About this file

This document is an amendment to a solicitation for cleaning and inspection of drainage systems. The amendment provides additional questions and answers from a post-site visit on August 21, 2023. Key details include confirmation that the twin culverts running under the turf fields and railroad tracks are each 8' x 9' and approximately 450' long. CCTV will be required for culverts and closed drainage pipes longer than what can be inspected by pole camera. The amendment also separates out the 8' x 9' box culvert as a separate line item due to different equipment needs and methods for cleaning it versus the other drainage. The estimated cost range provided is $0.5-1.25 million. The amendment addresses seven additional questions from offerors.

REQUEST FOR INFORMATION (RFI)

Request For Information (RFI)

- Questions and Answers – Post site visit: 21 August 2023

1. The twin culverts that run under the turf fields and railroad tracks, can you please confirm the size and lengths of these culverts?

Culvert is two tubes, each 8’ x 9’, and approximately 450’ long.

2. Please confirm that CCTV is required on culverts and closed drainage pipe when lengths are longer than pole camera allows for full pipe inspection?

Correct, if pole camera cannot capture culvert/pipe length CCTV will be used.

3. Can you please provide a link showing what the required wages are for this project?

Wage Determinations can be found at https://sam.gov/content/wage-determinations.

4. With regards to the 8’ X 9’ box culvert, we would like to stockpile the debris removed at grade level/field level in the area immediately adjacent to the upstream inlet side until the material sufficiently dries and the quantity of stone and debris justifies loading it into dump trucks for disposal, will this be allowed?

Yes, stock piling near the box culvert will be okay as long as the pile remains covered.

5. We will need access to the upstream side of the structure in the area adjacent to the storage containers. This will require equipment access across the west side of the fields (the area we walked during the pre-bid), please confirm this equipment access will be allowed.

Yes, Equipment access will be allowed , we will coordinate with turf replacement.

6. Is there an engineer’s estimate of cost for this project?

Suggested range 0.5-1.25 million.

7. Upon further inspection are you aware there are 2 pipes crossing through the culvert which will prohibit cleaning equipment from accessing the full culvert? 6” PVC pipe approximately 6’ off the floor and 100’ in from the downstream side and then a 3” steel pipe approximately 5’ off the floor 200’ from the upstream side.

No, we were not aware.

8. Will access be allowed from the downstream side from the other side of the railroad tracks?

No

9. Can you make this culvert a separate line item / pay item? This culvert requires different equipment and cleaning methods than all the other drainage on this contract. This culvert will require excavation equipment and dump trucks whereas the entire rest of the job will require our jet vac cleaning equipment and TV trucks. By separating this particular culvert, it will help to not inflate the pricing on the other culverts that require work but can be cleaned by conventional jet vac cleaning equipment.

Yes, this can be made into a separate line item
