About this file

This document is a sole source justification for a contract to provide lodging and meal services. The United States Military Academy Directorate of Admissions requires these services for four Candidate Visitation Programs taking place from September 2023 to February 2024. Approximately 150 candidates and parents or escorts will require lodging and meals at the Thayer Hotel in West Point, New York for each event. Recent programs held at other local hotels received significant negative feedback on lodging and breakfast quality. The Thayer Hotel is deemed the best facility to improve the candidate and parent experience and support the mission of the Directorate of Admissions. The anticipated contract value awarded on a sole source basis to Hudson Rivers Partners I L.P. DBA The Thayer Hotel is redacted. The requirement is classified with NAICS code 721110 and PSC V231.

Sole Source Justification and Approval

Under FAR 13.501

1. Contracting Activity: Mission & Installation Contracting Command -West Point (MICC WP); 681 Hardee Place, 1st fl., West Point, NY 10996-1514

2. Description of Action: The United States Military Academy (USMA), Directorate of Admissions (DAD) at West Point, NY request a firm-fixed-price service contract to provide lodging and meals. This approval is for a new contract, funded with fiscal year 23, appropriated and gift funds to the:

West Point, NY 10996-1906

3. Description of Supplies/Services: This requirement is to provide lodging and sustenance (breakfast, lunch, and dinner) necessary for highly qualified candidates and at least one of their parents or an escort. The Academic Year 2023-2024 Candidate Visitation Program will be taking place at West Point on: 21-23 September 2023, 19-21 October 2023, 18-22 January 2024, and 22-24 February 2024. This is a commercial requirement. The NAICS code for this requirement is 721110 – Hotels (except Casino Hotels) and Motels, size standard is $40.0 M and PSC V231.

The anticipated dollar value of this requirement is This is a sole source justification in the matter of a contract solicitation to procure lodging and meal services at Thayer Hotel.

4. Authority Cited: As implemented in Federal Acquisition Regulation 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items.

5. Reason for Authority Cited: Based on the execution of four (4) Candidate Visitation Programs this past Academic year (2022/2023), DAD’s office collected data via guest surveys and verbal feedback and there was significant negative feedback related to the quality of the hotel (Days Inn, New Windsor). This negative feedback has been a consistent issue that detracts from the quality of Candidate Visitation Program and candidate and parent/escorts' perception of West Point. The breakfast provided by recent hotels has been continuously rated "Below Average." Therefore, due to the scheduling and location of our events as well as the guest comments regarding lodging, we have determined the Thayer Hotel is the best facility as it will increase the effectiveness of our overall mission within the Directorate of Admissions.
