The United Sates Military Academy (USMA)At West Point seeks to leverage available cellphone-based technologies in an effort to better secure a campus and installation filled with individuals who are increasingly accustomed to using mobile devices in every aspect of their lives, anticipating this will increase reporting, enforcement, and the overall safety of the Corps of Cadets, staff, faculty, contractors, Soldiers, visitors.

DETAILED DESCRIPTION OF THE SUPPLIES AND/OR SERVICES REQUIRED TO

MEET THE AGENCY’S NEEDS:

USMA requires a single, integrated, command and control application which allows emergency managers and strategic communicators the following capabilities:

1) Incident Reporting through “hot buttons” that utilize text, video, and voice reporting both attributable and anonymously : App for reporting criminal and suspicious behavior that is free to the targeted audience and can be downloaded by IOS and Android users. This app must allow users to report criminal, dangerous or suspicious behavior or activities to law enforcement personnel and/or the appropriate agencies.

2) Incident Management: The application must have a user-controlled location and status discrimination function that can be viewed on the dashboard/GUI. This status and location must be overlayed on a map. The user must also have the ability to voluntarily enter information that will be viewable by administrators if “clicked on” by a dashboard/ GUI user, ie name, unit, phone number, address, etc. In any serious incident, criminal or natural disaster, identifying the locations and status of those affected is crucial to accountability and aids in resource allocation.

3) On premises monitoring/ notification : The application dashboard/interface must be monitored and manipulated by West Point personnel. The potentially time-sensitive nature of any user-sent notifications and those that would be sent out alerting the users to emergency situations must be locally administrated.

4) Silent reporting : Modern recreational habits of college age men and women open an opportunity for West Point Personnel to find themselves in dangerous situations where an audible alert to authorities would worsen their predicament. The app must allow West Point personnel to silently alert law enforcement and receive assistance without offenders being made aware and possible worsening the situation prior to law enforcement response.

5) Two-way communication with users/public/visitors : USMA hosts over million visitors a year for major events and on a daily basis as tourists come to see the Academy. An app would allow West Point to communicate with visitors during emergent situations or hazard conditions. (i.e., severe weather, tornado, flash flooding, hail, and earthquake.).

This application would also distribute non-emergency messages (road closures, power outages, etc) adding redundancy to the current Desktop Alert. Mass notifications must be able to be sent to all active users.

6) Distribution Groups : Distribution lists must be able to be developed by grouping users into numerous by affiliation, organization, and/or service provided. This will allow more accurate and efficient messaging

7) Geofencing-based messaging—Emergency and Non-Emergency : An app is required that would allow West Point to broadcast dangerous areas and emergency cordons to the public in the event of an emergency. Administrators must be able to establish geofence-based messaging, both emergency and non-emergency. The app will allow users to report hazard concerns, damage, and emerging disaster conditions to and from users, allowing Emergency Managers to determine magnitude of impacts leading to prioritization of support resources and capabilities.

8) Portal Functionality : West Point Personnel desire to engage with their supported populations in conversation about the development of the institution and ongoing actions on the installation. A public safety app that can serve as a portal to other agencies like the Directorate of Public Works, Sexual Harassment/Assault Reporting and Prevention. As a minimum provide a resource page in turn increasing usefulness for users and the likelihood that it will be downloaded.

9) “Embeddable” in an existing fan experience app : In the future, as ODIA continues to develop their fan experience, the public safety application sought must be embedded into the ODIA fan experience application to allow fans a single source for team-related information, ticket purchasing, incident reporting, and game-day information sharing.

10) Single application functionality : All of the functionality listed in the previous requirements must be resident in a single application, with ODIA “parent” application.

The more applications that users have to download to gain these functions reduces the number of users and likelihood that the apps will be used.
