PERFORMANCE WORK STATEMENT (PWS)
Operation and Maintenance
The U.S. Army CBRN Chemical Defense Training Facility
PART 1 GENERAL INFORMATION
1. GENERAL: The CDTF Operations and Maintenance (O&M) contract is required in order to conduct toxic training for the Department of Defense. The O&M contract specifies critical maintenance, training support, and safety functions that are to be accomplished IAW DoD and Army Surety policies.
1.1 Background: This is a non-personal services contract to provide Operations and Maintenance Services at the Chemical Defense Training Facility. The Government shall not exercise any supervision or control over contractor employees or subcontractor organizations performing the services herein. Such employees and subcontractors shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.2 Hours of Operation. CDTF normal operating hours are 0600-1500 Monday through Friday (and up to 4 Saturdays per year) except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
1.3 Federal Government Holidays. The contractor is required to perform essential services 24hours a day, 7 days a week, 365 days a year, to include on Federal Government Holidays. Essential services are outlined in Part 4.
1.4Place of Performance: Place of performance is the Chemical Defense Training Facility 8102 FLW HWY 5, Fort Leonard Wood, MO 65473.
PART 2 DEFINITIONS, ACRONYMS, TERMS, AND REVELANT PUBLICATIONS
2. Definitions:
Acceptable Quality Level (AQL)
Maximum percent defective (or maximum number of defects per hundred units) that can be considered as a satisfactory performance average. Government will accept the great majority of lots provided percent defective (or defects per 100 units) in these lots be no greater than designated value of AQL. However Contractor shall not intentionally perform in a defective manner and shall re-perform any service found to be defective whenever possible. Decisions as to possibility shall be made only by COR pursuant to the contract Inspection of Services clause..
Accountable Property Officer
Individual designated and required to maintain a stock record account under AR 420-17 for Facilities Engineering Supply and/or Real Property Maintenance Activities (RPMA) or to maintain property books under AR 710-2, DA Pam 710-2-1, DA Pam 710-2-2, and AR 735-5 for
DPW.
Appurtenance
Equipment attached to or connected to as part of a Real Property Facility (RPF) which allows facility to function for its designated purpose. For purposes of defining appurtenances as it applies in defining Contractor work responsibilities under this specification, appurtenances shall be considered equipment of this type which is non-personal and is not readily movable. For example: Air compressor which is installed in a facility and is used to operate HVAC controls for facility would be considered an appurtenance to the RPF and would be Contractor responsibility. This is because air compressor is necessary to properly operate facility HVAC system which is necessary for facility functional use. Office copier which is used in a facility by office personnel would not be considered an appurtenance to the RPF and would not be Contractor responsibility. This is because copier is not equipment which is necessary for facility functional use itself but rather it is movable equipment utilized by personnel working in facility.
Area Fire Marshal (AFM)
Responsible person appointed in writing to manage Fire Prevention Program IAW FLW Reg 420-2. Conducts quarterly inspections and establishes a fire prevention training schedule.
Army Regulation (AR)
Publication issued by Department of the Army (DA) which is directive in nature and contain missions, responsibilities, policies and administrative procedures necessary to insure uniform compliance with policies.
Bi-monthly
Two times per month.
Bi-weekly
Two times per week.
CDTF Maximum Concentration Limit (CMCL)
The maximum level at which an APR may be worn for CDTF operations.
Component Part
A component part as defined for the purposes of this contract is as follows:
Facility: A component part is a part within a facility for which proper operation is necessary for facility to be utilized for its intended purpose. For example: A window in a facility would be considered a component part of that facility since proper operation of this component is necessary for facility to function for its intended purpose.
System: A component part is a part within a system whose operation allows system to function in its intended manner. For example: A water control valve in a main water distribution line would be considered a component part of the water distribution system since operation of valve allows system to operate in its intended manner.
Equipment: A component part is a part on an individual piece of equipment which is necessary for equipment to function in its intended manner. For example: A belt on an air handler would be considered a component part of the air handler itself since this part is necessary for unit to operate in its intended manner.
Contract Discrepancy Report (CDR)
A formal, written documentation of Contractor nonconformance or lack of performance for contracted work.
Contracting Officer
A person with authority to enter into, administer, and/or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
Contracting Officers Representative (COR)
An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
Custodial Tasks and Frequency Chart
The contract exhibit which displays the required tasks and the minimum frequencies of performance.
Defective Service
A service output that does not meet the standard of performance associated with the Performance Work Statement.
Deliverable
Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
Department of Defense (DoD)
Comprises office of the Secretary of Defense and Military Departments.
Department of the Army Circular (DA Cir)
Publications issued by Department of the Army (DA) for guidance and contain instructions relating to one-time actions, informational material of a temporary nature and procedures of limited duration. Each contains a statement indicating expiration date (normally one year or less). Department of the Army Pamphlet (DA Pam): Publications issued by DA for guidance and contain informational, instructional, or reference material of a continuing nature pertaining to administrative matters.
Directorate of Public Works
That activity which includes: All of general Real Property Maintenance Activity (RPMA) types of work and functions for functional categories of expenses described in Army Management Structure (AMS) (DFAS-IN Manual AR 37-100-xx Series) as .J0000 (Operation of Utilities);
.K0000 (Maintenance and Repair of Real Property); .L0000 (Minor Construction); .M0000 (other Engineering Support to include entomology and custodial).
Environmental Pollution
Contamination of environment with man-made wastes.
Environmental Protection Agency (EPA)
Federal agency that regulates through permits coordinated and effective Governmental action to assure protection of environment by abating and controlling pollution on a systematic basis.
Basic organization consists of Headquarters at Washington, DC, and ten regional offices, all responsible to Administrator, Ref 40-Code of Federal Regulations (CFR) 1 and revisions thereof.
Excess Stock: Portion of total quantity of an item on hand which exceeds authorized retention level for item.
Facilities
All items of Real Property other than land.
General Site Plan
A plan showing what facilities exist, those proposed and location of both.
Government-Furnished Property (GFP) or Government Property (GP)
Property in the possession of, or directly acquired by, the Government and subsequently made available to the Contractor.
Hand Receipt
A signed document acknowledging acceptance of responsibility and liability for property.
Hazardous Wastes
Hazardous wastes (materials) are toxic, poisonous, corrosive, irritating, sensitizing, radioactive, biologically infectious, explosive or flammable, and present a hazard to human health and environment. Special handling procedures and disposal facilities are required for their disposal in compliance with federal, state and local regulations (reference part 2).
Individual Job Order
Directive for work beyond the scope of this contract.
Insecticides
Specialized forms of pesticides used only against insects and related arthropods.
Key Personnel
Those positions deemed critical and essential for successful performance of contract requirements. These positions include all supervisory/lead positions as well as the Quality Assurance Coordinator.
Maintenance
Work (labor and material) required to preserve and maintain an RPF in such condition that it may be effectively used for its designated functional purpose. Maintenance includes work done to prevent damage which would be more costly to restore than to prevent. Maintenance may include repairs made to a facility/equipment/system which will ensure dependable operation of facility/equipment/system. These repairs may also include replacement of parts or components necessary keep equipment/systems operating effectively.
Physical Security
Actions that prevent the loss or damage of Government property.
Plant Equipment
Government owned property of capital nature, consisting of equipment, furniture, vehicles, machine tools, test and special test equipment, used or capable of use for any administrative or general plant purposes for Contractor to account for and maintain.
Preventive Maintenance (PM)
Systematic and cyclic check, inspection and repair of deficiencies, as well as reporting of deficiencies beyond scope of preventive maintenance. PM includes accomplishment of maintenance and repair.
Procedural Manual
Written procedures developed to guide personnel in providing a safe, clean environment.
Project File
A complete historical record of project from inception to completion.
Correspondence and other documentation pertinent to project shall be included in project files at all appropriate levels. This shall include inspection reports and memorandums for record pertaining to decisions resulting from discussions, meetings and telephone conversations.
Public Traffic Areas
Lobbies and corridors and public latrines.
Quality Assurance
The government procedures to verify that services being performed by the Contractor are acceptable in accordance with established standards and requirements of this contract.
Quality Assurance Surveillance Plan (QASP)
An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
Quality Control
All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
Quality Records
Records that are required to be archived
Qualified Person
One having adequate knowledge, and thoroughly conversant in the installation, construction or operation of apparatus or equipment and hazards involved. One who possesses knowledge, skill, and ability to competently, effectively, and safely accomplish task.
Repair
Restoration of a piece of equipment to original standards.
Restricted Area
Those areas designated by the Commander that require control of personnel for security reasons and/or equipment for protection of personnel and property. COR will provide list on resultant contract start date.
Safety Violator
Personnel with potential exposure in the toxic agent training area
Sample Size
Number of units of product in sample.
Sampling Plan
A plan which indicates AQL, number of units from each lot which are to be inspected (sample size) and criteria for determining acceptability of the lots (acceptance and rejection numbers).
This plan is used to develop sampling guide.
Service Order (SO)
Directive for those minor maintenance, repair and construction jobs for which work hours and other resources are such that detailed estimating and scheduling are not economically justified.
Short Term Exposure Limit
The maximum concentration to which unprotected chemical workers may be exposed to for up to 15 minutes continuously.
Solid Waste
Garbage, refuse, sludge, and other discarded solid materials resulting from industrial and commercial operations and from community activities.
Standing Operating Orders (SOOs)
Plant operation, operator maintenance and recurring preventive maintenance services or other services where specific work and manpower requirements are relatively constant and predictable in advance. SOOs will be issued by COR following review of Contractor work plans and schedules.
Training and Doctrine Command (TRADOC)
A command of the United States Army headquartered at Fort Eustis, Virginia. Training and Doctrine Command develops, educates and trains Soldiers, civilians, and leaders; supports unit training; and designs, builds and integrates a versatile mix of capabilities, formations, and equipment to strengthen the U.S. Army as America’s Force of Decisive Action. TRADOC operates 37 schools and centers at 27 different locations and is the higher headquarters for the Maneuver Support Center of Excellence (MSCoE) at Fort Leonard Wood.
Worker Population Limit (WPL)
Maximum allowable 8-hour time weighted average concentration that an unmasked worker could be exposed to for an 8-hour workday and 40-hour week for 30 years without adverse effect.
XXX (3X)
The contamination classification designation for items that have been monitored under MINICAMS as prescribed in chapter 4-12, DA PAM 385-61 and have VX/GB agent off-gassing below the Short Term Exposure Level (STEL) making the item acceptable for release to chemical agent workers and, if necessary, processed for re-use or destruction.

2.2 GENERAL
2.2.1. Policy documents listed in this section are referenced throughout the PWS specifications.
2.2.2. Supplements, amendments, and new additions to publications may be issued during the term of resultant contract. New publications issued during the term of the contract which contain requirements that result in increased costs to the government shall not be implemented without prior approval of the Contracting Officer through the COR. The contractor shall post and keep up-to-date all publications.
