Q & A
RFP W911SF-16-R-0004 Military Free Fall (MFF) Administrator and Subject Matter Expertise (SME)
Q1 - Has a contractor performed similar work to this for the government in the past?
If available, please provide the incumbent contract number.
A1 - This particular requirement has not been done by a contractor on Fort
Benning in the past.
Q2 - If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
A2 - This is a new requirement.
Q3 - Is this effort for one FTE? If so, may the contract manager serve as the MFF
SME?
A3 - This is for one full time employee (FTE) and who the personnel is will be up to the contractor.
Q4 - Due to these important questions, the quick turnaround for responses, and the
Federal Holiday this week, we would like to request a one or two week extension of the due date for receipt of offers?.
A4 - This requirement will not be extended at this time.
Q5 – When is the proposal due, in the SF1449 page 1 block 8 it states, 7 December
2015, but on page 65 (par. 2) it states 4 December 2015, which is correct?
A5 – All proposals are due 7 December 2015
Q6 - This effort requires pricing for DBA insurance for overseas travel. DBA pricing can vary drastically depending upon overseas location. To effectively bid this insurance, we would need to know tentative OCONUS travel locations. Please identify these.
A6 - It is very unlikely that the MFF Program Manager will travel OCONUS. In the event that they do, it would be to train with some of our partner forces executing bilateral training (i.e a MFF jump week with UK counterparts). They are unable to project exactly which country, if any, would be necessary for the contractor to have insurance coverage because they can and do change regularly.
