STATEMENT OF OB J ECT IVES

CDTF Honeywell EBI Building Manager Upgrade; Software Assurance Program; XL 5000 Migration

1.0 Background

The Chemical Defense Training Facility is an enclosed campus consisting of 2 major facility structures along with a security access building. The Honeywell control system, EBI R410.2, consisting of a primary server, a single back‐up server, 5 work stations, and multiple system controllers, is obsolete—software is out of date and installed controllers are either obsolete, nearing obsolescence, or no longer available.

The obsolescence of the system creates risk that can only be addressed through a system upgrade with

Honeywell proprietary hardware and software.

2.0 Scope

Vendor will upgrade the existing CDTF Honeywell EBI using Honeywell proprietary equipment using Dell server/work station platforms for all user interface. This includes replacement of front‐end Servers

(procured by USG via CHESS) and workstations (procured by USG via CHESS) along with all field‐installed controllers and associated wiring/cable connection upgrades. The vendor will receive servers and workstations from the USG and will image and load all required software necessary to attain complete functionality. The system is fully tested and commissioned prior to going into operation. The system upgrade is completed without interruption of facility controls capability.

3.0 Overall Objectives

The Honeywell EBI Building Manager at CDTF is upgraded to the most current server and workstation platforms and software

Field controllers are upgraded to most current technology (XL5000)

A 5‐year Honeywell Software Assurance program is in place for applying updates to include hardware upgrades.

The vendor provides all engineering, equipment (less Servers and Workstations), electrical installation, server/workstation imaging and software loading, programming, graphics creation, supervision, check‐out/commissioning and 1‐year warranty as specified under Contract

Objectives.

6.0 Constraints:

6.1 Hardware Procurement: Servers and workstations must be purchased through the US Army’s

Computer Hardware, Enterprise Software and Solutions (CHESS), the Army's designated primary source for commercial IT. It is anticipated that vendor does not have access to CHESS therefore the USG will procure the hardware (Servers, Workstations, Hard Drives) and provide to the Contractor for imaging, software upload, programming, etc. In this case, the vendor’s technician loading software onto the

USG‐provided IT systems (Servers, Workstations) must be an accredited System Administrator (SA) IAW

DoD 8570‐01‐M Information Assurance Workforce Improvement Program and Army Regulation 25‐2, Information Assurance, as outlined in paragraph 4.1. In addition, if the Contractor has no access to

CHESS, the bid must not include costs associated with hardware purchase and the vendor must provide the customer hardware specifications in sufficient detail to enable procurement of proper hardware.

6.2 IA Training and Certification: Contractor shall comply with Information Assurance Training and Certification Best Business Practice (IA BBP) Version 5 dated March 2012 for Information Assurance Technical Level II (IAT‐II) (https://ia.signal.army.mil/docs/pub.TrainingandCertificationBBPFINAL10.pdf).

6.3 IA and Computing Environment Certification: Contractor personnel performing services identified in Section 4.0 shall have a current Information Assurance and Computing Environment certification per DoD 8570.01‐M change 3. The contractor shall provide a copy of personnel certifications to the COR at the kick off meeting.

6.4 System Administrator Credentialing. Per paragraph 4.1, technician loading software onto the USG‐ provided IT systems (Servers, Workstations) must be an accredited System Administrator (SA) IAW DoD

8570‐01‐M Information Assurance Workforce Improvement Program and Army Regulation 25‐2, Information Assurance.

6.5 System Security and Access Control. IAW DoDI 8510.01, Contractor shall develop a Security Plan which prescribes a tiered access methodology with respect to System Administrator and User Roles per

Risk Management Framework (RMF) guidelines. Contractor shall consult, as necessary, the Knowledge

Service at https://rmfks.osd.mil.

Antiterrorism (AT) Level I Training. All contractor and sub‐contractor employees requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training.

Antiterrorism (AT) Level 1 Training will reside on the Joint Knowledge Online (JKO) website at the following URL:https://jkodirect.jten.mil <https://jkodirect.jten.mil/> . Users need to enroll in “Course #JS‐US007‐14” to receive credit for the training, within 30 calendar days of contract award; or for new employees within 30 working days of beginning performance on this contract. Contractor shall submit certificates of completion for all personnel to the COR within 45 calendar days of completion of the training. For contracts that cross fiscal years, or for contracts with option years, all contractor personnel shall complete annual AT Level 1 awareness training.

In the event that the automated system is not available (e.g., server problems), Level I AT Awareness Training can be provided by a qualified instructor. However, if the training is not completed online, the Level I AT Awareness Instructor qualification must be coordinated with the Installation Antiterrorism Officer (ATO) (or Installation Security equivalent) and the resultant name(s) of approved instructors shall be provided to the KO or designee along with all associated cost or schedule impacts to the contract.

AT performance (Level I AT Awareness Training attendance and compliance) may be documented as a performance metric under this contract, and be part of past performance information in support of future source selections.

AT/ OPSEC

Access and General Protection/Security Policy Procedures. All Contractor and sub‐contractor personnel performing tasks on this PWS shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures which will be provided to the Contractor by a Government representative within five working days of Task Order award. Contractor shall provide all information required for background checks to meet installation access requirements as performed by the installation Provost Marshal Office, Director of Emergency Services or Security Office.

Requesting Contractor shall submit request for installation pass to the COR or KO at https://vcc1.icmvcc.com/im3500/. In the event that the automated system at https://vcc1.icmvcc.com/im3500/ is not available (e.g., server problems), the COR or KO will use this process to request a visitors card or pass: (For information on if a visitor card or pass is required and how to pre‐register for a card or pass please contact the Fort Leonard Wood Visitor Center at (573) 596‐ 0590 or Fort Leonard Wood Physical Security Office at (573) 596‐0597 or email usarmy.leonardwood.usag.mbx.desvisctr@mail.mil at least 10 working days prior to arrival to allow for adequate responses and/or processing. All requests for cards or passes require a Fort Leonard Wood DoD sponsor. Approved card or pass requests must be picked up by the applicant at the Visitor Center (building 100) during operational hours, 0800‐1600 M‐F). Contractor personnel shall comply with all personal identity verification requirements as directed by DoD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of the base contract to this task order, should the Force Protection Condition (FPCON) at any facility or installation change, the Government may require changes in Contractor security matters or processes.

iWatch Training. Within 10 calendar days of contract award and within 10 calendar days of new Contractor employees commencing work on this contract, all Contractor and sub‐contractor employees shall review the FLW Directorate of Emergency Services (DES) web link for iWatch training located at http://www.wood.army.mil/LEC/iWatch/iWatch.htm.
