QUESTIONS AND ANSWERS

Q1. The PWS attachment of the subject LREC solicitation includes Part 7, Technical Exhibit Listing, with 6 Exhibits listed. Are you able to provide these Exhibits?

Technical Exhibit 1 Performance Requirements Summary

Technical Exhibit 2 Deliverables Schedule

Technical Exhibit 3 Site Locations

Technical Exhibit 4 Government Furnished Property

Technical Exhibit 5 Wage Determinations

Technical Exhibit 6 Estimated Workload

A1. Please see attachment, Technical Exhibit.

Q2. Shouldn’t the NAICS code for this solicitation be 611310 – Colleges, Universities and Professional Schools or 611710 – Education Support Services as this solicitation pertains more to support of the program at West Point versus the actual delivery of Language Training?

A2. NAICS Code changed to 611710.

Q3. We do not see any specific instructions for the solicitation response. Are we to only provide the completed pricing tables requested in the solicitation, or is there a Technical or Management required? If so, are there specific instructions we should follow for the Technical/Management volume?

A3. Please see attached.

Q4. Are resumes of Key Persons for CLIN 0001 and 0002 required?

A4. Yes, resumes should be provided.

Q5. On Page 4 of 19, section 5.2.3, the solicitation is required to be delivered in Hardcopy. Are electronic submissions acceptable as we would have no ability to logistically produce and ship the document to West Point?

A5. Yes, an electronic version is acceptable.

Q6. On Page 3 of 19, section 4.2, the paragraph states that this is a LPTA solicitation, but it does say that the offeror will be evaluated using the criteria in “ADDENDUM to FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS”. We could not find this Addendum specifying the Evaluation Criteria in the Amendment. Is there a separate document for the Evaluation Criteria? This is also restated in section 6.2.1 on page 5 of 19.

A6. Correct, there is no ADDENDUM to FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS, the Evaluation Criteria is listed in 52.212-2.

Q7. On Page 5 of 19, section 6.3 – Is the Pricing Volume in addition to the completed CLIN Structure found in the SF1449?

A7. No it is not, just please separate Price Schedule.

Q8. Given the added RFP response requirements, would the Government consider changing the Suspense/Due Date to 9/17/2020?

A8. With no hard copies necessary, the closing date will remain the same.
