About this file

This document contains a comprehensive set of questions and answers regarding a Blanket Purchase Agreement (BPA) for Human Trafficking Academic Lecture services at the United States Army Military Police School. The solicitation (W911S7-25-Q-A001) seeks a contractor to provide eight 4-hour lecture blocks per fiscal year on human trafficking, focusing specifically on domestic sex trafficking investigations. Key requirements include an instructor with at least 10 years of human trafficking investigation experience, emphasis on ICAC operations, online trafficking identification, and victim-based anti-prostitution operations.

The training will be delivered in-person at Fort Leonard Wood, Missouri, with a class size ranging from 20-40 students, primarily composed of federal investigators, military lawyers, paralegals, and defense investigators. The procurement will be awarded on a Lowest Price Technically Acceptable (LPTA) basis, with the contractor responsible for developing curriculum in coordination with the course manager. Travel costs must be incorporated into the fixed price, and only one presenter per iteration is required. The solicitation specifies that the training should cover identifying sex trafficking through online advertisements, conducting ICAC operations, and understanding victim-based approaches, with a strict focus on domestic investigations.

Specifically, will attendees have previous experience with human trafficking investigations (advanced training), or will the sessions be tailored for entry-level personnel?

A: The training is geared to mid-level investigators some of whom may have basic experience in operations. Training should be tailored for entry-level experience in human trafficking and ICAC operations, but class will have many mid-level investigators that don’t have this specific experience to set up an operation.
