SCOPE OF WORK - RAPPELLING TOWERS/SLIDE FOR LIFE/CARGO CLIMBING NET.

The Contractor shall provide all labor, material, equipment, and supervision necessary to accomplish yearly preventative maintenance, inspection and certification on the Rappelling Tower located at South Dock,. Use check list, Attachment titled Appendix A. Rappel Tower to perform inspection and certification of Rappelling Tower, to include anchor points. Inspection and certification for all wire ropes and safety fall nets on the Slide for Life and the supporting guy cables and cable hardware on the Confidence Climb located at Camp Buckner, inspection and testing of the anchor points at the Pine Ridge Rappel Site located off Bull Pond Road, and the inspection, testing and certification of the safety tie off line and the safety line hardware and anchor points across the spillway on Stillwell Dam West Point, NY 10996. Install one (1) Cargo climbing net on Marne One Obstacle at Camp Buckner. Attachment title Appendix B. Contract shall have a base year performance period of 1 April 2020 thru 31 March 2021 with 4 option years.

1. GENERAL.

A. The intent of this service contract is the complete inspection, certification and maintenance to insure trouble free and safe operation of the Rappelling Tower located at South Dock, the anchor points at the Pine Ridge Rappel site, the safety line at Stillwell Dam and the safe use of the Slide for Life cable, Cargo Net and confidence Climb located at Camp Buckner.

B. All work to be accomplished between 1 April 2020 and 30 March 2021 of each calendar year.

II. EXECUTION.

The contractor shall;

a. Be responsible for any damages incurred by him and his employees. Ensure control barriers are in place to prevent any property and facility damages.

b. Leave all areas clean and free of litter.

c. Perform all services during normal work hours (8:00 am – 4:30 pm) Monday through Friday, excluding Federal Holidays.

d. Coordinate dates and times of services with the COR, Mr. Mike Kirk (845) 938-4979, a minimum of two weeks prior to anticipated star of services.

e. Perform all inspections, maintenance and repairs in accordance with Attachment A and current ANSI Standards, NYS Industrial Code Rule 32, OSHA 29 CFR 1926 regulations, OSHA 29 CFR Part 1910, the US Army CORPS of Engineer’s EM 385-1 standards, all Army regulations and TRADOC Pam 385-1. Contractor is to notify the COR immediately upon finding any deficiencies that are not directed to be repaired within these specifications.

f. The contractor shall provide a written report of any deficiencies noted during any inspections. The report shall include a detailed cost estimate to include parts, labor and materials of what repairs are required and should be submitted to the COR within 24 hours of identification of deficiencies. The COR will then determine the proper course of action with the KO.

g. The written report shall be submitted to the COR, Mr. Mike Kirk at Bldg. 667A, 4th Floor, CCSB, West Point NY 10996, documenting all work performed on the components of the Rappelling Tower, Pine Ridge Rappel site, Stillwell safety line and Camp Buckner Slide for Life and Confidence Climb.

h. Identify all deficiencies found, corrective measures taken, replacement parts required, quantities and quality of lubricants utilized. Same shall be submitted within 30 days upon completion of services.

i. Insure Rappelling Tower, Pine Ridge Rappel site, Stillwell safety line and Slide for Life and Confidence Climb to be in full and safe working order.

j. Provide all parts necessary to accomplish maintenance and repairs as identified in the Performance Section (III) of this SOW.

k. Be ANSI certified to install and inspect structural support cables, testing of rappelling supports and anchor points.

l. Inspection and certification of all wire ropes specified in the performance section shall be performed by a certified wire rope inspector and/or certified engineer. The contractor shall provide proof of certification within five (5) calendar days to the Contracting Officer (KO) upon signing of the contract.

m. Contractor shall respond to emergency services as and when called for by the COR or KO and NLT within twenty four (24) hours of notification (email, phone call) by same.

n. Contractor shall ensure all anchor point have been load tested to insure that they will accommodate a dead load weight of at least 400 pounds each. (29 CFR 1910.66, Appendix C (D) 9c) (10).

III. WORK TO BE PERFORMED.

A. Rappelling Tower Maintenance (Note: Use check list, Attachment A, to perform Inspection, Testing and Certification of Rappelling Towers).

1. Check for cracks in welds and general appearances that may indicate deterioration of safety rails, supports and anchor points located on upper deck.

2. As per TRADOC 385-1 (2009) Appendix D Tower Check list from TRADOC Safety.

3. Check guy cables tension, covering, anchorage and turn buckles protective covering.

4. Check for cracks and general appearance that may indicate deterioration of decking, stair treads, stair railings, landings and wall fac. Replace pressure treated wood as necessary.

5. Replace pressure treated wood on the following; deck, stair treads, stair railings, landings and wall face as determined during performance of # 4 above.

6. Check edge padding for wear and securely fastened. Replace as necessary, Government will supply replacement padding.

7. Pressure wash entire tower, except for pressure treated support columns and apply wood sealer to all wood on towers that is not scheduled for painting. This is to be done during the Base & third (3rd) Option Years Only.

8. Paint entire deck, stairs and landings with non-skid paint. Paint must conform to pressure treated wood.

9. Replace yellow warning line to match existing in kind with three (3) inch wide glue down tape or “safety yellow” paint.

B. SLIDE FOR LIFE

1. Perform a complete and detailed inspection of the Slide for Life at Camp Buckner to insure that the wire ropes are safe for their intended use.

2. Inspect and certify the Slide for Life wire rope located at Camp Buckner. This shall include its tensioning, anchorage, guy cables and connections.

3. Report shall be included in the total PM report on a form applicable to satisfy the requirements of ANSI and TRADOC PAM 385-1 and signed by the certified wire rope inspector and/or certified engineer.

4. Inspect and replace, when necessary, safety fall nets. USMA Range Operations will supply the nets.

C. CONFIDENCE CLIMB.

1. Perform a complete and detailed inspection of the Confidence Climb at Camp Buckner to ensure that the guy cables are secured and that the cables are safe for their intended use.

2. Inspect and certify the Confidence Climb at Camp Buckner. This shall include guy cables tensions, anchor and termination connections.

3. Inspection and maintenance will not include the wooden structure itself.

C.1. ADDITIONAL WORK. – WATER CONFIDENCE COURSE.

1. Perform a complete and detailed inspection of the Water Confidence Course at Camp Buckner. Check towers for cracks in welds, mechanical fasteners and general appearance that may indicate deterioration of structural integrity.

2. Inspect all wire ropes to include its tensioning, anchorage, guide cables and connections. Inspection and maintenance includes the ling cables (combination of wire and rope) that runs from the obstacle to the shore next to the “slide for life” obstacle.

3. Inspect the personnel net that hands from the obstacle. Inspect to include net, perimeter wire rope, connections and hardware. Test shall follow current OSHA 1926.502 © and ANSI standard 10.11-1989 (R1989), follow sections 10, 11, 13 and 14. Section 9 of standard is neither feasible nor practical so we follow the exception in the standard.

4. Do an underwater visible inspection below the Water Confidence Course I-beam and Slide for Life cable for debris that might accumulate in the fall areas. Remove any loose debris that is in the fall area that could cause injury for someone falling into the water.

D. PINE RIDGE RAPPEL SITE.

1. Inspect, test and certify all anchor points on the rappel site. Anchors are on top of the rock surface at the rappel site.

2. Test each anchor point to 1200 pounds each. Anchor will be tested with s aide pull to replicate the way they’re used during training.

E. STILLWELL SAFETY TIE-OFF LINE.

1. Inspect, test and certify all anchor pints, swivel eyes, eye bolts, bolts, wire rope thimbles, steel angle iron/frame rope supports on dam, flanges and entire safety line tie off mechanisms and equipment.

2. Inspect the wire rope to include its tensioning, anchorage and connections.

3. Safety line inspection and maintenance will be performed once a year. Safety line is used for water plant workers to connect to and maneuver across the dam to inspect, repair and maintain the lade water level control boards twice a year or when required.

4. Inspect all welds on flanges, anchor points and steel framing. Prep and pain angle iron/frame rope supports on dam every other year and/or when needed as per the COR discretion. Paint required during Base Year, 2nd Year and 4th year options. Paint must conform to metal surfaces under wet exterior conditions.

F. INSTALL CARGO CLIMBING NET AT CAMP BUCKNER.

1 Provide rigging and all necessary equipment and supplies to install one (1) cargo climbing net on the Marne Tough One obstacle at Camp Buckner.

2. The contractor shall purchase and supply the cargo net to the specifications listed. The Cargo net will be 14’ W x 32’ L, 3 stranded, rope climbing net , 8” x 8” square mesh openings, made w/all 1” diameter Manila Rope. The rope shall be natural color, UV and slip resistant. Contractor shall also purchase and supply the lashing cord to be attached to wooden structure as well as all materials required to attach and install climbing rope. See Attachment “B” to view existing Marne obstacle

3. All hooks, clips, connectors and miscellaneous hardware needed for installation will be stainless steel. All ropes shall be securely mounted and fastened to supporting timbers and/or equipment with ends tied and taped.

4. The cargo net is located at the Marne Obstacle course on the “tough One” obstacle. The net is attached at the top of tower 32’ high and hangs to the ground.

5. Supply all necessary hardware and lashing rope and install for a complete installation.

6. Contractor shall insure all work and workmanship is guaranteed. All work must be installed to the specifications provided and to meet TRADOC Pam 385-1 and Range Control Operations Specifications. All work will be inspected and approved, by the COR and Range Control, during installation and prior to agreeing on 100% competition.

APPENDIX A

RAPPEL TOWER INSPECTION

Use the rappel tower checklist to perform the yearly inspection, maintenance and testing program. Submit a written report documenting all inspections, maintenance and testing on the rappel tower.
