This document contains a summary of changes to a solicitation for temporary billeting, training, shower structures, and equipment rental at West Point, New York. The period of performance is 15 April 2021 through 30 September 2021. The requirement is set aside 100% for small businesses under NAICS code 532490 with a size standard of $32.5 million. The summary addresses questions received from offerors clarifying details of the required structures, partitions, mobilization and demobilization timeframes, utilities support from the government, and site layout constraints. Offerors must ensure their proposals meet personnel capacity needs and fit within the available space on the parade field. The document provides additional specification details for structures on the parade field versus those required for training on Range 3.

RFIS AND ANSWERS

Monday February 22, 2021 My question is you state modular which was modified from Sources Sought listing was tents, but under features below its stated with tensioned fabric?

Please see below:

Part 4. Page 17 Its stated under 4.2.1 temporary modular building structures with flooring, internal lightning, and ceiling fans, but under features its posted:

Features: Structures shall be field-durable, weatherproof shelters with tensioned fabric to create a structure which distributes high wind and rain from the exterior to the support system. Structures shall provide drainage;

no puddles on/inside/under structure

We can provide clear span tents that are 95 mph wind rated and fire retardant built with flooring, power, HVAC, lightning, safety etc. We can also install ceiling fans on trusses to meet specification.

Clear span structures meet the requirement. HVAC for structures on Buckner Parade field are not a requirement due to the large energy consideration, however, pedestal or ceiling mounted fans are required. HVAC for structure on Range 3 IS required to maintain climate control for electronics that will be used inside the structure.

Tuesday February 24, 2021 Period of performance on beta.sam is 15 April 2021 – 30 September 2021, but is listed in the solicitation document as 15 May - 1 Aug. 2021. can you please verify which is correct?

Period of performance is 15 APR 2021 – 20 SEP 2021 as per beta.sam. The equipment used on Buckner Parade Field must be operational NLT COB 14 MAY 2021, for the period of 15 MAY-1 AUG 2021 and the equipment used on Range 3 must be operational NLT COB 25 APR, for the period of 26 APR-15 AUG 2021. Setup and tear down periods must be completed within 2 weeks at the beginning and end of each specified operational period, 15 MAY-15 JUN 2021, 16 JUN-1 AUG 2021 and 26 APR-15 AUG 2021 dates.

Do these structures need to be berry compliant?

Subject solicitation is coded as a service, the Berry Amendment is NOT APPLICABLE

Are there Mobilization and Demobilization timeframes, I know they are before and after start and end date but would like to know if there are certain timeframes?

Setup and tear down periods must be completed within 2 weeks at the beginning and end of the 15 MAY-1 JUL 2021 and 26 APR-1 AUG 2021 dates.

The PWS states that we can come out and take our structures down after Aug 1st, does that mean the structures for the initial 500 extra people can't be taken down till august?

No. Reduction and removal of equipment on Buckner Parade Field after 15 JUN IOT reduce support from 600 pax to 100 pax is the requirement. Reduction activities shall not impede the consistent operation of remaining structures, shower trailers and latrine trailers for 100 the pax at any time, nor impede traffic on the perimeter road of the parade field. In other words, Cadets must have access to the remaining operational tents, with operational showers and latrines. Contractor may leave structures in place after reduction period. In the event that contractor chooses to leave extra equipment on Buckner Parade field that is not a specified government requirement, the government shall not be charged any rental/fees and is not responsible for any loss/damage to the extra equipment left on the field between the 16 JUN and the end of the period of performance.

Will these be going on the parade field?

All temporary structures, shower trailers, and latrine trailers will be used on Buckner Parade Field with the exception of the temporary structure and associated equipment that will be situated on Range 3. Range 3 will be a training site for EST II skills training only, not a billeting site. Please note: The temporary structure intended for Range 3 has significantly different specifications than the temporary structures on Buckner Parade Field.

I was considering making the structure a 66'x66' to ensure the full quarter of the structure is set aside for women, but when the camp reduces to 100 pax, they will essentially have 4k square feet of extra tent.

Please ensure contractor is accounting for 50 sqft/person in their calculations. Roughly ¼ of EACH structure shall be sectioned off for females (not ¼ of total tent space). It is acceptable to have the extra equipment remain on the Parade Field after the personnel reduction period on 16 JUN, or allow for greater than 50 sqft/person, however, the requirement is minimum 50 sqft per person with roughly ¼ of each tent divided for female privacy/usage. Any equipment remaining on the parade field that is not a government requirement should not be charged to the government and the government is not responsible for any loss/damage to the extra equipment left on the field between the 16 JUN and the end of the period of performance. In other words, if it is easier for the contractor to leave equipment on the field rather than remove it to account for the personnel reduction, that is acceptable, but the government should not be charged rental/fees and is not responsible for that equipment remaining on the field.

Do these structures need to be berry compliant?

March 17, 2021 RFIs As of: 22 MAR 2021

• The PWS (para 4.2.1) calls for billeting structures. The sub-bullets of this paragraph go on to define what appears to be tentage (OD Green, tensioned fabric, etc.). Can the government clarify that clear span tents that are 95mph wind-rated and fire retardant will meet this requirement?

The equipment/materials of the brand advertised on www.clearspan.com or other brand name of equal equipment/material are acceptable and meet the billeting structure specifications in the PWS.

• Do these structures need to be berry compliant?

• Are there Mobilization and Demobilization timeframes?

Mobilization

Range 3: Between 12-25 APR 2021 (2 weeks); fully operational on 26 APR Buckner Parade Field: Between 2-14 MAY 2021 (2 weeks); fully operational on 15 MAY

Demobilization Range 3: Between 15-29 AUG 2021 (2 weeks) Buckner Parade Field Reduction to 100 pax: Between 16-23 JUN 2021 (1 week); however there can be no obstruction to the use of equipment remaining on the field during transition or for remainder of POP Buckner Parade Field Final Removal: Between 2-16 AUG (2 weeks)

• The PWS states that we can come out and take our structures down after Aug 1st, does that mean the structures for the initial 500 extra people can't be taken down till august?

That equipment may be removed. All equipment not designated for the remaining 100 pax from 16 JUN-1 AUG 2021, should be removed between 16-23 JUN; however no obstruction to the use of the equipment remaining on the field or break in service during the downgrading period is acceptable.

• Are the working hours only from 8 am till 5:30 pm?

The hours of 8-5:30 are the working hours, however any working hours outside of this time frame must be cleared by exception in advance with the government, specifically setup and tear down periods.

• Do the partitions for the structures need to be floor to ceiling?

The partitions for female privacy do not need to be floor to ceiling within the structures, but must be greater than 7’ tall from floor to top of partition with no greater than 2” gap underneath. No gaps are allowed on sides/seams.

Partitions may be “openable” to the inside of the structure; one exit shall be on the female side of structure for fire evacuation. Each tent shall be partitioned, NOT separate tents for female use.

• Is this bid just going to cover 2021 and you will construct a new bid each year, same site, less equipment through 2024? I need to know if we are pricing out only this season.

This PWS covers only 2021. The Buckner renovation project will take place subsequent years with planned reduced requirements, but the need for contracting may not be the acquisition solution chosen. Please price according to this 2021 year ONLY.

• The bid requests (7) Latrine Trailers with 8 toilets each with one entry - per one private toilet stall. 4.2.3 This would require us to deliver (14) - 4 stall trailers, which each have one entry - per one private toilet stall. (2) trailers would give you the equivalent of 8 toilets.

This is not a question. See below.

• Will that work in the area that is scoped for the Latrine trailers?

The Buckner Parade Field has limited space available for structures/field training area, and specified numbers of personnel to support (600 and 100), which is why seven (7) was determined the most feasible. Contractor may propose an alternate solution of number of showers, trailers/number of toilets as long as the solution supports the 600 and 100 personnel IAW timeframes listed in the PWS and this document, with 24 hr latrine availability for each person. Any alternate solutions/layout must be submit in contractor proposal with site layout diagram. In addition to completeness of services provided, contractor shall take into consideration the optimized use of field site space in contractor proposal.

Contractor shall ensure water for all latrines and showers are connected to the 8” wet tap valve if installed. This connection is contractor’s responsibility. Contractor shall pump latrine waste. Contractor shall connect shower waste to the 4” sanitary sewer discharge force main for max allowable discharge rate of 180 gallons per minute. Contractor shall ensure power for all structures and trailers are hooked into onsite wire if installed.

• Bid says government may supply electric, water and (shower only) wastewater area and they may not.

This is not a question. See below.

• How soon will we know if Government will supply?

The utilities projects have been approved and funded. Barring any unscheduled delays, the utilities installation will be completed on 1 MAY 2021. Contractor may receive confirmation 1 MAY 2021 if the utilities are available to contractor onsite.

• Do the partitions for the structures need to be floor to ceiling or is there a minimum height expected (7’)?

The partitions for female privacy do not need to be floor to ceiling within the structures, but must be greater than 7’ tall from floor to top of partition with no greater than 2” gap underneath. No gaps are allowed on sides/seams.

Partitions may be “openable” to the inside of the structure; one exit shall be on the female side of structure for fire evacuation. Each tent shall be partitioned, NOT separate tents for female use.

• Will we be allowed to have more structures then six or nine currently anticipated? with 50 ft.² per cadet That is 30,000 ft.² of coverage needed.

The Buckner Parade Field has limited space available for structures/field training area, and specified numbers of personnel to support (600 and 100), which is why six to nine structures was determined the most feasible. Contractor may propose an alternate solution of structures, as long as the solution supports the 600 and 100 personnel IAW timeframes listed in the PWS and this document.

Any alternate solutions/layout must be submit in contractor proposal with site layout diagram. In addition to completeness of services provided, contractor shall take into consideration the optimized use of field site space in contractor proposal.

It is the contractor’s responsibility to ensure that all structures/trailers cumulatively remain under the utilities capacities, and the contractor’s responsibility to provide the equipment/services if the utilities required of their equipment proposal is greater than the utilities capacity planned for installation. In other words, the electric load for a greater number of tents proposed cannot go over the planned electric load planned to be provided on the site because it may cause power interruptions to the entire site. If the electric load is greater, the contractor must supplement with contractor generators.

• It seems that the current proposed location for cadets Billeting and Showers will require more than the targeted area on the parade field will there be alternate sites available?

No alternate sites will be available. It is the contractor’s responsibility to ensure site plan with structures and trailers proposed adequately fits within fence on Buckner Parade Field. The mandatory site visit was to assist contractors in proposal development.

• Can we provide a trailer in lieu of the specialized tent for the Range requirements EST 2?

No more than 1 (one) structure is acceptable for the EST II Trainer structure due to manpower constraints to operate the systems.

Contractor MAY provide trailer if the ONE trailer meets all requirements, specifically dimensions. The platform dimensions in PWS are 36’-40’ W x 8’ L (deep) x 12 inches H. The platform width is NOT along the length of the trailer so a 40’ long trailer that is narrow is NOT acceptable.

If contractor can meet all other specifications in the PWS with ONE trailer, however unlikely, then provide that in the contractor proposal for consideration.

• Can you please provide details on the size of wire, amperage, and voltage to which the selected contractor would be attaching power distribution for the site?

See utilities attachments.

• For the EST structure, would a tent measuring 40x50 work (instead of 40x45), so long as it meets all other requirements?

Contractor may propose an alternate solution of structures, as long as the solution supports the 600 and 100 personnel IAW timeframes, 50 sqft per person requirements, and all other requirements listed in the PWS and this document.

• Can the Government facilitate a black water dump location on the base for the black water tanker that will be used for the restroom trailers?

Only sanitary waste with NO biocide or other additives MAY be pumped by the contractor to either the Camp Buckner Wastewater Treatment Plant at BLDG 1542 on Camp Buckner, or the Target Hill Waste-Water Treatment Plant at BLDG 845 on West Point Main cantonment. Any sanitary waste that does not meet these specifications shall be pumped and dumped by the contractor at a location off installation. Contractor shall include specifications of sanitary waste classification in site proposal.
