GRADUATION PARKING PERFORMANCE WORK STATEMENT

Graduation Parking Performance Work Statement (PWS)

Scope of Work: The Contractor shall assume responsibility for directing the parking of vehicles at the United States Military Academy (USMA) Graduation on West Point. The parking attendants and supervisors will adhere to the stipulations as noted within this

PWS.

The number of attendants/supervisors denoted within the PWS are the minimum required to successfully accomplish the requirements outlined in the PWS. This PWS includes support for two separate events: Graduation Parade and Graduation Ceremony.

Graduation Parade

The Graduation Parade occurs one (1) day prior to the USMA Graduation Ceremony and the Contractor will conduct visitor directed self-parking operations, 7:00 A.M.-11:00 A.M. using the designated areas as noted below.

Parking Attendants (6) Supervisors (2)

Parking attendants/supervisors will move from areas/lots until all available parking spaces/areas are full in accordance with the designated sequential order below:

1st – Buffalo Soldiers Field (BSF) hard stand (pavement) using established/available parking spaces 2nd – BSF Grass depending on weather conditions; park partial or total grass surface 3rd – Behind Building 626 4th – In-front of Building 622 5th – J-Lot 6th – Veterinarian Clinic Parking Lot 7th – Williams and Thayer Roads

*COR is responsible to ensure the Contractor is familiar where the designated areas/lots are located; their expected parking capability; and/or any specific method to park designated area/lot

Specific Tasks

1. Contractor personnel privately owned vehicle (POV): Contractor personnel will consolidate and park their POVs in BSF hard stand.

2. WP EOC Parking Operations Representative: No required.

3. Specific Parking Requirements and/or Procedures: Addressed at the initial IPR meeting. However, the parking of BSF Grass surface will require the Contractor to “mark” the field with orange traffic cones prior to parking this surface.

4. Shuttle Service Support: Not required.

5. Communications: Same as paragraph 6 below.

6. Contractor Personnel Uniform: Same as paragraph 7 below.

7. Required Equipment: Same as paragraph 8 below.

8. Other Requirements: Same as paragraph 9 and 10 below. In addition, Contractor will inform COR when an area/lot is full and the Contractor is moving the next area/lot as noted above. Before departing West Point at the prescribed time, the Contractor will provide the COR with a written final (numerical) total of vehicles parked per area/lot.

Graduation Ceremony

The Graduation Ceremony occurs one day following the Graduation Parade and will require the contractor to conduct visitor directed self-parking operations; 4:45 A.M.-1:00 P.M for all lot employees on POTUS/VPOTUS (President/Vice President) visits.

Specific Tasks

1. The Contractor will attend two (2) scheduled Graduation Internal Program Review (IPR) meetings. The date, time, duration and location of these meetings will be provided to the Contractor approximately thirty (30) days in advance of the meetings.

Typically, the first IPR meeting occurs, approximately first or second week of May and final IPR meeting, if required, will occur two to three days before the Graduation Ceremony.

a. At these IPR meetings, the Contractor and COR will review/agree upon the following:

(1) Plan on “how” each parking area/lot will be parked including those areas that are to be parked sequentially as defined in paragraph 10 below.

(2) Proposed plan to park specific grass or seeded areas, partial or complete.

(3) Any specific parking restrictions or information that will be useful for the Contractor to conduct parking activities.

(4) Determination on the initial positioning of parking attendants and supervisors in each specified parking area/lot and denoted by the Contractor on a map provided by the COR and maintained in the WP EOC.

b. The Contractor and COR will identify and agree upon each parking attendant and supervisor specific task/requirement as it relates to their designated parking area/lot, or for supervisors, their zone of responsibility.

2. Contractor personnel privately owned vehicle (POV): The Contractor will comply with the following restrictions:

a. Ensure parking attendants/supervisors assigned to the parking lots C, D, E and F during Graduation Ceremony will utilize those assigned parking lots for the parking of their POVs.

b. All other contractor personnel are allowed to park their POVs in the area/lot they’re assigned to support.

3. WP EOC Parking Operations Representative: In support of the Graduation Ceremony, the Contractor will provide an individual to staff the WP EOC 5:30 A.M. to 1:00 P.M. as a “Parking Operations Representative”.

a. The Parking Operations Representative is responsible to provide the COR with updated and regular parking area/lot status reports regarding the percent of vehicles parked.

b. This status report of every parking area/lot will be available as a percentage (25%, 50%, 75%,100%) at thirty (30) minute intervals beginning at 6:00 A.M. until the Graduation Ceremony begins, on or about 10:00 A.M. These status reports will be maintained within a journal or chart created that specifically lists all the parking areas/lots and varying reporting intervals to be filled in with the percent parked up to that specific time.

c. In addition, the Parking Operations Representative will denote the status report in the EOC provided by the COR.

d. NLT 11:30 A.M., the Parking Operations Representative will provide the COR a written final report that contains the numerical roll-up of all vehicles parked in each area/lot.

4. Specific Parking Requirements and/or Procedures:

a. The Contractor will direct the visitors to self-park their vehicles in designated parking spaces or in a way as prescribed and agreed upon by the COR and Contractor at the 1st IPR meeting.

b. On the day of Graduation, the Contractor will ensure:

(1) Employees assemble NLT 4:45 A.M. in AAA Parking Lot in order to receive necessary final operational instructions from Contractor’s senior staff; in addition, the Contractor will provide employees with a safety briefing.

(2) Parking Attendants are in-place at designated parking areas/lots NLT 5:30 A.M. and ready to conduct parking operations; attendants will remain in their designated areas/lots, until all available parking spaces/areas are full and/or attendants/supervisors are re-positioned in order to support other areas/lots as necessary/directed by the COR in coordination with the Contractor.

c. In the event that the Contractor directs parking of a vehicle in an area/lot not coordinated nor approved by the Contractor and COR, the Contractor shall bear the cost of towing all vehicles, if necessary.

d. Ensure visitor vehicles are parked efficiently, but with enough room for people to get in and out of the vehicles with ease.

e. The Contractor must always provide sufficient circulation through the parking areas/lots in accordance with COR guidance or direction. Travel lanes within the lots must be maintained to allow for emergency vehicles complete access; eight (8) feet is the minimum space required.

5. Communications:

a. The Contractor shall provide monitoring/surveillance of parking areas/lots and visitors. Specifically, the Contractor shall report to the COR the following:

(1) Emergencies, such as medical and/or fire where the Contractor employees may be tasked to intermittently assist in emergency traffic control, i.e., to assist the arrival or departure of an ambulance or emergency service vehicle(s).

(2) Any illegally parked vehicles in the parking areas/lots prior to the start of the Graduation Ceremony.

(3) Disturbances or incidents that may require military police and/or emergency service support.

b. The Contractor shall provide and maintain immediate and consistent communications between the Parking Attendants and Supervisors via a self-provided radio. In addition, the Contractor will maintain communication with the COR via cell phone at all times during parking operations.

c. The Contractor will provide the COR with a written after action report (AAR) NLT five (5) days after the completion of the ceremony regarding their support operations (Include support for both the Graduation Parade and Ceremony). Specifically, within the AAR the Contractor will address the following areas:

Explain the initial plan to support the parking operations How did the re-positioning of parking psnl impact parking operations, if directed Describe any issues that occurred which may have caused a disruption in parking operations List (time, location, circumstance) any emergency call supported by parking personnel Explain how the parking plan may have differed from the plan agreed upon by the Contractor and COR prior to support of parking operations Provide recommendations for changes or corrections to parking plan and/or actual implementation/operations

6. Contractor Personnel Uniform

a. The Contractor shall provide parking attendants and supervisors with uniforms that identify employees as parking staff.

(1) Parking Attendant: Individual Parking Attendant uniform will consist of matching color shirt (and/or jacket in inclement weather.

(2) Parking Supervisor: Supervisor’s uniform will consist of a matching color – different from the Parking Attendant– shirt (and/or jacket in inclement weather).

b. All Contractor employees will wear a reflective safety vest as an outside garment.

7. Required Equipment

a. Equipment required to perform parking operations at West Point will include, but not limited to specific items as noted below. The Contractor is responsible to provide these items and to ensure personnel possess the equipment or equipment is on-hand at each parking area/lot prior to the initiation of parking operations.

b. In addition, the Contractor shall furnish all necessary equipment needed prior to performing parking operations. The required equipment will be addressed at the initial IPR meeting between the Contractor and COR.

8. Personnel Support Requirements: Parking operations for the USMA Graduation Ceremony are separated into two different categories (see below). The number of identified parking areas/lots are differentiated between the two categories and varying number of parking personnel to support each area/lot is noted.

a. Graduation Ceremony with either the President of the United States (POTUS) or Vice President of the United States (VPOTUS) in attendance.

Note 2: Contractor, as directed by the COR or West Point EOC Director, will be prepared to flex parking attendants to other parking areas/lots (Stony CDC, North Athletic Field, South Dock Area Parking Lot, Thayer Roof Parking Lot and/or USMAPS)

9. Shuttle Service of Contractor Personnel and Handicap/Special Needs Guests:

a. The Contractor will provide motorized (gasoline operated golf carts) transportation for supervisors to travel the distance between the various parking areas/lots throughout the installation in order to exercise adequate supervision of parking operations. In addition, the Contractor will support the movement of handicap or individuals that may need assistance to move to and from the Graduation Ceremony location from designated parking areas/lots as defined by the COR.

b. Golf carts have successfully been used previously to move Contractor personnel throughout the installation, but also they will be required to move special needs visitors, as necessary or as directed by the WP EOC Parking Operations Representative. These will be separated in (2) scenarios: For non-POTUS visits, the Contractor will provide a minimum of ten (10) golf carts (8-six passenger and 2-four passenger) and for POTUS visits, the Contractor will provide a minimum of twelve (12) golf carts (10-six passenger and 2-four passenger).

c. The Contractor will provide the drivers, who must possess a valid state vehicle driver’s license, for each of these golf carts. Golf carts must include the operator’s manual and that the Contractor will ensure golf cart drivers comply with personal safety and vehicle operations requirements as noted in the manual. In addition, drivers will comply with NYS DOT laws, regulations and or requirements for transporting passengers on a NYS road.

d. The Contractor will have the golf carts delivered, secured and ready for use NLT one (1) day prior to the Graduation Ceremony. At the first IPR meeting, the COR will designate a specific location for delivery and storage of the golf carts. The golf carts must be removed from West Point NLT two (2) days after conclusion of the Graduation Ceremony.

10. Identification and AT Related Measures for Contractor personnel.

a. For Contractors that do not require the U.S. Government Common Access Card (CAC) or Limited Access Card (LAC), but require access to a DoD facility or the installation, the Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13).

b. This requirement for NCIC-III and TSDB background check also applies to all employees who will enter Army-controlled installation or facilities (Central Area/Restricted area). Applicable installation, facility and commander installation/facility access and local security policies and procedures (provided by the COR) must be adhered to at all times. Documentation of these checks will be made available to the COR and security personnel upon request.

c. Contracting Official Representative (COR): The COR will ensure the following is strictly enforced as part of this PWS and that:

(1) Contractors/subcontractors are processed for a background check or National Agency Check with Inquiry (NACI), as directed by the ATO and/or DES. The background check is the minimal investigation to be adjudicated for a USMA Identification Card (Local Access Badge) versus the NACI, which requires fingerprinting and submission of EQIP. NACIs are required for contractors/subcontractors that require a CAC and/or government computer accounts.

(2) The USMA Form 13-16, Personnel Background Check, is correctly completed and signed by the COR who is a properly cleared Federal Employee.

(3) The USMA Form 13-16, Personnel Background Check, is submitted within 10 working days prior to personnel starting projects on West Point, depending on when contract is awarded and work is scheduled to start. Waivers are made for the 10 working day suspense on a case by case basis, only in emergency situation.

(4) All identified contractors requiring a CAC and/or government computer access, submit fingerprints and complete a NACI investigation submission via EQIP, prior to being issued a CAC and/or given access to the government computer network.

(5) All government issued identification and vehicle stickers are confiscated from contractors/subcontractors upon termination of employment or end of project. These items will be returned to MPD and DES.

d. Force Protection Conditions (FPCON) Clause: During higher FPCON Contractor personnel are required to comply with all antiterrorism policies and procedures while on the installation. Contractor personnel may be directed to enter the installation through certain access control points where they can best be identified and searched. In addition, the Contractor will comply with the following:

(1) Comply with parking restrictions and not park in unauthorized parking areas or within 82 feet of an inhabited building when directed.

(2) Provide the COR with an Access Control Roster (personnel and vehicles) of names/vehicles verified by the Contractor and who received background screening.

Substitutes receive same vetting process prior to work.

(3) Contractor personnel and vehicles are subject to search while on the installation.

(4) In the event of an identified restricted/exclusion area, Contractor personnel will not be authorized without specific permission or an escort.

e. Contractor personnel may be denied access to the installation during increased readiness or FPCON.

f. Illegal Alien Employment: The contractor shall not employ any alien who does not have a valid US Immigration I-551 or I-94. The contractor shall provide valid social security numbers and citizenship status of all employees to the West Point ATO upon request.

g. E-Verify.

(1) E-Verify is an Internet based system operated by the Department of Homeland Security (DHS) in partnership with the Social Security Administration (SSA) that allows participating employers to electronically verify the employment eligibility of their newly hired employees. E-Verify is currently free to employers and is available in all 50 states. E-Verify provides an automated link to federal databases to help employers determine employment eligibility of new hires and the validity of their Social Security numbers. E-Verify are the best means for determining employment eligibility of new hires and the validity of their Social Security numbers.

(2) Contractors shall use E-Verify on all employees that will be working on this installation, under this contract. This shall be done prior to the employee starting work on the installation.

(3) For E-Verify information: www.dhs.gov/E-Verify 1-888-464-4218 The United States Government has adopted a zero tolerance policy regarding trafficking in persons.

Additional information about trafficking in persons may be found at the website for the Department of State’s Office to Monitor and Combat Trafficking in Persons’ at http://www.state.gov/g/tip. Government contract shall —

(a) Prohibit contractors, contractor employees, subcontractors, and subcontractor employees from —

Engaging in severe forms of trafficking in persons during the period of performance of the contract;

Procuring commercial sex acts during the period of performance of the contract; or

Using forced labor in the performance of the contract;

(b) Require contractors and subcontractors to notify employees of the prohibited activities described in paragraph (a) of this section and the actions that may be taken against them for violations; and

(c) Impose suitable remedies, including termination, on contractors that fail to comply with the requirements of paragraphs (a) and (b) of this section.
