understanding in accordance with the agreement. The Contractor shall also meet with a representative from the NFS to coordinate and clarify road maintenance activities on Forest Service land. The contractor shall blade and grade approximately 40 miles of surfaced area as required. The contractor shall pull ditches, clean culvert heads and pipe a minimum of two times a year or more if needed. on and around approximately 40 miles of surfaced areas to prevent any blockage. In addition, on an annual basis, the Contractor shall inspect the NFS roads to identify necessary repairs. Upon identification of any deficiencies on the roads, the Contractor shall service the roads in accordance with the Letter of Understanding.
5.10.3.6 Water Plant and Sewage Processing
5.10.3.6.1 Water Treatment Plant. The Contractor shall operate, maintain, and repair the Micro Floc Water Treatment Plant located on Camp Merrill. All work shall be in accordance with EPD, State of Georgia regulations, TM 5-813-3 and TM 5- 814-7, and the Plan of Operation Management for the Spray Irrigation System at Camp Merrill. A schematic of the water treatment plant at Camp Merrill can be found within the Technical Library.
5.10.3.6.2 Water Testing. The Contractor shall test the water at the water treatment plant for pH, turbidity, and chlorine every hour during operation. The Contractor shall record these test results in the daily operator’s report and submit these results within the Water Treatment Report that is submitted on a monthly basis to the State of Georgia with a copy to Environmental Management Division (EMD) located at Fort Benning for approval (CDRL 51 0R003). For Violation of Regulation Report, submit CDRL 51 0R005.
5.10.3.6.3 State Sampling Requirements. On a monthly basis, the Contractor shall send a microbiological sample to the State of Georgia for analysis. Annually, the Contractor shall submit a nitrate and nitrite sample to the State for analysis.
5.10.3.6.4 Operational Maintenance Requirements. The Contractor performs all preventive maintenance of water treatment plant equipment in accordance with the timeframes as specified in EPD regulations.
5.10.3.6.5 Monitoring of Sewage Processing Operation.
5.10.3.6.5.1 The Contractor shall monitor each stage of the sewage process at Camp Merrill to ensure that the sewage output falls within all environmental requirements. The handling of all waste and sewage shall be in accordance with TM 5-813-3, TM 5-814-7, the Installation Operation Plan for Spraying of Fields, and all other applicable Federal, State, local, and Army regulations. If, through routine testing, the Contractor determines or is informed by the State of potential run-off from the spraying of sewage, the Contractor shall take corrective action to end the run-off. In addition, the Contractor shall continue to test the surrounding water systems for possible contamination for a period of time determined by the State of Georgia or the KO.
5.10.3.6.5.2Flow Meter on Retention Basin. On a daily basis, the Contractor shall read the water flow meter located on the north side of the lagoon or retention basis. The Contractor shall document the total number of gallons of water that came into the basin and the total number of gallons that was sprayed in the daily operators report.
5.10.3.6.5.3 Wastewater Report. The water test results and the daily flow meter results shall be incorporated into the monthly Wastewater Report which is submitted to the State of Georgia with a copy to EMD located at Fort Benning for approval (CDRL 510R004).
5.10.3.6.5.4 Sewage Spraying. When the sewage level in the retention basin reaches the designated level, the Contractor shall turn the pump house on to commence spraying. The Contractor shall inspect the pump house and the related sewage spraying equipment hourly during spraying operations. Requirements of the hourly inspections shall include, but are not limited to, visually checking the spray heads, checking the pump pressure gauges, and checking the line pressure. The Contractor shall perform all identified minor repairs or shall inform the KO of all major repairs exceeding the established thresholds. All work shall be in accordance with the Wastewater Treatment Facility SOP and all other applicable regulations.
5.10.3.6.5.5 Assistance to Other Organizations. Currently, a separate service contract is in place at Camp Merrill for the testing of phosphates, nitrogen, BOD, and pH at monitored wells (done on a quarterly basis); fluoride and electrical conductivity (done semi-annually); sodium, calcium, potassium, and soil samples (done annually); and lead, mercury, and organics at the monitored wells (done annually). However, the Contractor shall be required to support and facilitate each of these testing requirements on a scheduled basis.
5.10.4 FACILITIES ENGINEERING UNSCHEDULED TASKS
The Contractor shall perform the tasks described below when initiated through either a SO or an approved IJO. All work shall be performed in accordance with the standards set forth in Section C-5, unless otherwise directed by the KO. In addition to the items listed, there are special event that are to be supported by the Contractor. These include but are not limited to Ranger Open House, Graduations, Change of Commands, and Family Day.
5.10.4.1 Buildings and Structures Maintenance
The Contractor shall perform all unscheduled maintenance on buildings and structures at Camp Merrill in accordance with the requirements as specified in Functional Area 5.2, Buildings and Structures Maintenance.
5.10.4.2 Utility Systems Operation and Maintenance
The Contractor shall perform all unscheduled maintenance of utility systems in accordance with the requirements as specified in Functional Area 5.4, Utility Systems Operation and Maintenance.
5.10.4.3 HVAC Systems Operation and Maintenance
The Contractor shall perform all unscheduled maintenance of HVAC systems in accordance with the requirements as specified in Functional Area 5.5, HVAC Systems Operation and Maintenance.
5.10.4.4 Grounds Maintenance
The Contractor shall perform all unscheduled grounds maintenance in accordance with the requirements as specified in Functional Area 5.6, Grounds Maintenance.
5.10.4.5 Surfaced Area Maintenance
The Contractor shall perform all unscheduled surfaced area maintenance in accordance with the requirements as specified in Functional Area 5.7, Surfaced Area Maintenance.
5.10.4.6 Water and Wastewater Plant Operations and Maintenance
The Contractor shall perform all unscheduled operations and maintenance of the water and wastewater plants in accordance with the requirements as specified in Functional Area 5.10, Water and Wastewater Plant Operation and Maintenance.
