5152.233-4000 AMC-LEVEL PROTEST PROGRAM (Feb 2014) (LOCAL CLAUSE)
Prior to submitting an agency protest, it is preferable that you first attempt to resolve your concerns with the responsible contracting officer. However, you may also file a protest to the Headquarters (HQ), Army Materiel Command (AMC). The HQ AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within 35 calendar days from filing. To be timely, protests must be filed within the periods specified in FAR 33.103. If you want to file a protest under the HQ AMC-Level Protest Program, the protest must request resolution under that program and be sent to the address below.

SECTION C: STATEMENT OF WORK
STATEMENT OF WORK
SECTION C-1 – GENERAL
1.1 SCOPE OF WORK. The contractor shall provide all personnel, equipment, labor, supplies, tools, materials, supervision, and other items necessary to print an annual civilian enterprise, digital Post Guide and a printed Post Map for Fort Leonard Wood, Missouri.
1.2 PERSONNEL.
1.2.1 Contract Manager. The contractor shall provide a Contract Manager who shall be responsible for the performance of the work. The name of this person and an alternate, who shall act for the Contractor when the manager is absent, shall be designated in writing to the Contracting Officer within 15 days after contract award.
1.2.1.2 The Contract Manager or alternate shall be available for discussions with Government officials during normal duty hours upon request to promptly plan, coordinate and produce the publications.
1.2.1.3 The Contract Manager and alternate must be able to fluently read, write, speak and understand English.
1.2.2 EMPLOYEES
1.2.2.1 Within (15) days after contract award date, the Contractor shall provide personnel who are fully competent in the following areas of duty assignment under the contract:
1.2.2.1.1 Advance design and planning. Contractor personnel shall be able to understand and implement modern design and techniques and plan for the production requirements of the publications.
1.2.2.1.2 Assisting in the design of the publications. Contractor personnel shall provide technical assistance in the design and layout of the Post Guide and Post Map and to design the publications to accomplish communications and information needs the commander desires.
1.2.2.1.3 Paste-up final page proofs. Such work shall be under the guidance of Government Representative(s).
Contractor personnel shall prepare final page proofs. The commander sets communication objectives. The Government Representative(s) has the responsibility to determine final layout and design to communicate to the audience for which the publications are intended.
1.2.2.1.4 Typesetting, including all typesetting support to Contractor personnel shall set copy per the specifications designated by the Government representative.
1.2.2.1.5 Providing final color keys for approval. The contractor or its representative will recommend color keys, and final approval authority will be by the Government representative. See paragraph 2.1.1.
1.2.2.2 The Contractor shall provide a qualified supervisor who is responsible to oversee all phases of the printing and delivery of the maps and online publishing of the Post Guide. The Contract Manager may perform these supervisory duties.
1.2.2.3 Conduct of Contractor Staff. Neither the Contractor nor contractor representatives shall solicit advertising in the name of the United States Army Maneuver Support Center of Excellence and Fort Leonard Wood or the United States Army. The Contractor and its representatives shall conduct business operations on an ethical and businesslike basis, dealing honestly and fairly with all advertisers or others coming in contact with the United States Army Maneuver Support Center of Excellence and Fort Leonard Wood Post Guide and Post Map. The Government representative will provide the Contractor and his representatives a letter of authorization to be shown to potential advertisers to establish the relationship between the Government and its requirements for the Post Guide and the Post Map and the printing firm (Contractor).
1.2.2.4 Off-Duty Employment. The Contractor shall not hire any person whose employment would result in a conflict of interest under Department of Defense 5500.7-R Joint Ethics Regulation (JER) 30 Aug 93 and Army Regulation (AR) 360-1, The Army Public Affairs Program. These include persons with a relationship with the Public Affairs Office staff, the senior staff of the command and those who could benefit from a relationship with the contractor organization. No Government personnel may be hired by the contractor without written approval of the Contracting Officer.
1.3 QUALITY CONTROL
1.3.1 Editorial Material. The editorial staff of the United States Army Maneuver Support Center of Excellence and Fort Leonard Wood Public Affairs Office, hereinafter referred to as the PAO, is responsible for providing and proofreading the editorial material of the publications and for checking accuracy and security of content. The Contractor shall be responsible for the paste-up of each page of the publications subject to the guidance of the Government representative.
1.3.2 Quality of Advertising. The Contractor shall accept for publication only those advertisements that, in the
Government’s opinion, are in conformance of good taste. The Contractor shall not accept or publish advertising that in the Government’s opinion is objectionable or obscene in nature; or which reflects adversely upon the Government of the United States or any of its components; or which the Government determines is not pertinent to its internal audience at the United States Army Maneuver Support Center of Excellence and Fort Leonard Wood. The Contractor shall notify advertisers if their advertisements are detrimental to the morale, welfare, and discipline of the soldier under the command. See paragraph 4.3 for advertising standards.
1.3.3 “Off limits advertisement”. Under no condition shall a business establishment listed by the United States
Army Maneuver Support Center of Excellence and Fort Leonard Wood as “off limits” be permitted to advertise in the Post Guide or the Post Map. A list of “off limits” establishments will be provided to the Contractor by the Government at least annually with interim lists provided establishments may be designated “off limits” between the usual reported period.
1.3.4 Government Clearance. The Contractor shall have all content, including advertisements, reviewed by the
Government prior to publication. Failure to do so will constitute a violation of the contract.
1.3.5 Advertisement Accuracy. The Contractor shall assume full responsibility for the accuracy of any advertisement appearing in the Post Guide and Post Map.
1.4 Contract Maintenance. The printing and distribution of the United States Army Maneuver Support Center of Excellence and Fort Leonard Wood Post Map and online publication of the Post Guide will be monitored by PAO. PAO will coordinate a deadline schedule with the Contractor for the production of the publications. Only the photographs, headlines, captions, cutlines, and any other editorial material approved by the PAO will be used in any edition of the Post Guide and Post Map.
1.5 Information Control. Specific items of command information printed in the Post Guide and Post Map may be made available to anyone else who requests it following distribution of the publications. Such requests will be referred to the PAO. Under no circumstances will the printer make such material available to third parties.
1.6 Disclaimer. Neither the United States Army Maneuver Support Center of Excellence and Fort Leonard
Wood Post Guide nor Post Map will state or imply that it is an official publication of the Department of the Army. The Contractor shall carry the following disclaimer within the first five pages of each copy of every edition in type no smaller than 8-point bold or 10-point.
“This United States Army Maneuver Support Center of Excellence and Fort Leonard Wood Post Guide (Post Map) is an authorized unofficial publication. Contents of the Fort Leonard Wood Post Guide (Post Map) are not necessarily the official views of or endorsed by, the U.S. Government, Department of Defense, Department of the Army, or the United States Army Maneuver Support Center of Excellence and Fort Leonard Wood. Is it published annually using (type of reproduction) by (contractor’s name, address and telephone number), a private firm in no what connected with the Department of the Army, under exclusive written contract with the United States Army Maneuver Support Center of Excellence and Fort Leonard Wood. The civilian printer is responsible for commercial advertising. The appearance of advertising in the publication does not constitute endorsement by the Department of the Army, (name of printer) of the firms, products or services advertised.”
All editorial content of the Fort Leonard Wood Post Guide, Post Phone book, and Post Map prepared and edited by the Contractor will be provided to and approved by the Public Affairs Office of the United States Army Maneuver Support Center of Excellence and Fort Leonard Wood, Fort Leonard Wood, Missouri 65473, prior to publication.
1.7 Debts. The Government will not be responsible for debts that may be incurred in the printing and distribution of the Fort Leonard Wood Post Guide and Post Map.
1.8 Use of seals, insignia, or emblems. Any statement that implies that the United States Army Maneuver
Support Center of Excellence and Fort Leonard Wood Post Guide and Post Map are official publications of the Department of the Army is prohibited. Official Department of the Army seals, insignia, or emblems may not be used in the masthead.
1.9 Government Funds. Neither U.S. Government Appropriated Funds, nor Non-Appropriated Funds, stationery, nor other material will be used to print the Fort Leonard Wood Post Guide and Post Map. The revenue, which the Contractor receives from the sale of advertisements in the Fort Leonard Wood Post Guide and Post Map, shall constitute full payment to the Contractor.
1.10 GENERAL. The Contractor shall not use DoD postage and fees paid indicia labels for distribution of copies of the publications.
SECTION C-2 – CONTRACTOR FURNISHED ITEMS AND SERVICES.
2.1 GENERAL. The Contractor shall furnish all necessary supplies, repairs, parts, materials, tools, and support equipment required to perform all the services.
2.1.1 Color. The Contractor will provide spot color throughout the Post Guide and four-colored (red, blue, yellow, and black), on one-third of the pages of the Post Guide and on the Post Map. The cover (outside front) of publication shall be four-color. The Contractor or his representative shall submit color prints/transparencies or alternative substitutes to PAO for approval. The Contractor shall prepare all color separations, overlays, mask or keys for each publication for approval.
2.1.2 Design Package. The Contractor shall provide complete typeface options to the Government. The
Contractor shall provide a design package consisting of detailed photograph cropping, editorial content assembly, sample layout sheets, color sequence options, and a glossary of terms.
2.2 Editorial Consent. The Contractor shall be able to receive all editorial material in Microsoft Word document format from PAO.
2.3 Online Content. The Contractor shall provide the Post Guide in an online format that the PAO can link to from various websites.
SECTION C-3 – GOVERNMENT FURNISHED ITEMS AND SERVICES
3.1 GENERAL. The Government will ensure the Contractor has access to a PAO representative to resolve issues and concerns as they arise in the contractor’s performance of this contract.
3.1.1 Letter of Authorization. The PAO will provide the Contractor and his representatives a letter of authorization to be shown to potential advertisers to establish the relationship between the contractor and the Government and its requirements for the publications and the printing firm (Contractor).
3.1.2 Editorial Support. The editorial staff of the United States Army Maneuver Support Center of Excellence and Fort Leonard Wood PAO is responsible for providing and proofreading all editorial material of the publication and for checking security and accuracy of content.
3.1.3 “OFF Limits” Establishments. The PAO will provide the Contractor a list of “off limits” establishments at least annually with interim lists provided as establishments may be designated “off limits” between the usual reports.
3.1.4 First Use Rights. First use of editorial material produced by the PAO is granted to the Contractor as contractual consideration for producing the publications.
SECTION C-4 – SPECIFIC TASKS
4.1 GENERAL
4.1.1 Number Printed. The Contractor will print annually, , , 22,000 copies of FLW Gatefold Maps, and 30,000 copies of the FLW Tear-Sheet Maps.
4.1.2 Changes. The number of copies of the Post Map is subject to change when necessitated by significant change in demand by Fort Leonard Wood. Such increases or decreases will not exceed (10) percent, unless previously agreed to by both parties of this contract.
4.1.3 Distribution. The Fort Leonard Wood Guide and Post Maps will not be distributed either as a supplement or insert to any privately produced civilian newspaper or periodical. Privately produced newspapers or publications may not be distributed as inserts to the Fort Leonard Wood Post Guide and Post Map.
4.1.4 Name. The name of the publications resulting from this contract will be the Fort Leonard Wood Post
Guide and Post Map. Said names, properties (and registered trademarks) of the Government, will not be subject to registration as a trademark by the Contractor. The use of said names are loaned to the Contractor for the Contractor’s exclusive use. The Contractor has no authority to permit or authorize other firms or persons to use said names.
4.1.5 Pages. The Post Guide shall consist of a minimum of 32 editorial pages and a maximum of 36 editorial pages with an additional section for a post telephone directory. The number of pages is not specifically restricted except to reasonable needs and shall be in sufficient quantity to present comprehensive coverage, as determined by the Government.
4.1.6 Within 120 calendar days after contract award, the Contractor shall submit a final draft of the products for approval.
4.1.7 The Contractor shall deliver to the PAO the following:
a. A conceptual draft of a web page that visualizes the Post Guide and Map. This is due concurrent with the delivery of the draft proof pages.
b. A complete HTML version of the documents. This version must deliver the entire printed contents of the Post Guide and Map as a navigable webpage. This is due concurrent with the delivery of the camera ready copy of the final draft.
c. The Contractor shall then deliver the final HTML web pages with the delivery of the printed books and maps. The final Post Guide and Map must translate the entire printed document into a navigable webpage that can be viewable with both Google Chrome and Microsoft Edge.
d. Upon hand-off of the printed copies, the Contractor shall provide a one-day seminar training session that trains a selected PAO member, the Directorate of Common Leader Training-the-Trainers and the webmaster on the update and insertion of new and updated data into this webpage. This training session will be coordinated and scheduled through the PAO.
4.2 CONTENTS
4.2.1 Ad-to-editorial ratio. Ad-to-editorial copy ratio will not be larger than 50 percent advertising to 50 percent editorial per annual edition.
4.2.2 Material. The publications will include only material which reflects the standards of decency characterizing the U.S. Army and the United States Army Maneuver Support Center of Excellence and Fort Leonard Wood, as determined by the Government. The commander reserves the right to prohibit distribution of the Fort Leonard Wood Guide and Post Map when, as determined by the commander, the Fort Leonard Wood Guide and Post Map includes advertising which undermines the command’s successful mission performance and preservation of morale and discipline, or which is otherwise contrary to the best interest of the command. Material appearing in the Fort Leonard Wood Post Guide and Post Map will be factual, objective, accurate, balanced, impartial, and as timely as practicable.
4.2.3 Opinion poll, survey, or straw vote. No opinion poll, survey, or straw vote on political campaigns, candidates, or issues will be conducted for publication in the publications. Neither publication shall contain political campaign news, editorials, cartoons, or other items which are partisan in nature and not within the mission of the organization and its command information objectives. The Fort Leonard Wood Post Guide and Post Map will not carry partisan political advertising or advertising which is political in nature and not pertinent to the mission of Fort Leonard Wood and its command information objectives as determined by the Government. The commander reserves the right to prohibit the distribution of the Fort Leonard Wood Guide and Post Map when, as determined by the commander publications include prohibited political advertising.
4.2.4 State lotteries, Indian Gaming Regulatory Act. Except as authorized by section 1307, title 18, United
States Code with regard to state lotteries and the Indian Gaming Regulatory Act, the Fort Leonard Wood Post Guide and Post Map are prohibited from publishing advertisements or editorial material about “games of chance.”
4.2.5 Layout and design. Government will specify layout and design of the editorial content of the Fort Leonard
Wood Post Guide and Post Map. Column width for 8, 9, 10, 11, and 12-point body type will be no less than 12 picas and not greater than 24 picas. Columns of blocks less than 12-pica width will appear as white space.
4.2.6 Blocked advertising section. Unless otherwise authorized by the PAO editorial staff, the advertising section will be blocked to facilitate contemporary modular design.
4.2.7 Galley proofs. Contractor agrees to furnish the PAO editorial staff with galley proofs of all copy, including photos and advertising no later than two weeks prior to publication.
4.3 ADVERTISING
4.3.1 General Advertising
4.3.1.1 The Fort Leonard Wood Guide and Post Map will not carry any advertisement that implies discrimination with regard to race, creed, age, color, sex, or national origin of the purchaser, user, or patron. Even if their advertisements do not imply it, the Contractor will ensure that advertisers in the Fort Leonard Wood Post Guide and Post Map do not practice such discrimination. Under no conditions will a business establishment listed by the United States Army Maneuver Support Center of Excellence and Fort Leonard Wood as “off limits” be permitted to advertise in the Fort Leonard Wood Guide and Post Map.
4.3.1.2 The Fort Leonard Wood Guide and Post Map will place its readers and advertisers on notice of this equal opportunity requirement by including, in a prominent location within the first five pages of the publication (preferably masthead), the following statement in 8-point box type: “Everything advertised in this publication shall be made available for purchase, use, or patronage without regard to race, color, religion, sex, national origin, marital status, physical handicap, political affiliation, or any other non-merit factor of the purchase, user or patron. A confirmed violation of this policy of equal opportunity by an advertiser will result in refusal to print advertising from that source.”
4.3.1.3 The Contractor shall ensure that commercial businesses soliciting military personnel through advertising in the Fort Leonard Wood Guide and Post Map are ethical in describing goods, services, commodities and sale terms (including guarantees, warranties, etc.).
4.3.1.4 Advertisements offering credit terms must carry a clear statement of the total cash price as well as the total credit costs, including all charges. If payments are shown, the number, amount of each and the time period will also be shown. These will be shown clearly in the advertisements in type no smaller than 6-point.
4.3.2 Advertisement Restrictions.
4.3.2.1 The commander reserves the right to allow two free pages of advertising to be used by the post’s Morale, Welfare and Recreation division. These pages will not be included in the total number of pages set aside for editorial copy.
4.3.2.2 Any advertisements which appear to be editorial copy will be clearly marked at top and bottom in no smaller than 8-point bold or 10-point type “paid advertisement”.
4.3.3 Allotting and filling all space set-aside on the dummies for advertising. In the event tentative advertising does not materialize, the Contractor will fill the space with house advertising and the space will not be counted as editorial space.
4.3.4 The Contractor agrees to furnish to the PAO all advertisements on page layout no later than two weeks prior to the date of publication. When holidays occur affecting the makeup deadlines contained herein, the Contractor agrees to adjust the delivery date accordingly.
4.3.5 Real Estate Advertising. Advertising for off-post housing available for rent, sale, or lease by an owner, manager, rental agency, agent, or individual will include only those available on a nondiscriminatory basis for all personnel. No facilities will be advertised without the Contractor having been notified in writing that open-housing practices are enforced by the owner, manager, rental agency, agent, or individual.
4.3.5.1 Contractor agrees to carry the following disclaimer near real estate advertising in the Fort Leonard Wood
Guide and Post Map advertising section:
“All real estate advertised in this newspaper is subject to the Federal Fair Housing Act of 1968, which makes it illegal to advertise ‘any preference, limitation or discrimination based on race, color, religion, nation origin, or an intention to make such preference, limitation or discrimination.’ The (name of newspaper) will not knowingly accept any advertisement for real estate which is in violation of the law.
All dwellings advertised in this newspaper are available on an equal opportunity basis.”
4.4 DISTRIBUTION
4.4.1 Delivery to PAO. , 22,000 copies of FLW Gatefold Maps, and 30,000copies of the FLW Tear-Sheet Maps, will be delivered to Fort Leonard Wood PAO annually. The Post Map may be delivered simultaneously with thev online publication of the Post Guide but no later than 45 days after the online publication of the Post Guide.
4.4.2 Conditions of Delivery. Contractor assumes all costs involved in the delivery of the publications.
5. EFFECTIVE DATE
5.1 Effective dates. The contract is effective for one year, unless sooner terminated under other provisions of this contract.
5.2 Prohibiting Circulation. If the Contractor does not comply with the provisions of the contract, the commander responsible for the contract has the authority to prohibit distribution of the any issue of the publication. The commander agrees to notify the Contractor, no later than the day prior to publication, of a decision to exercise this right.
5.3 Terms for termination. The contract is subject to Army regulations and is intended to conform in all respects with the principles and policies of the Department of Army or its agencies. When such contract is in conflict with such regulations, principles, and/or policies, this contract is to be amended to conform therewith. If the Contractor does not agree to such a provision, the Government has the right to terminate this contract pursuant to clause cited in Section I, paragraph 1 (d).
5.4 The Contractor for the Fort Leonard Wood Guide and Post Map must be qualified and authorized to do business in the state of Missouri, and registered in the System for Award Management (www.sam.gov).
SECTION G
Although, per DODI 5120.4, the FAR and DFARS do not apply to this solicitation, the Standard Form 1449 is being utilized as the contract vehicle.
A proposal for publishing and distributing a civilian enterprise Post Guide and Map for Fort Leonard Wood, Missouri is requested. The proposal may be made by completing Blocks 30 on page 1 and complying with the requirements of Section L “Instructions, Conditions,and Notices to Offerors”. Sealed proposals in the original and 2 copies shall be received by 01:00p.m. CST on March 17, 2023, at the following location:

Quotes delivered via carrier service are routed through a mail distribution point prior to arrival at Building 11400.
Quotes that are not received by the appropriate government representative at Building 11400 by the date and time set for the receipt of quotes will be considered late. Based on current conditions, offerors are cautioned to allow ample time for their proposal to arrive at Building 11400 by 01:00p.m. CST on March 17, 2023.
NOTE: As this will result in a no cost contract, offerors shall not place any dollar amounts in Section B of this Request For Proposal. Offerors shall leave this section blank.
SECTION I CLAUSES
CLAUSES
1. Status of FAR Clauses.
a. The U.S. Army Maneuver Support Center of Excellence and Fort Leonard Wood is an element of the United States Government. This agreement is a United States Government contract authorized under the provisions of Department of Defense Instruction 5120.4 as an exception to the Government Printing and Binding Regulations published by the Congressional Joint Committee on Printing.
Although this contract is not subject to the Federal Acquisition Regulation (FAR) or the Defense Supplement (DFARS), FAR clauses useful in protecting the interests of the Government and implementing those provisions required by law are included in this contract.
b. Option Clause
(1) The Government may extend the term of this contract by written notice to the contractor within a minimum of ten (10) days prior to the expiration of the contract; provided that the Government shall give the contractor a preliminary written notice of its intent to exercise the option at least 60 days before the contract expires. The preliminary notice does not commit the Government to exercise the option.
(2) If the Government exercises this option, the extended contract shall be considered to include this option provision.
(3) The total duration of this contract, including the exercise of any options under this clause shall not exceed five (5) years.
c. Default Clause:
(1) The Government may, by written notice of default to the contractor, terminate this contract in whole or in part if the contractor fails to:
(a) Delivery the CE publications in the quantities required or to perform the services within the time specified in this contract or any extension;
(b) Make progress, so as to endanger performance of this contract;
(c) Perform any of the other provision of this contract.
(2) If the Government terminates this contract in whole or in part, it may acquire, under the terms and in the manner the Contracting Officer considers appropriate, supplies or services similar to those terminated. However, the contractor shall continue the work not terminated.
(3) The rights and remedies of the Government in this clause are in addition to any other rights and remedies provided by law or under this contract.
d. Termination For Convenience. The Contracting Officer, by written notice, may terminate this contract, in whole or in part, if the services contracted for are no longer required by the U.S. Government, or when it is in the U.S.
Government’s interest, such as with installation closures, any such termination shall be at no cost to the U.S. Government. The U.S. Government will use its best efforts to mitigate financial hardship on the publisher.
2. Term of Contract. This CE contract is entered into for an initial period of performance from 28 March 2023 through 27 March 2024. The time from the date of contract award to the start of contract performance will serve as a contract phase-in period, to insure that equipment is installed (after removal of equipment by the previous contractor, if required), files are turned over and that there is an orderly transition. This contract may be extended for one year at a time for up to four additional years beyond the base year. The total period of the contract, including options, shall not exceed 5 years, after which the contract must be recompeted.
3. Exercise of Options. Under normal circumstances, when the contractor is performing satisfactorily, options for additional periods of performance should be exercised. However, the exercise of the option is the exclusive right of the Government, and decisions not to exercise the option, or to test the market before option exercise, are within the Contracting Officer’s discretion working in concert with the PAO and other officials.
4. Modification of the Contract. Any changes to the Statement Of Work or other terms and conditions of the contract shall be made by written contract modification signed by both parties.
SECTION K
REPRESENTATION
Offerors are cautioned to note the “Contractor’s Certification,” included in this solicitation, and to furnish the information required by paragraph 2., Partnerships, and paragraph 3., Corporations, as appropriate.
1. Contracts with Individuals. If the resultant contract is with an individual, it shall be signed by the individual in his own name. A contract with an individual doing business as a firm shall be signed by that individual and will ordinarily take the following form.

4. Contracts with Joint Ventures. If the resultant contract is with a joint venture, each participant shall sign and in the manner indicated above for each type of participant. In addition, to assure a single point of contact for resolution of contractual matters and payments, the following certification shall be signed by each participant in the joint venture.

SECTION L
Section L - Instructions, Conditions and Notices to Bidders
INSTRUCTIONS
1. SOLICITATION DEFINITIONS
a. “Offer” means “Proposal” in negotiation
b. “Solicitation” means a request for proposals (RFP) or a request for quotation (RFQ) in negotiation.
c. “CE” means Civilian Enterprise
2. RESTRICTION OF DISCLOSURE AND USE OF DATA
Offerors who include in their proposals or quotations that they do not want disclosed to the public for any purpose or used by the Government except for evaluation purposes shall:
a. Mark the title page with the following legend; “This proposal or quotation includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed – in whole or in part – for any purpose other than to evaluate this proposal or quotation. If, however, a contract is awarded to this offeror or quoter as a result of – or in conjunction with – the submission of this data, the Government shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. This restriction does not limit the Government’s right to use information contained in this data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets (insert number or other identification of sheet)”; and
b. Mark each sheet of data it wishes to restrict with the following legend:
“Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal or quotation.
3. PROPOSAL FORMAT AND CONTENT
a. The overall proposal shall consist of two (2) physically separated and detachable parts, individually entitled:

(2) Management and Technical Proposal
b. All offerors shall submit proposals with the minimum content as specified herein. Proposals without the minimum specified content may be rejected as nonresponsive.
c. All offerors shall submit an original and 2 copies of their proposal.

4. PREPARATION OF REQUEST FOR PROPOSALS – SOLICITATION,
OFFER, AND AWARD DOCUMENT.
This part shall contain a copy of the solicitation duly executed by an official authorized to bind your company.
Requirements of this are met by completing Page 1 and any representations and certifications in Section K.
5. PREPARATION OF MANAGEMENT AND TECHNICAL PROPOSAL
a. GENERAL. Management and Technical Proposal should be practical and be prepared simply and economically, providing straightforward, concise delineation of what the offeror will do to satisfy the requirements of Section C.
(1) Management portion shall define the policies and procedures for the overall management and execution of the requirements of Section C. This plan shall contain a clearly defined set of management objectives that are consistent with the mission. The management approach must encompass all areas of Section C to ensure quality, efficiency and integration of state of the art technology.
(2) Technical portion consists of the offeror’s outline addressing the technical aspects of the solicitation, his capabilities, and what he will do to satisfy the requirements of Section C.
Since your Technical Proposal will be evaluated to determine such matters as your understanding of the work to be performed, your technical approach, and your potential for completing the desired work, it should be specific and complete in every detail with an emphasis on supporting the Public Affairs Office with automation and state of the art technology.
b. CONTENTS.
(1) Proposals to publish Post Guide and Map will be evaluated to determine which offers the
BEST means of providing the Commander a timely, accurate, contemporary, state of the art Post Guide and Map. Offerors shall offer examples of comparable work to demonstrate their ability to provide the Post Guide and Map according to the specification detailed in the proposed contract. Failure to provide examples of comparable work could result in offeror receiving lower evaluation scores for all four evaluation factors.
(2) Proposals should cover the following broad categories and demonstrate the publisher’s qualifications in the various factors addressed.
1) Technical and production capability.
1. Level of automation
2. Compatibility of automation with existing Public Affairs Office automation
(unless other automation is provided)
3. Printing capability (demonstrated ability to print or produce, or have printed or produced, the material as outlined in this RFP)
4. Production Equipment (demonstrated capacity to electronically layout pages as required for the Post Guide, Phone Book, and Maps and to produce the CDs containing those documents and establish a user-friendly web site in compliance with Section 508 of the Rehabilitation Act containing those documents.
5. Physical plan (capabilities). A production plan with sufficient detail to demonstrate ability to plan timely execution of RFP specifications.
2) Services and/or items offered.
1. Quality and amount of services offered
2. Usefulness of the services and/or items to the Public Affairs Office in enhancing the Post Guide and Map
3. Impact of the services and/or items on other parts of the contract.
3) Past Performance record.
1. Demonstrated ability to successfully produce a CE or similar publication.

3. Demonstrated success in contract performance in a timely and responsive manner
4. Demonstrated capability to see advertising and successfully recoup publication costs.

1. Approach to interfacing with the PAO staff
2. Approach to controlling the quality and timeliness of the finished product
3. Approach to sale of ads of the type that enhance the publication’s image in the community and with the readership at large.
4. Approach to ensuring that contractor’s personnel are properly supervised and managed.
SECTION M
EVALUATION FACTORS
TECHNICAL EVALUATION PROCEDURES.
1) EVALUATION PROCESS. Proposals will be evaluated based upon the factors indicated in paragraph 2 below. Factor scores will be based on the scores assessed for the sub-factors of each factor.
a) Each member of the selection committee will independently review each proposal and evaluate it for all factors and sub-factors of each factor and assign an appropriate point total for each factor being considered.
b) Point scores for each factor will range from “0” to “5” based on the committee member’s evaluation of the proposal.
c) Upon completion of individual evaluations, the group will meet in committee with the chairperson and arrive at a single numeric score for each factor in the proposal.
Note. See paragraph 2. Rejection of Unsatisfactory offers below. All proposals not determined to be unsatisfactory for any of the four factors will then receive an overall assessment score.
2) EVALUATION FACTORS. The applicable evaluation factors and their relative order of importance are listed below.
a) Technical and production capability. Scores will range from “0” (unacceptable) to “5” (exhibits state-of- the-art, award-winning, or clearly superior technical ability to produce the required newspaper, magazine, guide, or installation map).
This factor consists of the following 6 sub-factors which will be considered (listed in descending order of importance):
(1) Compatibility of automation with existing Public Affairs Office automation (unless other automation is provided),
(2) Level of automation,
(3) Printing capability (demonstrated ability to print or produce, or have printed or produced, the material as outlined in the RFP,
(4) Production Equipment (demonstrated capacity to electronically layout pages as required for the Post Guide, Phone Book and Maps and to produce the CDs containing those documents and establish a user-friendly web site in compliance with Section 508 of the Rehabilitation Act containing those documents, and
(5) Physical plan (capabilities). A production plan with sufficient detail to demonstrate ability to plan timely execution of RFP specifications.
(6) The order of importance for the sub-factors is: Compatibility of automation with existing PAO automation is more important than Level of automation which is more important than Printing capability, Production equipment, and Physical plan, which are approximately equal to each other.
b) Services and/or items offered. Scores will range from “0” (unacceptable) to “5” (the offer of equipment, such as computers or printers; or services, such as editorial or photographic services, as set in the contract solicitation that will greatly enhance the CE publication and its production). This factor consists of the following 4 sub-factors which will be considered (listed in descending order of importance):
(1) Quality and amount of services offered, W911S723R0006
(2) Usefulness of the services and/or items to the Public Affairs Office in enhancing the Post Guide and Map,
(3) Impact of the services and/or items on other parts of the contract, and
(4) Offer of automation equipment and the quality and amount of equipment offered.
c) Past Performance record. Scores will range from “0” (no experience in publishing DoD publications or unsatisfactory previous performance) to “5” (long-term, highly successful experience publishing similar DoD publications).
This factor consists of the following 4 sub-factors which will be considered (listed in descending order of importance):
(1) Demonstrated ability to successfully produce a CE or similar publication,
(2) Demonstrated printing ability (types of printing, history of guide or installation map printing),
(3) Demonstrated success in contract performance in a timely and responsive manner, and
(4) Demonstrated capability to see advertising and successfully recoup publication costs.
d) Management Approach. Scores will range from “0” (approach unacceptable) to “5” (proposal demonstrates a sound and innovative approach to interfacing with the PA office and managing the CE publication operation). This factor consists of the following 4 sub-factors which will be considered (listed in descending order of importance):
(1) Interfacing with the PAO staff,
(2) Controlling the quality and timeliness of the finished product,
(3) Sale of ads of the type that enhance the publication’s image in the community and with the readership at large, and
(4) Ensuring that contractor’s personnel are properly supervised and managed.
3) Weighting Criteria. Points will be assigned to the score of each criterion in a proposal as determined by multiplying the score assigned (e.g., “0,” “ 1,” “2,” “ 3,” “ 4” or “5” ) by the relative weight of the individual criterion indicated.
4) AWARD OF CONTRACT
a) One award will be made to the responsible offeror whose proposal is determined to be acceptable and in the best interest of the Government in keeping with the Criteria cited above. The Government may award a contract, based on initial offers received, without discussion of such offers. Accordingly, each initial offer should be submitted on the most favorable terms from a technical standpoint that the offeror can submit to the Government.
