All passengers in the vehicle must also enter the Visitor’s Center and present a photo ID. Each passenger’s name will be entered on the vehicle pass in addition to the driver’s name. At the Liberty gate entrance, guard personnel will check the vehicle pass along with the photo IDs of the driver and all passengers.
5. Driving directions to Building 2015: Once on post, proceed to the 3rd light, make a right onto Pendleton Ave.

ADDENDUM TO FAR 52.212-2
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered.
The following factors will be used to evaluate offers:

(b) Proposals will be evaluated for compliance with the following submission requirements, detailed in the Addendum to FAR 52.212-1, paragraph D. Proposals that do not conform to the solicitation requirements may be deemed ineligible for award:
1 – A cover letter included in the proposal, meeting the following requirements:
Submitted on company letterhead, signed by an officer of the company, stating the authorized representative(s) (along with title, telephone number and other contact information such as e-mail) who can obligate, the offeror contractually, negotiate, sign the proposal, and sign other contract actions.
Acknowledges an extended acceptance period of 90 calendar days from the date specified for receipt of offers.

5 – The following representations and certifications shall be included in the proposal, or the offeror shall state the representations and certifications are in SAM. The Government shall verify the offerors status in SAM at the time of submittal. If the offeror is not registered in SAMs the proposal shall be considered ineligible for award and shall be considered non-conforming with the solicitation requirements.
52.204-24 Representation Regarding Certain Telecommunications And Video Surveillance Services or
Equipment
52.204-26 Covered Telecommunications Equipment Or Services 52.212-3 Alternate I, “Offeror Representations and Certification – Commercial Items” 52.219-28 Post-Award Small Business Program Representation
6 – Technical Capability/Experience included in the proposal
(c) The Government will evaluate the offerors’ Technical Capability/experience to which the offerors’ provided current American Association of Automatic Door Manufacturers (AAADM) Inspector Certification, licenses and certifications by the state of Washington. Technical capability will be evaluated to determine the level to which the offerors’ submitted past experience (which may include past experience of proposed subcontractors) was for work of a like and similar magnitude, scope and complexity as this solicitation. Specifically, the Government will evaluate the offerors’ past technical experience in the following areas:
Management Experience in providing automatic door maintenance and repairs similar to those contained in the PWS.
Inspection and service of automatic doors for at least 500 units annually at multiple locations on a monthly basis
Repair and service of automatic doors including inspections, testing, routine service, and maintenance in accordance with (IAW) the most current commercial industry standards, codes and regulations, NFPA, American National Standard for Power Operated Doors, ANSI/BHMA A156.10, and manufacturer’s recommendations and requirements.
Over and above work (not routine work) to include alterations/modernizations Emergency calls for service or repairs response time within 2 hours Prepare reports of the services performed along with all the findings
The Government will evaluate up to three (3) past technical experience submissions (Submitted on the Technical Experience Proposal Forms provided as Attachment 3), and will only evaluate past experience submissions that were performed, in whole or in part, within the past five (5) years from the closing date of the solicitation. If an offeror fails to provide an acceptable past experience narrative the offeror may be ineligible for the award. The Government will determine the acceptability of offeror’ technical experience based on the following ratings:
Technical Capability Ratings
Rating Description Acceptable The offeror’s Technical Capability record involved similar scope and magnitude of effort and complexities this solicitation requires Unacceptable The offeror’s Technical Capability record involved little or none of the scope and magnitude of effort and complexities this solicitation requires
(d) The Government will not score or rate offerors’ price proposals. Proposed prices will be evaluated for reasonableness and balance. To be eligible for award, an offeror’s technical capability must be rated “Acceptable,” the total price proposed must be determined reasonable, and all CLINs must be determined balanced, unless the Government determines that the lack of balance does not pose an unacceptable risk to the Government.
Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items (including base and option periods) is significantly overstated or understated as indicated by the application of price analysis techniques. Offers that are determined to be unbalanced may be rejected if the lack of balance poses a significant risk to the Government.
Price analysis will be performed on the total proposed amount (base and option period). The existence of adequate price competition is expected to support a determination of reasonableness; however, other price analysis techniques may be used to further validate price reasonableness.
The Government will evaluate its option to extend services (FAR Clause 52.217-8) by adding one-half of the offerors’ proposed price for the fourth option period to the total proposed price. Thus, the offerors’ total price for the purpose of evaluation will include the base period, first option, second option, third option, fourth option, and one half of the last option period. Offerors will not propose a cost for the six-month period. The extension of services clause will be exercised only if necessary, utilizing the negotiated rates of the preceding period.
Evaluation of the option(s) shall not obligate the Government to exercise the option(s).
