West Point Observatory Dome Maintenance Services 18 July 2019 USMA Staff Faculty
Performance Work Statement
West Point Observatory Dome Maintenance Services:
This Performance Work Statement establishes the requirements for a contractor to perform repair and maintenance work in the West Point Observatory with the purpose of making it fully functional. The Observatory is located at the Department of Physics and Nuclear Engineering, US Military Academy, Bartlett
Hall, Bldg 753, West Point, NY 10996. In order to perform the required maintenance and repairs, the contractor must be familiar with the following:
- TheSkyX by Software Bisque observatory control and imaging software
- MaxIm DL by Diffraction Limited observatory control and imaging software
- Advanced Observatory Control Software and Hardware to include ASCOM dome driver
- FireCapture imaging software
- Optec Gemini focuser-rotator operation and control software
A proven track record of work experience performing similar installation/maintenance jobs at other college observatories is required to validate contractor’s ability to perform needed repairs and maintenance.
The following tasks should be addressed:
Telescope
- Check telescope pier alignment – adjustable height, electro-mechanical pier, Pier-Tech 2 pier
- Perform polar alignment of the telescope mount (if needed)
- Service the Paramount ME II robotic telescope mount by Software
Bisque to ensure continued proper operation
- Install Optec Perseus 4-port instrument selector
- On one port of the Optec Perseus port selector, install SBIG STX 16803 deep space camera and its imaging train to include filter wheel, guider, and Optec Gemini focusing rotator
- On second port of Optec Perseus port selector, install planetary imaging train to include ZWO camera, Barlow lens (if needed) and illuminated crosshair eyepiece
- Perform adjustments, as needed, to make remaining two ports of Optec Gemini instrument selector capable of performing visual observations through either of the following eyepieces: Tele Vue Nagler 31 mm type 5, 2.
Tele Vue Nagler 17 mm type 4, Tele Vue 10 mm 100 degrees
- Install and test software associated with Optec instruments, SBIG camera, ZWO planetary camera such as TheSkyX and MaxImDL
- Rebalance telescope after installation of additional hardware
- Provide a minimum of 20 hours of on-site, hands-on training for USMA personnel and/or cadets in the use of the installed system to include procedures to be followed when operating telescope in conjunction with the Optec Perseus instrument selector, such as focusing telescope when switching between visual observation, deep space imaging and planetary imaging.
- Provide contra cost, online “customer service” in the future in case the installed system needs troubleshooting or users need further training in the use of it
Dome
- Install flat light panel in a suitable frame in the observatory that will allow 16-inch telescope to take flat field images needed in the processing of astrophotography images. Flat panel light source is already purchased by West Point
- Provide maintenance service to Observatory dome to include lubrication of moving components, realignment and centering, as needed
- Service, lubricate and align (and/or provide any needed adjustments) of upper shutter motor and service lower, drop out shutter to include its suspension and motor.
- Service dome rotation control mechanism, to include control boxes, cogwheel, gearbox and motor, and investigate feasibility of installation of a second motor that would smooth out and speed up dome rotation. Spare motor, cogwheel and gear box will be provided by the manufacturer of the dome, PierTech (cost of replacement motor, gearbox and cogwheel covered by West Point)
- Service and reprogram (as needed) dome control boxes to include blue tooth communication between upper and lower part of the dome
- Reestablish home and park positions for the dome (if needed)
- Check weatherproofing of dome and replace any missing or damaged seals to include rubber gaskets and any other sealing materials as feasible
- Service dome control software and synchronize mount and dome operation
- “Sky test” complete installed system – telescope, cameras and dome – for
“finding” objects in the night sky and “tracking” these objects
- Provide a minimum of 20 hours of on-site, hands-on training for USMA personnel and/or cadets in the use of the installed system
- provide contra cost, online “customer service” in the future in case the installed system needs troubleshooting or users need further training in the use of it
Period of Performance
Pier alignment, mount and telescope installation should take place in the summer of
2018 (or 2019, depending when funds become available) to include dates mutually convenient to contractors and West Point personnel and/or cadets between the months of June and July (when classes are not in session). Onsite work should take up to two weeks. The uncertainties present in obtaining the necessary funding schedule do not allow naming a precise start date for the service and maintenance work. Thirty days’ notice of start date will be provided by USMA.
Specific elements of the service to be provided by the contractor are as follows
- Visit planning
- Parts and materials
- Onsite work
- Onsite training
- Testing to ensure equipment meets specification
Contractor Furnished Equipment
Contractor shall provide all necessary tools and equipment to perform the required services as laid out in this PWS. No government owned equipment will be removed from this installation unless repair cannot be performed on site. Arrangements can be made ahead of time with West Point if the use of large size power tools are needed (such as, for example, renting a crane or obtaining tall ladders from the local Department of Public
Works (DPW) office).
Security
The work conducted under this task will be UNCLASSIFIED, therefore contractor personnel will not require a security clearance.
Access
The contractor shall coordinate with the Government to gain access to the required work locations.
CMRA Contractor Manpower Reporting Application (CMRA)
The Contractor Manpower Reporting Application (CMRA) is a business process that has been approved by the Secretary of the Army as the means for collecting information on contracts that provide services to the Department of the Army.
The contractor is required to completely fill in all required contractor information directly to the CMRA website: https://cmra.army.mil
The information to be collected includes, by contract, delivery order/task order number, the funding source and related financial data, organization receiving the services, mission/function performed, and labor hours and costs by Government Fiscal Year (1 October through 30 September). CMRA will enable the Army to (i) fully understand the composition of the Army workforce - military, civilian, and contractor, and allow for more informed workforce staffing and funding decisions; (ii) provide better oversight of our workforce, avoid duplication of effort, or shifting of in-house reductions to contract; and
(iii) better account for and explain our total Army workforce. Data must be entered into the CMRA Application at any time during the contract’s period of performance (POP).
Data must be accurate and complete, and entered into the CMRA by Government Fiscal Year (FY), 1 October through 30 September, for each FY that falls within the POP. For delivery order/task order type contracts, each separate delivery/task order is recorded. Information must be entered into CMRA NLT than 31 October of each fiscal year being serviced in the contract.
File details come from the government source that posted it.
