PERFORMANCE WORK STATEMENT (PWS)

Math Book Restoration April 2025

(POP 6/1/25-5/31/26)

Part 1 General Information

1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.

1.1 Description of Services/Introduction: This is a non-personal service(s) contract to have 29 Math books from the Archives and Special Collections sent for repair and conservation. The bindery will be completing specific repairs to improve the longevity of 29 individual books. The vendor will not need access to West Point or any other facility as all the work will be completed off-site at the Vendor’s offices. Proof of completion of the work will be gained via the return of the same 29 archival Math books with specific requisite repairs completed. See 1.3 Scope for more details.

1.2 Background: The collection of archival Math books at the Archives and Special Collections of USMA Library has been in need of restoration to prolong the longevity of these resources. A gift fund for the restoration of this specific collection has been provided by a generous donor.

1.3 Scope: The Contractor shall provide the following non-personal service(s).

1.3.1 Proof of Expertise: The vendor will provide examples of fine-craftsman handiwork (Not Machined) and proof of custom hand-binding experience for the USMA Library to evaluate.

Contractor staff should include:

• Bookbinders trained in historical binding styles and conservation.

• Conservators with knowledge of paper chemistry, inks, and historical materials.

• Preservation specialists who assess damage and recommend appropriate treatments.

1.3.2 Delivery Requirement Clause

Due to the delicate and fragile nature of the items requiring repair under this Agreement, vendors should be aware of the distance between West Point and the storage or repair location for the items. A shorter distance would be beneficial to minimize the risk of damage during transportation and to ensure that appropriate handling procedures can be followed throughout the repair process. As such, only vendors who can provide verified specialized transportation and handling services may be considered for the repair work. Acknowledging that the longer these items must travel, the more damage they may receive (which is abhorrent in terms of managing the preservation of materials per NARA 1571). The Vendor will provide hand-courier services for the pick-up and drop-off of the 29 Math Books listed in 1.3.3

A. All deliveries under this Agreement shall be made exclusively through the vendor directly or a hand courier service which will NOT allow for any of the 29 math books to be placed in any sort of luggage or shipping containers. The Hand Courier Service must be designated or approved in writing by the USMA Library.

B. The use of common carriers, including but not limited to United Parcel Service (UPS), Federal Express (FedEx), United States Postal Service (USPS), DHL, or any similar delivery service is expressly prohibited for any deliveries under this Agreement.

C. The Sender shall ensure that all items are delivered by an individual person who shall take personal custody of the items and personally hand transport the items from origin to destination, and back again, without utilizing any common carrier's transportation network.

D. The hand courier shall obtain a signed receipt from the Recipient or authorized representative upon delivery, which shall include the date, time, and name of the receiving individual.

E. Failure to comply with these delivery requirements shall constitute a material breach of this Agreement and may result in damages.

F. Any additional costs associated with hand courier delivery shall be borne by the vendor.

1.3.3 Repair and Restoration:

1.3.3.1 Description of Binding Arts:

All removed components shall be preserved and returned to the Client, unless reintegration is part of the treatment plan.

3. Surface Cleaning and Stabilization

Stabilization of fragile media (e.g., iron gall ink, pigments) will be carried out in accordance with conservation best practices. Mending of tears, consolidation of weak areas, and other minor repairs shall be conducted using archival, reversible materials.

4. Sewing and Binding Structure The Contractor shall resew or reinforce the text block using hand techniques historically accurate to the manuscript's period and region of origin, or as agreed upon with the Client. Binding structures may include sewn-on cords, chain stitch, or other period-specific methods. All sewing supports, endbands, and linings shall be fabricated by hand using conservation-grade materials such as linen thread, unbleached cotton, and Japanese kozo paper.

If replacement is required, facsimile or period-appropriate covers shall be hand-crafted using traditional methods and materials, including vegetable-tanned leather, hand-marbled papers, wooden boards, or parchment. Decorative elements such as blind tooling, clasps, or titling may be reproduced with prior approval of the Client and based on documented historical references.

6. Materials All materials used in the binding and conservation processes shall be acid-free, stable, and reversible where possible. Adhesives shall be conservation-grade (e.g., wheat starch paste, gelatin, or EVA as appropriate). Leather, paper, cloth, and other components shall be of archival quality, with provenance and specifications documented in the final report.

7.
