CONTRACT: One Time Service DATE: 27 Jul 15 PROJECT: Replace carpet from ground to 1st floor
LOCATION: BLDG 758
IJO: BS 14142 4J
GOVT PM: Bobby Christoforidis
Subject: One time service contract to replace carpeted stairwell at Jefferson Hall library.
The existing carpet on stairwell from ground to first floor at Jefferson Hall Bldg 758 is worn and has become detached from the concrete stairs. The library has in its possession 5 rolls of carpet left over from the construction of the facility. This carpet has been inspected and found to be in good condition and since it is of original design it matches the color scheme of the library. Because government furnished material is being used the carpet requirements contract, nor the JOC program can be used to replace the carpeted stairwell. The cost of labor alone exceeds the amount that can be charged against a government charge card. Therefore a one-time service contract is required. The following paragraphs describe the work required for the replacement.
- Remove existing carpeting from ground to first floor at library (24 stairs and 7’ landing).
- Remove any glue, clean and prepare existing concrete stairs for installation of new materials.
- The stairwell is of a radial design; therefore, the treads have an increasing length from inner to outer radius. As one climbs up the stairs the left side which is exposed to open space (it’s edge can therefore be seen) has a length of 11” and the left side that touches the wall has a length of 16”. Because of this design it will be required by the contractor to bind the exposed unfinished side of the replacement carpet with a matching color binding strip to give it a clean finished look. The left side of replacement carpet will butt up to stairwell wall and will not require any cove base or other trimming material.
- Additionally the concrete stairs are not bull nosed or 90 degree, but are chamfered.
This will require the contractor to install each and every riser and run as an individual unit. There will be 24 separate installations one to include the 7’ landing.
- A walk off mat made with the same material and radial design with 10’x6’ dimension and binded on all four sides to be included in scope of work. This mat is not required to be adhered to terrazzo surface, but serve as a matching in color and design mat that can be removed anytime and cleaned.

- It was determined that the glue used for the initial installation did not withstand the test of time. It is recommended that a contact adhesive be used to prevent the newly installed carpet from coming loose. The government furnished carpet is a 30 oz weight. Ensure manufacture’s suggested adhesive does not bleed through. Contact adhesive usually has a strong odor. Therefore installation of new materials will be performed when the library is not open to the public.
- The contractor will adhere to all environmental, safety, ATFP, security, insurance, bonding and prevailing rate requirements while performing any work at West Point.
