CONTRACTOR QUESTIONS & GOVERNMENT RESPONSES

CONTRACTOR QUESTION #1:
PWS 2.2: Applicable Publications
Will the Government make the Maneuver Support Battle Lab Experiment/Study Standard Operating Procedure from April 2017 available to interested bidders now (i.e. during proposal development) as part of a Bidders' Library? Access to this document will help ensure that all Offerors have a sufficient understanding of the scope of the requirements while preparing their proposals.

Yes
CONTRACTOR QUESTION #2:
SF 1449; Page 51; Tab B2 Staffing Approach
The PWS as written does not provide sufficient information on the scope and size of this effort to adequately anticipate labor hours. Therefore, Offerors who have not previously planned, supported, or attended this annual experiment are at a competitive disadvantage. Will the Government provide the following information in order to ensure that all Offerors have a fair opportunity to compete?
- historical annual labor hours, preferably by labor category, for this scope of work
- length of time for the annual experiment
- average number of technologies and capabilities examined at each annual experiment
GOVERNMENT RESPONSE #2:
No contractor firms are at a competitive disadvantage as contractor support at MSCoE for MSSPIX has never been used before.
Sub Question 1: There is no historical data to base the response upon as this is the first time we are seeking contracted support for MSSPIX at Fort Leonard Wood. The scope of work entails working with a Government Lead and a Government Team to plan, prepare, execute and report on the event. With 29 proposed technologies, each will require preparation of an analysis plan, development of a data collection methodology, collection of data during the event, analysis of the data collected and preparation of input for the report.
Sub Question 2: MSSPIX19 is projected to be 3 weeks including 1 week of training, 22APR19-10MAY19. Future year experiments are expected to be in the same timeframe.
Sub question #3: MSSPIX 2019 was the f0irst year we used FedBizOps for our technology call and we received 29 technology responses. Future year responses are unpredictable.

Will the Government provide a current organizational chart so that Offerors may accurately reflect lines of authority and communication between Offeror personnel and the Government?
GOVERNMENT RESPONSE #3:
No. The lines of communication for interfacing with the Government should show who on the Contractor Team will interface with the Government.
CONTRACTOR QUESTION #4:
PWS 3.9: Contractor Travel Will the Government be adding a separate cost reimbursable CLIN for the Contractor Travel and/or any material purchases?
GOVERNMENT RESPONSE #4:
No separate cost reimbursable CLIN will be added. The Contractor shall propose a firm-fixed price for Travel in the Experimentation CLIN using the projected travel in the PWS, paragraph 3.9.

PWS, Page 8 Will the Government provide a copy of the MSBL Experimentation SOP, Apr 2017 for review in preparing contractor response?
GOVERNMENT RESPONSE #5: Yes
CONTRACTOR QUESTION #6:
PWS, Page 2 Can the Government provide an historical work level, anticipated staffing level, and/or anticipated workload? Can the Government articulate the number of each deliverable?

PWS, Page 2 & 3 Can the Government provide anticipated skill level, education requirements, military background, and/or special qualifications of the workforce by position?
GOVERNMENT RESPONSE #7:
There are no special qualifications required for this requirement. Offerors should provide their own individual levels of effort based on their understanding the requirement.

PWS, Page 2 Given there is one annual MSSPX Plan, how many separate experiments /events are associated with the plan itself. Does each event require separate collection/reporting, initial insights, etc.?
GOVERNMENT RESPONSE #8: MSSPIX 2019 was the first year we used FedBizOps for our technology call and we received 29 technology responses. Future year responses are unpredictable. While there will be one large experiment plan, each of the 29 proposed technologies will require preparation of an analysis plan, development of a data collection methodology, collection of data during the event, analysis of the data collected and preparation of input for the report.
CONTRACTOR QUESTION #9:
PWS, Page 3 What is the date of the MSBL Experiment? This is needed to determine the dates of the follow-on requirements (initial insights, final report)?

CONTRACTOR QUESTION #10:
Section B, CLIN 3 How is travel costed since there is no travel CLIN? Is it costed as part of the CDID MSBL Prototype Experimentation Support CLINs? Can the Government provide a plug number for travel?
GOVERNMENT RESPONSE #10:
No separate cost reimbursable CLIN will be added. The Contractor shall propose a firm-fixed price for Travel in the Experimentation CLIN using the projected travel in the PWS, paragraph 3.9.
CONTRACTOR QUESTION #11:
Section B, CLIN 3 For option years, is the contractor to assume that the OYs 1-4 PWS tasks, travel, and deliverables are exactly the same?
GOVERNMENT RESPONSE #11:
The way the PWS is currently written the OYs are the same. If additional requirements are identified outside of the scope of the PWS, the contract will be modified.
CONTRACTOR QUESTION #12:
General Is this a new or follow-on contract? If so, who is the incumbent and what is the contract number?
GOVERNMENT RESPONSE #12:
This is a new contract.
CONTRACTOR QUESTION #13:
Section L, Para 3C(b)iv, Page 52 & 53 Part A: If proposing as a Joint Venture (JV), does the JV (Prime) need to provide an Organization Structure Change History on each of its members (Protégé & Mentor) and/or on the JV itself?
Part B: Does the JV need to submit a Consent Letter on itself or any of its members (Protégé & Mentor)?
GOVERNMENT RESPONSE #13:
Part A: Just for the Prime.
Part B: A consent Letter is required for all subcontractors, teaming partner and/or JV partners proposed to perform at least 25% of the work.
