Functional Area 5.11
RANGE MAINTENANCE
5.11.1 INTRODUCTION
The Contractor shall perform replacement, installation, repair, and maintenance in the range facilities and areas at Fort Benning. The Contractor shall perform the tasks specified herein, based on requirements for training support of individuals, groups, or units in maneuver, equipment and weapons systems operation, and combined arms tactical operation. The Contractor effort shall be sufficient to provide functionally usable range facilities fully capable of supporting the Fort Benning training and support mission. The Contractor shall be responsible for providing timely service and maintenance to minimize any disruption of the training mission. The Contractor shall maintain ranges, associated range areas, range equipment, structures, and perform other special services. Qualified personnel in accordance with applicable laws, regulations, and documents in Section C-6 shall perform all work and Government developed annual and long range plans. Work must be coordinated with Range Division, Directorate of Operations and Training (DOT) at all times.
5.11.2 SCOPE OF SERVICES
5.11.2.1 Work Area and System Description
A list of ranges, including but not limited to, for which the Contractor shall be responsible is provided in Technical Exhibit 5.11-001. A map of range areas is provided in the Technical Library.
5.11.2.1.1 Types of Ranges. Types of ranges to be supported by the Contractor at Fort Benning include, but are not limited to, the following:
· Rifle ranges
· Pistol ranges
· Tank ranges
5.11.2.1.2 Areas Covered. Areas to be covered by the Contractor at Fort Benning include, but are not limited to, the following:
· Range facilities
· Training facilities such as obstacle courses
· Targets
· Berms
· Support structures
· Ammunition sheds
· General buildings
· Guard, watch, and control towers
· Platforms
· Latrines
5.11.2.2 Work Management and Control
5.11.2.2.1 Reporting Requirements. The Contractor shall prepare, submit, and maintain all records and reports as specified herein and in accordance with the Contract Data Requirements List (CDRLs) in Technical Exhibit 1-004.
5.11.2.2.2 Publications and Forms. Specific publications and forms required for the accomplishment of work described in this Functional Area are listed in Section C-6.
5.11.2.2.3 Coordination with Range Division Office. The Contractor shall coordinate with the Range Division Office to integrate maintenance operations with training support operations. Each and every Contractor activity (maintenance, grounds, repair, etc.) taking place in or adjacent to any range shall be cleared and approved by the Range Division Office to ensure the safety of Contractor personnel. Upon receipt of a Service Order (SO) or Individual Job Order (IJO), the Contractor shall telephone the Range Division Office to schedule work during available timeframes. Upon arriving at impact areas (both high impact and low impact), the Contractor shall wait for Range Division to open all secured gates and provide access for equipment and Contractor employees. The Contractor shall use radio communications with Range Control when obtaining clearance for performing work forward of the firing line, only after obtaining clearance from the Range Facility Management Support System (RFMSS). The RFMSS is the software that is used to schedule all maintenance on range facilities.
5.11.2.2.3.1 Gate Clearance. The Contractor shall coordinate gate access to ranges through Range Division Operations. DOT may supply the Contractor with an updated list of contacts that could be called directly for gate access.
5.11.2.2.4 Organizational Maintenance. The units using the respective ranges perform certain preventive maintenance tasks and general replacement of components. This may include cleaning and oiling mechanisms and targets, as well as re-installing lifters and other mechanisms. Technical Exhibit 5.11- 002 provides a Maintenance Allocation chart to add further detail on this topic.
5.11.2.2.5 Response Time. Work shall be performed in accordance with the priority set by the Government. Due to the heavy use of ranges, ranges shall be repaired within the timeframes specified by the Government so as not to delay future use of the range. The Contractor shall be prepared to maintain and repair ranges in accordance with SO priorities listed in Section C-5.
5.11.2.2.6 EXODUS. The Contractor shall be aware that the flow of range work is often dictated by the period called EXODUS, the break in training which normally occurs between approximately December 15th and January 1st. During the EXODUS period, access to ranges will increase significantly thereby allowing easier repair and maintenance.
5.11.2.2.7 Working Inventory. The Contractor shall maintain a working inventory of essential supplies and materials readily available for use on the range to reduce down time. This may include, but not be limited to: skip plates, lumber, wood frames, security gates, and rails.
5.11.2.2.8 Safety Considerations and Staffing. It is suggested that Contractor assess risks inherent to some of the range and training sites. The Contractor shall determine appropriate staffing number.
5.11.2.2.9 Equipment Operators. All Contractor personnel operating mobile equipment and vehicles shall possess a valid state operator's license, to include Commercial Driver’s Licenses (CDLs) with special permits to include air brakes and hazardous endorsements, if required for the equipment and vehicles operated. Contractor motor vehicle drivers and equipment operators shall be appropriately qualified, certified, and licensed.
5.11.3 SCHEDULED TASKS
5.11.3.1 Grading of Course and Range Roads
The Contractor shall grade course and range roads on a monthly/quarterly/semi-annual schedule IAW TE 5.11-003, allowing for weather conditions, (i.e. excessive moisture, cold weather where the ground is frozen). As part of this requirement, the contractor shall submit CDRL 511R001, one week prior to the beginning of each month describing the work need (i.e. severe roadside erosion, sinkholes or other problems) with locations, for the upcoming month, for KO approval.
Gravel/stone/rock will be utilized as required up to a maximum of 5,000 tons per quarter. Recycled material may be used where appropriate. It is assumed that this will be a full-time requirement.
In addition to grading course/range roads, the Contractor shall also maintain approximately 100 miles of gravel and clay roads and repair erosion outside the maneuver boxes in the Good Hope Training area.
Work will need to be coordinated with Range Control on an as-needed basis.
All work covered under this requirement will be covered under a SOO.

5.11.3.2 Obstacle and Confidence Course
5.11.3.2.1 Sandhill Obstacle and Confidence Course: The Contractor shall replace all the ropes on obstacle number 2, at 6-month intervals, or as required by Directorate of Training (DOT), whichever comes first, at the Sand Hill Obstacle Course. The ropes shall be obtained from range maintenance, DOT. A record shall be kept on file of all rope replacements by position.
5.11.3.2.1.1 The Contractor shall provide a load of missile-free sand once quarterly (exact quantity needed to be determined at that time), for the low crawl obstacle at the Sand Hill Obstacle Course. The unit will spread the sand Self-Help. A running record shall be kept of the sand delivered.
5.11.3.2.1.2 The Contractor shall perform semi-annual inspections of all Obstacle and Confidence Courses identified in Technical Exhibit 5.11-004, to identify deficiencies. Deficiencies shall be submitted on CDRL 511R002. The installation Safety Office will schedule inspections with the contractor. COR shall be notified of scheduled inspection time with Post Safety. The deficiencies shall be completed and COR notified within 15 calendar days, and charged to an approved SOO. The inspections shall be conducted in the months of March through April, and October through November as outlined in Technical Exhibit 5.11-004.
5.11.3.2.1.3 Static and drop testing on Obstacle and Confidence Courses: The Contractor shall conduct semi-annual stress and drop tests in conjunction with inspections described in the above para, 5.11.3.2.1.2 on Obstacle and Confidence Courses specified in Technical Exhibit 5.11-004, and IAW FM 21-20. The drop test and static test shall be conducted on all fall/climbing nets. A static load test will be conducted on all other anchor points at these courses. Examples of anchor points include eyebolts used for rappelling anchor points, eyebolts used for vertical climbing ropes, and anchor points on other climbing structures. The drop and static tests shall be conducted with a sand bag weighing at least 400-pounds.
5.11.4 UNSCHEDULED TASKS
The Contractor shall perform range maintenance and repair to include those tasks specified below when initiated through either a SO, approved IJO, or WO.
5.11.4.1 Equipment Maintenance and Repair
5.11.4.1.1 Targets. The Contractor shall maintain, repair, or replace components of the target mechanisms and target systems The Contractor shall be responsible for fabricating (but not installing) all targets required for the operation of the range. Fabrication must be in accordance with the requests of Range Division Operations, units, or other interested parties. Soldiers will be responsible for producing and installing silhouettes and paper targets on ranges.
5.11.4.1.2 Fabrication of Various Targets. The Contractor shall be responsible for fabricating and providing the hard targets (frames) for all of the ranges using such targets. The Contractor shall also fabricate T-72 and BMP Frontal, T-72 and BMP Flank, BRMD Front Targets, BBS Bradley Bore Sight Screening Panels, and various other wooded targets specified in TC 25-8. During the course of the year, an average of 600 targets are fabricated. More than 650 target frames are also constructed.
5.11.4.1.3 Skip Plates. The Contractor shall be responsible for repairing and replacing skip plates in front of targets, as required and as requested, to ensure maximum target protection.
5.11.4.1.4 Rails. The Contractor shall maintain rails used for targets in accordance with Installation specifications. Rails shall be bonded electrically and continually and shall be effectively grounded. The Contractor shall maintain the third rail and its protective covering by inspecting, repairing, and replacing components that have been damaged, separated, or in need of repair. The Contractor shall also inspect and maintain proper grounding, brackets, rail fasteners, and rail brackets.
5.11.4.1.5 Scoring and Tracking Systems. The Contractor shall be responsible for repairing and maintaining all scoring and tracking systems. The Contractor shall repair computer operated control systems to ensure accurate and timely recording of scores.
5.11.4.1.6 Lane Markers. The Contractor shall be responsible for fabricating, installing, and maintaining lane markers. This shall include, but not be limited to: ensuring that sight paths are clear down lanes; painting markers; installation of markers; and fabricating markers.
5.11.4.1.7 Communications-Electronics Equipment. The Contractor shall test, replace, and repair the control systems and components of all ranges so as to operate the targets and other apparatus without interfering with the range schedules or operations. The Contractor shall maintain electrically operated control systems to ensure accurate and timely control responses. The Contractor shall inspect the electrically operated control systems and their components and shall maintain, repair, and replace defective components, parts, and cards
5.11.4.1.8 Automated Tank Range Target System. The Contractor shall maintain and repair all components and radio controls of the automated tank range target system. The Contractor shall be responsible for the power from the tower to the targets themselves, as well as the targets.
5.11.4.1.9 Warning Lights. The Contractor shall repair and install warning lights including, but not limited to: down range right and left limits of the BFV/Tank ranges and heat thermal panels.
5.11.4.2 Grounds Maintenance and Repair
5.11.4.2.1 Roads and Trails. The Contractor shall be responsible for maintaining all roads and trails to and from ranges and other training areas. The Contractor shall maintain access and entrance roads and trails of each range so that the wheeled and tracked vehicles are able to fully use trails in a safe and efficient manner at all times. Responsibilities shall include, but not be limited to, providing gravel in areas suffering from erosion, and grading gravel and dirt roads to and from the range. The Contractor shall maintain roads and trails to ensure that they are free from potholes, cracks, and obstacles and that the surfaces are well drained and in a high state of repair.
5.11.4.2.1.1 Sufficient and Proper Drainage. The Contractor shall maintain surfaces, ditches, culverts, and other water conveyances to adequately drain the ranges, roads, and other associated range areas to permit wheeled and tracked traffic to fully use the ranges safely. The Contractor shall repair surfaces, culverts, and other damaged water conveyances and remove debris from them to ensure proper drainage.
5.11.4.2.1.2 Erosion Control. The Contractor shall inspect and remediate erosion of all ranges and associated areas, in consultation with and under the direction of the Environmental Management Division (EMD). This includes, but is not limited to, ranges, contiguous areas, roads, trails, parking areas, turn pads, bivouac areas, target pits, and rail systems.
5.11.4.2.1.3 Terrain Restoration. The Contractor shall be responsible for restoring terrain to its original condition by providing soil, grading, and re-planting. The Contractor shall provide the EMD with any and all plans to restore terrain in and around range areas. The Contractor shall follow all applicable Federal, State, local, and Army environmental regulations.
5.11.4.2.2 Retaining Walls. The Contractor shall maintain and repair retaining walls used on ranges.
5.11.4.2.3 Turn Pads. The Contractor shall maintain concrete, gravel, and earth turn pads to ensure that surfaces and curbs are free from cracking, potholes, and other obstacles and that the surfaces are maintained with concrete or gravel to allow the smooth turning of wheeled and tracked vehicles.
5.11.4.2.4 Obstacle Courses, Ropes, and Other Training Devices. The Contractor shall maintain the grounds in and around all obstacle courses as well as the equipment on the courses. The equipment includes, but is not limited to ropes, wooden obstacle courses, wooden structures, and rope ladders. The KO will provide rope and netting.
5.11.4.2.5 Tank Trails. The Contractor shall be responsible for the timely grading of tank trails and providing gravel to requested areas on a timely basis so not to detrimentally affect the training mission and general operation of all tank ranges and training grounds. This shall include, but not be limited to: repairing culverts; spreading gravel or clay; and cutting new trails.
5.11.4.2.6 Bridges, Fords, and Other Mobility Structures. The Contractor shall maintain bridges, bridge abutments, and spans so that they are able to safely and continuously carry tracked and wheeled vehicles in the weight class for which each bridge is designed. The Contractor shall inspect bridges upon request and record the results. Deficiencies will be reported within two hours to the KO. The Contractor shall fix and replace wood penetrated by ammunition.
5.11.4.2.7 Bivouac Areas. The Contractor shall maintain each bivouac area to ensure that utilities (water, electric, latrines, and storm systems) are in working condition.
5.11.4.2.8 Berms. The Contractor shall maintain berms by rebuilding and replacing fill material (i.e., clay, sand, or mulch) that has been displaced due to the impact of ordinance striking the berm during firing exercises. Berms shall be graded with a level area on top, shall have exactly the specified angle of attack, and shall be seeded and sodded to prevent erosion. Berms shall be constructed with maximum emphasis on protecting target mechanisms while simultaneously ensuring that targets are accessible for training purposes. Berms on tank ranges require a minimum width of 20 feet at their top.
5.11.4.2.9 Firing Positions. The Contractor shall be responsible for firing position structures. The Contractor shall be responsible for digging or re-digging holes on range facilities for foxhole installation; physically installing plastic, concrete, or wood coffins (as per specific requirement or DOT directions); providing appropriate drainage so to prevent pooling in firing positions; and to restore the terrain around foxholes and firing positions. Firing position cleaning will be the responsibility of soldiers. The Contractor shall be responsible for digging trenches per request to support the training function of the Installation.
5.11.4.2.10 Welding. Any repair associated with grounds maintenance equipment will be performed by the contractor. The personnel performing such work will have all applicable certifications.
5.11.4.3 Structures Maintenance and Repair
5.11.4.3.1 Painting. The Contractor shall only be responsible for the painting of exteriors of wooden structure buildings. The painting of the interior is an option of the particular unit and may be undertaken through Self-Help.
5.11.4.3.2 Electrical Systems. The Contractor shall maintain, repair, and install electrical system components including, but not limited to, wiring systems, conduit systems, cable systems, conductors, switches, receptacles, outlets, device plates, grounds, service equipment, motor control centers, control switchboards and consoles, lightning protection systems, fixtures, kitchen and building ventilating fans, sump pumps, and electrical heaters in all applicable buildings, structures, and facilities. Additional electrical maintenance requirements for motors, motor controllers (e.g., starters, contactors, or variable speed controllers), equipment status monitoring systems, pump controls, and similar electrical apparatus that is appurtenant to plant and mechanical equipment are included in the applicable section for the maintenance of that equipment. The Contractor shall also perform other electrical work such as: providing temporary electrical service as required; providing emergency lighting systems; determining estimates; testing circuits and load; providing standby electricians for special events; and escorting uncleared personnel.
5.11.4.3.3 Heating, Ventilation, and Air Conditioning (HVAC) Systems. The Contractor shall maintain, repair, and install HVAC system components located at range facilities upon the receipt of a valid work document. All work shall be performed in accordance with the standards specified in Functional Area 5.5, HVAC Systems Operation and Maintenance.
5.11.4.3.4 Welding. Any repair associated with structures maintenance will be performed by the contractor. The personnel performing such work will have all applicable certifications.
