RFI Response – Architectural and Engineering Services

1. Per factor b. Qualified registered professional personnel in the following key disciplines: It is indicated that a P.E. is required for Cost Engineering. This is atypical for USACE AE opportunities as an engineering and/or construction management degree and an industry recognized certification through AACE International (Certified Cost Professional) has greater relevancy than a traditional Professional Engineer. Would you consider removing the P.E. requirement and update to reflect a CCP or CPE certification requirement by AACE International and/or ASPE, similar to Lead/Asbestos Inspector, Licensed Interior Designer, and Land Surveyor certification requirements?

The PE requirement for the cost engineer will be removed

2. Per factor b. Qualified registered professional personnel in the following key disciplines: It is indicated that a P.E. or R.A. is required for Master Planner.

Would you consider extending this to include “or AICP” to indicate that an American Institute of Certified Planners certification is also an acceptable credential. The AICP certification is the only nationwide, independent verification of planners’ qualifications.

Master Planning work is not required

3. The solicitation (Factor b) indicates 24 Key Personnel qualifications are to be submitted. Since there are only 20 available lines on SF330 Section G, where do you want us to add the remaining personnel? Perhaps Section H?

The following Key personnel are removed, Licensed Interior Designer (NCID required), Industrial Engineering (P.E. required), Certified Value Specialist (CVS required), Telecommunications Engineering (RCCD required), Master Planner (P.E. or R.A. required)

4. Factor a. Indicates requirements for experience in "...research and development facilities, manufacturing facilities..." and Factor b lists an Industrial Engineer as one of the Key Personnel. Can you be more specific about what type of facility and personnel experience might be desired for these facilities at USMA?

These requirements are not needed

5. Does our team need to submit a formal note of interest that we will be submitting and would like to be considered? If so, can this email be considered a note of interest?

a. We ask because other federal agencies we work with have recently been asking for teams to do so and we didn’t see a requirement on SAM.gov or in the SOW.

No formal note of interest is required.

6. We noticed that Telecommunications Engineer and Industrial Engineer are listed as required disciplines on the SAM.gov site but were not indicated in the SOW pdf. Are those two engineering disciplines (telecommunications and industrial) required for teams who are submitting?

These are not required

7. Given the current Covid-19 crisis, do you still require the three hard copies and CD-ROM of the proposal (as stated in the solicitation) be sent or can you accept an electronic PDF submission?

8. Please clarify, is the “Lead” Commissioning Specialist meant for commissioning of building systems, mechanical/electrical/plumbing equipment?

Yes

9. Does West Point intend on seeking LEED Certification for any of the potential projects and accordingly, should we include a LEED/Sustainability specialist consultant in our proposal?

LEED is not required

10. For Telecommunications Engineering (RCCD required) did you mean for this to be an RCDD – Registered Communications Distribution Designer? We could not find anything relevant for RCCD.

Telecommunications Engineering (RCCD required) is not required

11. For Cost Engineering (P.E. required), is a P.E. required for this position? Most cost estimating firms do not have a P.E. on staff. Could this be achieved by CVS or other certification/registration?

Yes

12. For Licensed Interior Designer (NCID required), please confirm that the NCIDQ registration meets this requirement.

13. Please clarify the role of the Industrial Engineer? What specific specialty do you see them filling in this contract?

Not required

14. Is Telecommunications a required discipline with an RCCD certification? Please clarify.

Telecommunications Engineering (RCCD required) is not required

15. Must ALL consultants required as part of this contract be within 150 minutes of the site? Or, just the prime?

Just the Prime is acceptable.

16. Will there be an upload site for electronic submission? If yes, how can we do so?

There is not a site available for electronic submission. Procedures for submission are listed on https://beta.sam.gov/ under this listing.
