Question/Comment (one per line) Government Response/Disposition

Will you allow a national certification [in lieu of Washington State certification] to compete since this will be on federal property?

For BAT certification, a current WA State or national ABPA certification is acceptable. Regarding a plumber's license and certifications, a WA State plumber's license and WA state L&I plumber's certification is required. However, the contractor may apply for a reciprocity certification. WA State only reciprocates with the state of Idaho. Although JBLM is federal property, the state of Washington regulates the Safe Drinking Water Act under state law and a formal agreement with the EPA.

2 Solicitation (RFP) and PWS

Page No. 62 / Addendum 52.212-1 Paragraph D(9)(a) and PWS Paragraph 5.1.6

Will the PRIME contractor be able to subcontract the work, if the PRIME has a Washington State BAT and a specialty plumber’s license along with Department of Labor and industry permit?

Yes; however, the required licenses and certifications in PWS Paragraphs 1.6.1, 1.6.2, and 1.6.3 apply to the personnel performing the work and not the business.

3 PWS PWS Paragraph 5.2.2 and 5.2.3 Is there a list of fully burdened replacement assemblies?

No. The work in accordance with PWS paragraphs 5.2.2. and 5.2.3 is unknown; therefore, there is not a list of fully burdened replacement assemblies. The definition of fully burdened shall mean all direct costs plus a reasonable allocation of fixed and variable indirect costs associated with routine services orders and/or replacement service orders.

4 Synopsis Who is the incumbent contractor? Mr. Robert Ottoboni dba RandTech Co.

5 Solicitation (RFP) Page No. 62 / Addendum 52.212-1 Paragraph D(9)

Since this work is on federal property will a license from another state suffice?

A WA State plumber's license and WA State L&I plumber's certification is required. However, the contractor may apply for a reciprocity certification. WA State only reciprocates with the state of Idaho. Although JBLM is federal property, the state of Washington regulates the Safe Drinking Water Act under state law and a formal agreement with the EPA.

6 Solicitation (RFP) and PWS

Page No. 64 / Clause 52.212-2 Paragraph D(9)(6)(c)(bullet point 1) and PWS Paragraph 1.6.2

Since most of the work is testing and certification, are you allowed to use a general tester (a general tester is not required to be a plumber)?

For testing and certification of BFP assemblies, the contractor shall hold a current WA State or national ABPA BAT certification.

7 PWS PWS Paragraph 1.6.1

Since this work is on federal property will the government accept any of the national BAT certifications (i.e. ASSE, TREEO, ABPA, other states, etc.)?

The Government will accept a WA State or national ABPA BAT certification.

8 Solicitation (RFP) Is there a list avalable of last test date of BFP devices to assist potential contractor with scheduling of the test during this contract period.

Yes. The complete BFP inventory database report will be provided to the contractor following contract award.

9 Solicitation (RFP) Page No. 61 / Addendum 52.212-1 Paragraph D(3)(f)

Page 61 of the RFP mentions an Attachment 7 (Technical Experience Form) that is required with proposal submittal, but was not included with the RFP documents on FBO. Can you please provide?

Paragraph D(3)(f) of the addendum included incorrect verbiage. It will be updated by amendment to the solicitation.

10 Solicitation (RFP) The Final solicitation posted has a “draft” watermark. Will a final solicitation be posted without the watermark?

Per the FBO synopsis: "The draft watermark on the solicitation is an error and could not be removed. This copy posted with this post modification is considered the final version unless amended at a later date".

File details come from the government source that posted it.
