Questions and Answers

1) PWS 2.2.1 Are the refuse containers provided by the government? Yes. Referring To Either The Ranges Or The Camps. As It Says, In Other Places It May Be More Practicable To Have A Bag In Their Truck For Litter And Dispose Off Site Later. Litter Typically Not A Big Issue.

2) What is the size of the government-provided storage area for the contractor’s equipment? Let me get back to you on this. Also, a storage area will be determined after award.

3) PWS 11.0 The Capability Level exhibit cuts off @ Capability 3 is there any information missing? I don't think so. It's my understanding that 3 is the lowest level. Anyway we are directed to be at 3 so any other levels are not applicable.

4) Are the fall leaf clean-ups considered part of the cycles listed in TE2? Clean up of the camps are conducted in the spring (see pws 2.2.8). Dpw has already executed this.

Section SF 1449 - CONTINUATION SHEET

PERFORMANCE WORK STATEMENT

1.0 General Information

1.1 Overview

The Contractor shall inspect, service, maintain, and landscape the "off-post" grounds of the West Point U.S.

Military Academy (USMA). The work shall include scheduling and performance of mowing and trimming; and leaf and debris removal, as directed by the Contracting Officer's Representative (COR) or Alternate Contracting Officer's Representative (ACOR). The Contractor shall provide all work necessary to maintain the grounds to the standards specified herein.

2.0 Description of Services

2.1 Scope

The Contractor shall provide Grounds Maintenance for all High Visibility (Improved Grounds), Common Areas (Semi-Improved Grounds), and Ranges. The Contractor shall ensure all work accomplished maintains and presents a healthy, clean, neat, and professional appearance to all grounds included and covered by this contract in support of mission requirements for users, residents, and visitors. The Contractor shall mow grass only when the minimum height is reached or exceeded as indicated by the Work Capability Levels (WCL) table in paragraph 3.0 (WCL assigned to West Point is Capability Level 3). The Contractor shall set the mower height to three (3) inches for all areas. The assigned Contracting Officers' Representative (COR) will develop the weekly cutting schedule ICW installation stakeholders (i.e., DMI, Range Branch, ITAM, DPW, and DFMWR) and the Contractor's Representative (CR).

Improved, semi-improved and un- improved areas shall be maintained IAW mission requirements and reflected in the weekly cutting schedules. During Cadet Summer Training (CST), the CR may be required to shift efforts from one facility or area that was scheduled, to an unscheduled facility or area to support the CST training mission.

Mowing operations shouldn't interfere, delay or cause the cancellation of any required training activities. Refer to Technical Exhibit (TE) 1: Specific Features and Requirements for more detailed instructions on areas to be cut. All work shall be performed by personnel qualified in accordance with (IAW) applicable laws, regulations, and TE-1.

TE-2: Cutting Cycles, Ground Types, and Acreage identifies facilities and areas which require landscaping support, denotes allocated cycles (i.e., cuts) per facility and/or area, and includes acreage to be cut.

Work begins on 28 April of each year and ends 27 April the following year. Outside of weather related delays or training schedule conflicts, begin contract operations within five working days of the contract start date. It is the Government’s intent to award a Firm Fixed Price (FFP) Service Purchase Order with four (4) option periods.

2.2 Mowing High Visibility Areas

Developed areas of the installation that require an intensive level of maintenance (approximately 28.75 acres, see TE- 2 and TE-3). The work performed in these areas by the Contractor shall include mowing grass, edging and trimming grass, and removing grass trimmings from paved areas. The Contractor shall mulch mow the grass and remove visible grass clippings after mowing, before leaving the work area. Paved areas and walkways shall be free of lawn clippings/debris the same day the mowing is performed.

2.2.1 Mowing (All Areas)

The Contractor shall remove trash, litter, tree limbs, debris, etc., prior to mowing. Trash/litter shall be deposited in on-site refuse containers, or transported off-site if more practicable. Downed tree limbs shall be removed to the nearest wooded area. The lawn shall be uniform in appearance, free of skips, gaps, rutting, or scalping. The Contractor shall be responsible for any damage incurred as a result of grass cutting operations. The Contractor's equipment shall be removed from the areas being mowed at the completion of each cycle. Equipment failure shall not alleviate the contractor of completing the work within the scheduled time. Equipment awaiting repair may be removed to the Government provided storage area, within twenty-four (24) hours of breakdown. If storage area is not provided, the Contractor shall remove equipment off the military reservation within twenty- four (24) hours of breakdown.

2.2.2 Edging

2.2.3 Trimming

The Contractor shall, in conjunction with grass cutting, trim grass and weeds around trees, shrubs, buildings, fences, poles, posts, fire hydrants, parking lot bumper blocks, boulders, and all other fixed objects that project above the ground so grass height is maintained consistent with adjacent grass. Additionally, the Contractor shall cut vegetation to include vines, brush, small trees and other volunteer plants which grow adjacent to obstacles such as building walls, foundations, retaining walls, signs, fence lines, playground equipment and trees. The Contractor shall remove all trimming debris from sidewalks and driveways on the same day trimming is performed.

The Contractor shall repair any damages to trees and shrubs caused by trimming. If a plant damaged by trimming dies or becomes unhealthy, the Contractor shall replace the damaged plant with a plant of the same size and type at no additional cost to the Government. The Contractor shall provide a one (1) year warranty on all replacement trees and shrubs. Tree and shrub replacements shall be performed within fifteen (15) days of the date the Contractor is notified to replace the plant.

The Contractor's responsibilities shall include, but not be limited to, the removal and disposal of all natural debris, (e.g., tree limbs, rodent habitats, etc.) litter, and trash. Leaves shall be removed from High Visibility Areas IAW the Work Capability Levels table. Organic debris such as leaves, grass clippings, tree fallen tree branches, and pine straw shall be collect and disposed off-post.

The Contractor shall perform spring cleanup of Camps Buckner and Natural Bridge. Contractor shall remove leaves and debris accumulated over the winter months to an off post location. Contractor shall perform initial cleanup operation between NLT 28 April-15 May of each year. Additional guidance is provided below:

a. Camp Buckner: All improved cutting areas around buildings, under buildings that are sited on raised piers, roadways, and beach where leaves accumulate. LZ Owl and Parade Field do not have sufficient leaf accumulation to warrant removal.

b. Camp Natural Bridge: All improved cutting areas around buildings, under buildings that are sited on raised piers, and roadways where leaves accumulate.

2.2.14 Special Services

The Contractor shall provide additional services as necessary due to unforeseen circumstances, including but not limited to, Very Important Person (VIP) visits, retreats, ribbon cutting ceremonies, and open houses. The COR/ACOR will notify the Contractor of special service requirements NLT forty-eight (48) hours prior to the event. The Contractor shall coordinate special service requirements with the existing grounds maintenance schedule. Upon receiving direction from the COR/ACOR, the Contractor shall complete work prior to the event. In the event the Contractor must deviate from their schedule to meet special event requirements, the Contractor shall do so at no additional cost to the Government. The Contractor shall be authorized/entitled one (1) additional duty day to return to their normal operations. Furthermore, the Contractor will not be held accountable for any unsatisfactory performance results, on a quality assurance inspection or complaint, due to KO-directed schedule change(s), until such point when the Contractor resumes normal operations.

2.8 Special Equipment Requirements

a) All rotary mowers used within High Visibility Areas shall be equipped with mulching blades and have discharges blocked.

b) Contractor-furnished tools and equipment shall be of a type designed for the intended use to perform this contract and shall be kept in a safe and operable condition at all times. The Contractor shall maintain equipment safety devices such as safety shields and deflectors on all rotary mowers, filament line trimmers and edger's to deflect objects struck by the blades or lines. The Contractor shall submit a complete equipment list including make, model, specifications and catalog cut sheets for KO approval with the proposal.

c) All equipment used to perform grass mowing and leaf removal operations on High Visibility Areas shall be equipped with turf type tires. Equipment not essential for the performance of grass mowing or leaf removal functions (e.g., equipment with agricultural tires, wheel weights, snow blades, or other accessories that may damage turf or tree root zones by compaction, rutting, or scalping), shall not be permitted on High Visibility Areas.

d) Contractor shall possess equipment, or possess funds to rent equipment, which is capable of mowing grass 1 foot high or higher, without causing a delay in performance

e) All self-propelled equipment, which includes, walk behind mowers, riding mowers, tractor drawn mowers and leaf vacuums shall have a fully charged, certified and operational two (2) pound (minimum) Type ABC, Dry Chemical, fire extinguisher bracketed and installed on them in accordance with Occupational Safety and Health Administration (OSHA) regulations.

f) The Contractor shall provide and shall use safety shoes or boots, ear plugs, hard hats and eye protection when operating tractors, power mowers, trimmers, and other powered equipment. Contractor's employees who operate hand and power equipment shall wear fluorescent colored safety vests.

g) The Contractor shall furnish at government provided storage area a metal two foot by two foot (2'x 2') black on white sign indicating contractor's name, and phone number. Sign shall be free standing or attachable depending on type of storage area provided.

3.0 General Information

3.1 Service Hours

All services shall be performed on weekdays during normal duty hours Monday- Friday/0730-1600 and/or weekends when areas are not in use. Occasionally, service hours will not necessarily be the same as normal Government duty hours. The Contractor may be required to work on Federal Holidays.

3.2 Government Rescheduling

The Government reserves the right to reschedule certain areas for grass cutting, on specific days to accommodate special events, such as exercises conducted at the camps, ranges and training sites. The Contractor will be given at least 24 hour notice.

3.3 Contractor Representative

The Contractor shall designate in writing, to the Contracting Officer, a Contractor's Representative (CR) who will be in charge of the work on behalf of the Contractor. The written designation shall be received not later than ten (10) calendar days after contract award. This representative shall direct the contractor's work force and operations in accordance with the terms of the contract.

3.4 Quality Control Plan

The Contractor shall establish and submit a complete Quality Control Plan (QCP) to ensure the requirements of the contract are provided as specified. Two (2) copies of the Contractor's QCP shall be submitted to the Contracting Officer, within fifteen (15) calendar days after contract award and shall include:

a. An inspection system covering all the services in the specific tasks to be performed within the contract. It must specify areas to be inspected, type of inspection to be performed, and frequency of inspections.

b. A method of identifying deficiencies in the quality of services performed before the level of performance becomes other than satisfactory.

3.6. Quality Control Records

A record of all inspections conducted by the Contractor's Quality Control Representative and the corrective action taken.

These records shall be made available to the Government during the term contract.

4.0 Government-Furnished Property

There will be no government property furnished to the Contractor.

5.0 Security Requirements

Contractor personnel or any representative of the Contractor entering the West Point training complex shall abide by all security rules and regulations.

5.1 Vehicles

Make, model, color and associated license plate information to the COR within five days of contract award and within one day of any changes to the list through contract period of performance. The Contractor Project Manager will maintain a current list of all vehicles and individuals that will perform service to the training barracks. "Off-post" work does not require a contractor visitor pass from the Visitor Center.

5.2. Personnel Background Check

Within five workdays after contract award the Contractor shall submit to the Contracting Officer, COR and ITAM Program Coordinator/DPTMS a comprehensive personnel listing of all individuals who are expected to have access to Camp Natural Bridge and Camp Buckner during the contract performance period. The Contractor will complete USMA Form 13-16 including all names, social security numbers, and birth dates; City/State/County of birth and signatures of Contractor personnel performing under this contract. The Directorate of Emergency Services will perform a criminal records check on all proposed Contractor employees and provide an approval or disapproval to the Contractor within two business days. The Contractor may not add or replace personnel on the contract without first providing required information to and receiving approval from Directorate of Emergency Services through the West Point Visitor Control Center, Building 2107, West Point Highway, West Point, New York 10996. 5.3. Physical Security

As applicable, the Contractor shall safeguard all Government property provided for Contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured.

5.4. Search and Seizure

Contractor personnel and property shall be subject to search and seizure upon entering West Point and upon leaving West Point.

5.5. Key Control

The Contractor shall establish and implement methods for ensuring that all of the Contractor's keys issued by the Government or keys issued to the Contractor's employees are not misused, lost or misplaced, and are not used by unauthorized persons. The Contractor shall report the loss of any Government issued key to the Contracting Officer immediately. All keys lost by the Contractor, or by Contractor employees, will be replaced by the Government, however, charges incurred by the Government for replacement of the keys will be deducted from money due the Contractor.

One key is required for contract performance: the key to the Class IV yard gate where Contractor equipment has historically been stored. The COR will be responsible for signing out this key from Range Control and providing to the Contractor as needed (i.e., for the duration of each year's PoP).

6.0 Personnel

The Contractor shall provide employee(s) possessing the necessary skills, knowledge, and training to satisfactorily perform administration, operation, and maintenance services required by this contract.

6.1 Company Personnel

The Contractor personnel performing work under this work statement shall remain employees of the Contractor and will not be considered employees of the Government and shall be under the supervision and control of the Contractor.

ALL Contractor personnel performing work under this PWS shall be able to communicate fluently in English both written and verbally.

6.2 Company Vehicles

The Contractor company vehicles will be suitably marked with company name, logo, and phone number.

6.3. Site Manager or CR

The Contractor shall provide a site manager or CR (i.e., if they're different people) who shall be responsible for the oversight of the contract requirements by Contractor personnel. The name of this person and an alternate who shall act for the Contractor when the manager is absent shall be designated in writing to the contracting officer. The site manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The site manager must have demonstrated experience as a direct supervisor of personnel.

6.4 Compliance with Security Regulations

All personnel employed by the Contractor in the performance of this contract or any representative of the Contractor entering the Government reservation shall conform to all security regulations which may be in effect during the contract period, and shall be subject to such checks as may be deemed necessary to assure that no violations occur. No employee will be permitted on the installation when such a check reveals that his presence would be detrimental to the security of the installation or the accomplishment of the work. The Contracting Officer will require the Contractor to remove any employee for security and misconduct reasons.

6.5 Appearance and Identification of Contractor Employees

Contractor personnel shall present a clean, neat and well-groomed appearance and be easily recognized. All Contractor personnel shall be identifiable by wearing a clearly readable identification badge, furnished by the Contractor, which contains the Contractor's company name, employee's name, and current/recent picture, as a minimum. Items of military apparel shall not be worn by Contractor's personnel while performing duties under this contract.

6.6 Conduct of Personnel

The Contracting Officer may require the Contractor to remove from the job site any employee working under this contract for reasons of misconduct, security, or found to be under the influence of alcohol, drugs, or other incapacitating agents. Contractor employees shall be subject to dismissal from the premises upon determination by the Contracting Officer that such action is necessary in the interest of the Government. In accordance with (IAW) Joint Ethics Regulations, DOD 5500.7-R, and 18 U.S.C. 1382 (1972), the Garrison Commander has the authority to bar individuals from the installation. The removal from the job site or dismissal from the premises shall not relieve the Contractor of the requirement of providing sufficient personnel to perform the services as required by this contract. Contractor personnel who enter the installation shall obey Government rules, regulations, directives and requirements that are in effect or issued during the contract term governing law and order and administration and security on the installation.

All questions regarding the above will be directed to the Mission Installation Contracting Officer (KO). The KO may require the Contractor to be remove from the job site any employee working IAW this contract for reasons of misconduct, security, or suspected or found to be under the influence of alcohol, drugs, or other incapacitating agent.

Contractor employees shall be subject to dismissal from the premises, upon determination by the KO that such action is in the best interest of the Government. The KO has the authority to bar individuals from the Installation Commander installation. Such removal from the job site or dismissal from the premises shall not relieve the Contractor of the requirement to provide the services as required by this Statement of Work.

6.7. Conflict of Interest

The Contractor shall not hire any person who is an employee of the United States Government if the employment of that person would create a conflict of interest for the Contractor or employees. The Contractor shall not employ any person who is an employee of the Department of the Army, either military or civilians, unless such person seeks and receives approval in accordance with DOD Directive 5500.7 and AR 690-1 for Civilians and Military Personnel.

6.8. Smoking

The Contractor shall comply with the DOD policy and Regulations on smoking which establishes uniform policies governing the use of tobacco products on Government real property. At no time will smoking be permitted while Contractor is in performance of their duties.

7.0 Health and Safety

The Contractor shall be fully responsible for and shall assume all liability for compliance with all applicable regulations pertaining to the health and safety of personnel during execution of work. The Contractor shall hold the Government harmless for any action on its part or that of its employees, subcontractors or Contractor's representatives, which results in illness, injury, or death to anyone at West Point. The Contractor is solely responsible and liable for, following all applicable Federal, Department of Army, West Point and State of New York mandates and guidelines;

and ensuring safe work and otherwise safe actions, behavior, and conduct of employees.

7.1. Occupational Safety and Health

The Contractor shall comply with the Occupational Safety and Health Act (OSHA) rules and regulations (http://www.osha.gov). The Contractor shall be responsible for ensuring adherence to all applicable State of New York and Federal rules and regulations. The Contractor shall provide all Personal Protective Equipment (PPE) for Contractor personnel in accordance with 29 CFR 1910, Department of Labor, Occupational Safety and Health, SUBPART I, that are required to meet the terms of the contract.

7.2. Fire Protection

The Contractor shall comply with AR 420-1 Army Facilities Management; UFC 3-600-01, 2006 edition (Fire Protection Engineering for Facilities) and with all applicable National Fire Protection Association (NFPA) codes.

7.3 Reporting of Fire and Safety Hazards

The Contractor shall train his personnel to recognize fire and safety hazards and encourage personnel in the performance of their duties to report fire and safety hazards and unsafe conditions to their contract manager (s). The Contractor shall immediate take corrective action to remedy all deficiencies within the appliances or installation of the appliances, in addition to any deficiencies that the COR identifies.

7.4. Accident Reporting

The Contractor shall comply with AR 385-55 and AR 385-10 and maintain an accurate record of accidents resulting in injury or death and accidents resulting in damage to government property, supplies, and equipment. The Contractor shall immediately report vehicle accidents that occur on West Point property to the West Point Directorate of Emergency Services by dialing 911 for emergencies. Additionally, the Contractor shall notify the CO and COR within 24 hours. Accidents involving serious injury or death shall be reported within 6 hours.

7.5. Damage to Government Property

The Contractor shall be held liable for damage to or destruction of Government property (e.g. buildings, vehicles, sidewalks, headstones, etc.) caused by the Contractor; Contractor personnel; or representatives of the Contractor in the performance of services in this contract.

7.6. Damage to Privately Owned Property

The Contractor shall be held liable for damage or destruction of privately owned property (e.g. privately owned vehicles), as defined in this PWS, caused by the c Contractor; Contractor personnel; or representatives of the Contractor in the performance of services in this contract. The Contractor shall take corrective action in a reasonable amount of time to repair damages or replace destroyed property.

7.7. Damage Reports

The Contractor shall submit a damage report to the Contracting Officer and designated representative within two workdays of damage or destruction to Government property or privately owned property caused by the Contractor;

Contractor personnel; or representatives of the Contractor. The damage report shall detail the facts and the extent of damages or destruction and the corrective action taken by the Contractor to repair damages or replace destroyed property.

7.8. Unexploded Ordinance (UXO)

Due to decades of discharge of military ordnance and munitions on the ranges and in the training areas, it is imperative that all Unexploded Ordnance (UXO) be left alone. All UXO, once found, must be reported immediately to Range Operations Headquarters, Building 1403, NYS Route 293. The Government (i.e., Range Operations Branch) will brief contractor on identification of UXO, before the Contractor starts work. Within five days after start date, the Contractor shall submit to the Contracting Officer, for approval, a plan to ensure all employees are aware of and familiar with the UXO hazard.

8.0 Contract Administration.

8.1. Type of Contract

The government will award a Firm Fixed Price contract for the described services.

8.2. Invoices

The Contractor shall submit payment requests using Wide Area Work Flow (WAWF). All invoices will be prepared, dated, and submitted into WAWF within 10 working days after the last day of the month. Information regarding WAWF is available on the internet at https://wawf.eb.mil.The Contractor shall meet the requirements of the appropriate payment clauses in this contract when submitting payment requests. Payment will be made in accordance with the Prompt Payment Act. Invoices will be paid less any deductions pending from services not received in accordance with Government Receiving Reports.

8.3. Post Award Conference/Periodic Progress Meetings

The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The CO, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the contracting officer will apprise the Contractor of how the government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues.

9. Applicable Documents.

TECHNICAL EXHIBIT 1

TECHNICAL EXHIBITS 1: SPECIFIC FEATURES AND REQUIREMENTS

1. The purpose of this exhibit is to identify and clarify specific features and requirements of Off Post Grass Cutting areas. This exhibit is an adjunct to the maps supplied in the Technical Exhibits.

2. RANGE 2. Mowing area includes a five foot (5') strip on either side of roadway beginning at Route 293 and ending at parking area across from the guard shack. Mowing area also includes the slope in front of the bleachers and the grassed area around the ordinance burn pit.

3. RANGES 3. Mowing areas include all areas of the Range 3 footprint: range tower, range office and storage building, bleacher area, firing lines, individual firing lanes and around each target boxes and berms. All target boxes are to have grass clippings and debris blown out of them after the area is mown.

4. RANGES 4 & 5. Mowing area includes a five foot (5') strip on either side of roadway beginning at Route 293 up to mowing area at the firing range. Mowing area includes a ten foot (10') strip outside exterior walls of Building# 1328. Mowing area includes ten feet (10') behind target frames. At Range 4, the area to be mowed includes atop and five feet (5') behind the berm. At Range 5, the mowing area extends northward to the tree line at the western end of Range 5. At Range 5, mow the areas around the target boxes and berms at the one hundred seventy-five (175) meter and three hundred (300) meter targets, and ten foot (10') around the eight target box at the two hundred (200) meter targets and the eight (8) target boxes at the four hundred (400) meter targets. Also, mow the area from the back of the twenty five (25) meter targets to the seventy-five (75) meter targets including the berm. All target boxes are to have grass clippings and debris blown out of them after the area is mown.

5. RANGE 5, 75 to 400M Targets: Mowing area is from the seventy-five (75) meter to the four hundred

(400) meter targets area.

6. RANGES 7, 8, 9, & 10. Mowing area includes a five foot (5') strip on either side of roadway beginning at Route 293 up to mowing area at the firing range. It also includes the small 3,500 square foot field by Route 293 where the cement coffin is located. This field contains the battery, solar panel, and cable to power the warning light for the ranges.

7. RANGE 11 (ROCA AREA). Mowing area includes a five foot (5') strip on either side of roadway beginning at Route 293 up to mowing area at the firing range. Mowing area includes a five foot (5') diameter circle around twenty-five (25) flared end drain pipes and catch basin grates west of the mowing area boundary. Mowing area includes a ten foot (10') diameter circle around forty-eight (48) target berms west of the mowing area boundary.

Mowing area includes grass under bleachers. Mowing area includes a five foot (5') wide path to targets on either side of creek running through range area. Vegetation is to be cut so that there is a clear line of sight from the firing point all the way to the targets. All debris will be blown out of pop-up target bunkers after each cutting.

8. RANGE 11 (MIDDLE SECTION). Mowing area includes the wet area populated with reeds, edges and similar vegetation between the one hundred seventy-five (175) meter and two hundred fifty (250) meter target lines. All debris will be blown out of pop-up target bunkers after each cutting.

9. RANGE 11 (REAR SECTION). Trimming and mowing area includes vegetation between located along the two hundred and fifty (250) meter and three hundred fifty (350) meter target lines, using weed

trimmers, mower and possible manual cutting may be required. All debris will be blown out of pop-up target bunkers after each cutting.

10. RANGE 11 (ALL). Contractor shall possess ability to complete entirety of Range 11 in one working day.

11. RANGE 12. The cutting area of Range 12 also includes the clearing and cutting of vegetation to a depth of five feet (5') on both sides of the access road between Ranges 11 and 12.

12. RANGE 13, MORTAR RANGE: This area is to be cut once a season. This area equals one half(½) acre.

13. AMMO STORAGE AREA (ASP): Mowing area includes a twelve foot (12') area around the outside of ASP fences and all areas inside the fence area. Access to ASP must be scheduled in advance with the Contract Officer Representative and ASP manager.

14. ALL RANGES AND TRAINING AREAS: Mowing areas include cutting all grass and vegetation under all bleachers within the designated grass cutting areas.

15. TRAINING SITE W: Mowing area includes a five foot (5') strip on either side of roadway beginning at Route 293 up to mowing area at the training site.

16. RAPPEL SITE: This area includes the parking area on the south east side of the access road to the rappel site.

17. HELICOPTER LANDING ZONES: These areas are located throughout the training complex and are to support Cadet Summer Training, and provide a safe landing zone. The following landing zones (LZ's) are:

LZ Bull, LZ Falcon, LZ Vulture, LZ Raven, LZ Crow and LZ Owl.

18. DAMS: The following dams: Lake Frederick, Lake Popa/open, Mine Lake, Brooks Hollow, Cranberry Pond, Lake Georgina, Weygand Pond, Wilkins Pond, Lower Cragson and Stillwell Dam will be mowed.

The purpose is to allow the inspectors to view the ground on both sides of the dam for any signs of condition changes, seepage from dam coming up thru the grass, animal burrows, uprooted trees, slumps, or other soil movements, etc. The sloped terrain provides uneven footing and the grounds are classified as semi-improved and un-improved. The following cutting standards should be used when applicable and may differ from dam-to-dam.

a. Cutting areas vary, but none exceeds one (1) acre.

b. Cut downstream side to five (5') feet beyond the toe of the earthen dam.

c. Cutting area includes twenty-five feet (25') beyond the limits of the sides of the dam.

d. Cutting area on the water side is a narrow strip, approx. six (6') feet wide.

19. MINE TORNE ROAD: The area from Route 293 to the last road gate on Mine Tome Road, near the entrance to Camp Shea is to have all brush and herbaceous growth up to two inches (2")in diameter cut to as close to the ground as possible. The dimensions of the cut are ten feet (10') back from the edge of the road on both sides of the roadway and to a height of fifteen feet (15') of overhanging growth. This totals an area equal to five and one half (5 ½) acres.

20. BULL POND ROAD/PROCTORIA ROAD: The mowing area starts at Route 293 continues up Bull Pond Road onto Proctoria Road finishing at the entrance to Lake Frederick from Mineral Springs Road, a distance of three and one quarter (3.25) miles one way. This area is to be cleared of brush and herbaceous growth up to two inches (2") in diameter, cut as close to the ground as possible. The dimensions of the cut are ten feet (10') back from the edge ofthe road on both sides ofthe roadway and to a height of fifteen feet (15') of overhanging growth. This totals an area equal to eight (8) acres. The area described above is cut annually.

21. MORGAN FARM: The areas to be cut: to a depth of six feet (6') on either side of the entrance road to Morgan Farm, the road from the Morgan Farm sign past the main barn complex, and along the roadway around the upper riding ring and paddocks. Also, the area around the kennel and main barn area along with the front and sides of lower riding ring adjacent to the parking area and hard packed area in front of the main barn complex.

22. RANGE 14 & 15 (URBAN ASSAULT COURSE (UAC)): The areas to be cut include ten feet (10') back from the edge of the road on both sides of the roadway. Road intersections and stations have increased depth cutting areas. There are four (4) significant structures that require grass cutting and trimming.

23. SKI SLOPE: Includes two (2) cuts performed on the top slope and Two (2) cuts on the bottom of the slope, from Pipeline Trail to the improved grounds at the Ski Lodge (Building 718).
