1. Contracting Activity: U.S. Army Mission and Installation Contracting Command– Fort Leonard Wood, 8112 Nebraska Avenue, Fort Leonard Wood, MO 65473-8956
2. Description of Action: The Chemical Defense and Training Facility (CDTF) requests a 6 month bridge contract with two 90 day options, for the CDTF Operations and Maintenance contract. The period of performance for the bridge is 15 March 2019 to 11 September 2019, with two (2) 90 day option periods (12 September 2019 – 11 December 2019 and 12 December 2019 – 11 March 2020).
3. Description of Supplies/Services: This Contract is necessary to ensure continuity of operations as the government completes a multi-million dollar facility transformation.
The final design plans for this upgrade were not finished in time to adequately define the requirement for the upcoming follow-on contract and has delayed the pre-award efforts that started in September 2018 by 6-9 months. The revised milestone date for releasing the solicitation is 1 June 2019 and the planned award date is 5 December 2019. Apart from the incumbent contractor, there are no other sources available who can meet this requirement. The CDTF Operations and Maintenance (O&M) contract is necessary in order to operate the CDTF and to conduct military toxic chemical training for the Department of Defense and allies. The O&M contract specifies critical maintenance, support, and safety functions for the CDTF that are to be accomplished in accordance with DoD and Army policy.
